合肥市建筑業發展“十三五”規劃

“十三(san)五”時(shi)期是實(shi)現經(jing)濟發(fa)(fa)(fa)展轉型升級(ji)、全(quan)面(mian)建(jian)成小康社會(hui)(hui)的(de)(de)重要(yao)(yao)(yao)時(shi)期。建(jian)筑業(ye)是合肥市(shi)重要(yao)(yao)(yao)支柱產業(ye)之(zhi)一,建(jian)筑業(ye)的(de)(de)發(fa)(fa)(fa)展對(dui)加(jia)快(kuai)新型城鎮化進程(cheng)、擴大(da)內需(xu)、增(zeng)加(jia)就業(ye)、拉動相(xiang)關產業(ye)的(de)(de)發(fa)(fa)(fa)展和全(quan)面(mian)建(jian)設小康社會(hui)(hui)有著重要(yao)(yao)(yao)作(zuo)用。為牢固樹立(li)并切(qie)實(shi)貫(guan)徹創新、協調、綠色、開(kai)放、共享(xiang)的(de)(de)發(fa)(fa)(fa)展理念,主動引導建(jian)筑業(ye)適應經(jing)濟發(fa)(fa)(fa)展新常態(tai),按照合肥市(shi)政府(fu)辦(ban)公廳(ting)《關于做好全(quan)市(shi)“十三(san)五”規(gui)劃編制工作(zuo)的(de)(de)通知》(合政辦(ban)秘(mi)[2014]140號)文件要(yao)(yao)(yao)求,依據相(xiang)關法律(lv)、法規(gui),編制本規(gui)劃。


第一章 發展回顧(gu)


“十二(er)五”期間(jian)是合(he)(he)肥(fei)(fei)市建筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)科學發(fa)展(zhan)的(de)黃金時期,也是合(he)(he)肥(fei)(fei)市建筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)發(fa)展(zhan)史上極不(bu)平凡的(de)五年。面對復(fu)雜(za)的(de)國內外經濟(ji)環境(jing),建筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)企業(ye)(ye)(ye)不(bu)斷規(gui)范管(guan)理(li),增(zeng)強質量安(an)全意識(shi),運用新(xin)(xin)技術、新(xin)(xin)設(she)備、新(xin)(xin)工藝(yi)對建筑(zhu)(zhu)(zhu)(zhu)施工全過程進行質量、安(an)全監控,加快綠(lv)色建筑(zhu)(zhu)(zhu)(zhu)建設(she)步伐。五年來,在合(he)(he)肥(fei)(fei)市委、市政府的(de)正確(que)領導下(xia),合(he)(he)肥(fei)(fei)市建筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)為(wei)全市經濟(ji)社(she)會發(fa)展(zhan)做出了重要貢獻(xian),支柱產(chan)業(ye)(ye)(ye)地位進一步穩(wen)固。

一、“十(shi)二(er)五”發展成就

(一(yi))產(chan)業規模創歷史新高

“十(shi)(shi)二五”期(qi)間,建筑(zhu)產(chan)業(ye)規模再上新(xin)臺階。2015年全(quan)市(shi)(shi)建筑(zhu)業(ye)產(chan)值3439.18億(yi)元(yuan)(yuan),“十(shi)(shi)二五”期(qi)間全(quan)市(shi)(shi)建筑(zhu)業(ye)產(chan)值累計達(da)到14122.84億(yi)元(yuan)(yuan),比“十(shi)(shi)一五”增(zeng)長213.35%,年平均增(zeng)長率為25.63%(圖1);全(quan)市(shi)(shi)等級以(yi)上企業(ye)累計完成(cheng)房屋竣工總(zong)建筑(zhu)面積34063萬平方(fang)米(mi),比“十(shi)(shi)一五”期(qi)間增(zeng)長 141%。合肥市(shi)(shi)建筑(zhu)業(ye)各項經濟指(zhi)標持續創新(xin)高,建筑(zhu)業(ye)產(chan)值占全(quan)省“半壁江(jiang)山” ,保(bao)持全(quan)省第一的位(wei)次(ci),并在全(quan)國(guo)地級市(shi)(shi)中(zhong)處(chu)于領先地位(wei)。

“十二五(wu)”期(qi)(qi)間,建筑業(ye)“走出去”步伐(fa)加快(kuai)。2015年全(quan)市外(wai)(wai)省完成(cheng)產(chan)值為(wei)869.62億元(yuan),“十二五(wu)”期(qi)(qi)間外(wai)(wai)埠市場累計完成(cheng)建筑業(ye)總產(chan)值為(wei)3331.4億元(yuan),比“十一五(wu)”增長12.31%。2011-2015年,全(quan)市省外(wai)(wai)建筑業(ye)產(chan)值從(cong)455.95億元(yuan)提(ti)高到869.62億元(yuan)。

“十(shi)(shi)二五(wu)(wu)”期(qi)間,建(jian)(jian)筑(zhu)業(ye)(ye)(ye)支柱產(chan)(chan)業(ye)(ye)(ye)地位不斷加(jia)(jia)強。2015年全(quan)(quan)(quan)市建(jian)(jian)筑(zhu)業(ye)(ye)(ye)增(zeng)(zeng)加(jia)(jia)值(zhi)為670億(yi)(yi)元,占(zhan)地區生產(chan)(chan)總值(zhi)的12.37%,“十(shi)(shi)二五(wu)(wu)”期(qi)間全(quan)(quan)(quan)市建(jian)(jian)筑(zhu)業(ye)(ye)(ye)增(zeng)(zeng)加(jia)(jia)值(zhi)累(lei)(lei)計(ji)達到2933億(yi)(yi)元,比(bi)“十(shi)(shi)一(yi)五(wu)(wu)”增(zeng)(zeng)長(chang)(chang)152.41%,年平均增(zeng)(zeng)長(chang)(chang)率為20.34%(圖2)。2015年全(quan)(quan)(quan)市建(jian)(jian)筑(zhu)業(ye)(ye)(ye)入庫地稅達到53.79億(yi)(yi)元,建(jian)(jian)筑(zhu)業(ye)(ye)(ye)利(li)潤(run)總額(e)為128.45億(yi)(yi)元,“十(shi)(shi)二五(wu)(wu)”期(qi)間全(quan)(quan)(quan)市累(lei)(lei)計(ji)實(shi)現利(li)潤(run)總額(e)549.53億(yi)(yi)元,比(bi)“十(shi)(shi)一(yi)五(wu)(wu)”期(qi)間增(zeng)(zeng)長(chang)(chang)4.19倍。“十(shi)(shi)二五(wu)(wu)”末全(quan)(quan)(quan)市建(jian)(jian)筑(zhu)業(ye)(ye)(ye)從(cong)業(ye)(ye)(ye)人(ren)員數為104.7萬人(ren),比(bi)“十(shi)(shi)一(yi)五(wu)(wu)”末增(zeng)(zeng)加(jia)(jia)52.25%。建(jian)(jian)筑(zhu)業(ye)(ye)(ye)成(cheng)為全(quan)(quan)(quan)市社會經濟(ji)發展名副其實(shi)的支柱產(chan)(chan)業(ye)(ye)(ye)。

(二)綜(zong)合競(jing)爭力實現新躍升

通過“十(shi)二五(wu)”期間的(de)改革和發展,合肥(fei)建筑產業(ye)(ye)(ye)規模持續(xu)增(zeng)大的(de)同時,產業(ye)(ye)(ye)結構調整初(chu)見成效(xiao)。合肥(fei)市著(zhu)力扶持企(qi)(qi)業(ye)(ye)(ye)做(zuo)(zuo)大做(zuo)(zuo)強,企(qi)(qi)業(ye)(ye)(ye)資質(zhi)等(deng)級(ji)(ji)獲(huo)得大幅提升,建筑業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)資質(zhi)結構更加(jia)優化。截(jie)至2015年(nian)底,合肥(fei)市建筑業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)數量達(da)到(dao)2300家(jia)(jia)(jia)(jia),較(jiao)“十(shi)一五(wu)”末期增(zeng)加(jia)800家(jia)(jia)(jia)(jia)。2015年(nian),我市新增(zeng)2家(jia)(jia)(jia)(jia)特級(ji)(ji)企(qi)(qi)業(ye)(ye)(ye)、新增(zeng)3項特級(ji)(ji)資質(zhi),新增(zeng)35家(jia)(jia)(jia)(jia)總承包、專業(ye)(ye)(ye)承包一級(ji)(ji)企(qi)(qi)業(ye)(ye)(ye)。截(jie)至2015年(nian)底,我市具有一級(ji)(ji)及以(yi)上(shang)(shang)資質(zhi)企(qi)(qi)業(ye)(ye)(ye)總數達(da)到(dao)248家(jia)(jia)(jia)(jia),占(zhan)全省(sheng)一級(ji)(ji)資質(zhi)企(qi)(qi)業(ye)(ye)(ye)總數的(de)65%以(yi)上(shang)(shang);其中,一級(ji)(ji)及以(yi)上(shang)(shang)總承包企(qi)(qi)業(ye)(ye)(ye)136家(jia)(jia)(jia)(jia),一級(ji)(ji)專業(ye)(ye)(ye)承包企(qi)(qi)業(ye)(ye)(ye)66家(jia)(jia)(jia)(jia),設計與施工(gong)一體化一級(ji)(ji)資質(zhi)企(qi)(qi)業(ye)(ye)(ye)46家(jia)(jia)(jia)(jia)(表1)。

“十二(er)五”期間,我(wo)市建筑產(chan)(chan)業(ye)集中度不斷提高,組(zu)織結構進一步優化。2011年(nian),我(wo)市產(chan)(chan)值億元及以上(shang)建筑業(ye)企業(ye)數只(zhi)有250家(jia)(jia)(jia),2015年(nian)增加到405家(jia)(jia)(jia),其中,產(chan)(chan)值100億元及以上(shang)企業(ye)數從1家(jia)(jia)(jia)增加到3家(jia)(jia)(jia),產(chan)(chan)值50億元及以上(shang)企業(ye)從6家(jia)(jia)(jia)增加到12家(jia)(jia)(jia)(表2)。

(三)建筑產業化(hua)發(fa)展步伐不斷加(jia)快

“十二五(wu)”期間(jian),合(he)(he)肥(fei)市建(jian)(jian)(jian)筑產(chan)業(ye)(ye)化(hua)發(fa)展步伐逐步加快。隨著德國西(xi)偉德、中建(jian)(jian)(jian)國際、遠大住工等國內(nei)外(wai)建(jian)(jian)(jian)筑產(chan)業(ye)(ye)化(hua)龍頭企業(ye)(ye)陸續落戶合(he)(he)肥(fei),我(wo)市已經形成了(le)較為完(wan)備的產(chan)業(ye)(ye)鏈。2014年5月,合(he)(he)肥(fei)市被正(zheng)式(shi)列入“國家住宅產(chan)業(ye)(ye)現代化(hua)綜合(he)(he)試點城市”。我(wo)市先后出臺《合(he)(he)肥(fei)市人民政(zheng)府(fu)關于加快推(tui)進建(jian)(jian)(jian)筑產(chan)業(ye)(ye)化(hua)發(fa)展的指(zhi)導意見》和(he)(he)《合(he)(he)肥(fei)市建(jian)(jian)(jian)筑產(chan)業(ye)(ye)化(hua)千億產(chan)業(ye)(ye)規(gui)劃(2014-2020)》。合(he)(he)肥(fei)市城鄉建(jian)(jian)(jian)委協助編制(zhi)(zhi)了(le)安徽省(sheng)地方(fang)標準(zhun)《疊(die)(die)合(he)(he)板(ban)式(shi)混(hun)(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)剪力(li)(li)墻(qiang)(qiang)結構(gou)技(ji)(ji)術(shu)(shu)規(gui)程(cheng)(cheng)》、《疊(die)(die)合(he)(he)板(ban)式(shi)混(hun)(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)剪力(li)(li)墻(qiang)(qiang)結構(gou)施(shi)(shi)工及(ji)驗(yan)收(shou)規(gui)程(cheng)(cheng)》和(he)(he)《裝(zhuang)(zhuang)配(pei)(pei)整體(ti)式(shi)剪力(li)(li)墻(qiang)(qiang)結構(gou)技(ji)(ji)術(shu)(shu)規(gui)程(cheng)(cheng)(試行)》;制(zhi)(zhi)定(ding)了(le)《疊(die)(die)合(he)(he)式(shi)預(yu)制(zhi)(zhi)樓(墻(qiang)(qiang))板(ban)安裝(zhuang)(zhuang)基(ji)價》和(he)(he)《合(he)(he)肥(fei)市裝(zhuang)(zhuang)配(pei)(pei)式(shi)混(hun)(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)結構(gou)預(yu)制(zhi)(zhi)裝(zhuang)(zhuang)配(pei)(pei)率計算方(fang)法(fa)(試行)》,組織編制(zhi)(zhi)合(he)(he)肥(fei)市工程(cheng)(cheng)建(jian)(jian)(jian)設技(ji)(ji)術(shu)(shu)標準(zhun)《裝(zhuang)(zhuang)配(pei)(pei)整體(ti)式(shi)混(hun)(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)結構(gou)施(shi)(shi)工及(ji)驗(yan)收(shou)技(ji)(ji)術(shu)(shu)導則》和(he)(he)《建(jian)(jian)(jian)筑混(hun)(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)預(yu)制(zhi)(zhi)構(gou)件制(zhi)(zhi)作(zuo)與驗(yan)收(shou)技(ji)(ji)術(shu)(shu)導則》,正(zheng)積(ji)極準(zhun)備編制(zhi)(zhi)安徽省(sheng)標《內(nei)澆(jiao)外(wai)掛(gua)裝(zhuang)(zhuang)配(pei)(pei)整體(ti)式(shi)混(hun)(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)結構(gou)技(ji)(ji)術(shu)(shu)規(gui)程(cheng)(cheng)》、《裝(zhuang)(zhuang)配(pei)(pei)整體(ti)式(shi)混(hun)(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)結構(gou)施(shi)(shi)工及(ji)驗(yan)收(shou)技(ji)(ji)術(shu)(shu)規(gui)程(cheng)(cheng)》、《建(jian)(jian)(jian)筑混(hun)(hun)(hun)凝(ning)(ning)(ning)土(tu)(tu)(tu)預(yu)制(zhi)(zhi)構(gou)件制(zhi)(zhi)作(zuo)與驗(yan)收(shou)技(ji)(ji)術(shu)(shu)規(gui)程(cheng)(cheng)》和(he)(he)《裝(zhuang)(zhuang)配(pei)(pei)式(shi)住宅全(quan)裝(zhuang)(zhuang)修技(ji)(ji)術(shu)(shu)規(gui)程(cheng)(cheng)》。

(四)建筑節能工(gong)作卓有成效

“十(shi)二五”期間(jian),合(he)肥市(shi)提(ti)出了“加(jia)大節能(neng)減排、加(jia)快綠色發展、構建(jian)低碳城市(shi)”的總體要求,出臺了《合(he)肥市(shi)“十(shi)二五”期間(jian)節能(neng)目標(biao)評價考核實施方(fang)案》。目前,我市(shi)建(jian)筑節能(neng)工作已經取得(de)階(jie)段性成果(guo)。

同(tong)時,為確保(bao)綠(lv)(lv)色建(jian)(jian)筑(zhu)(zhu)(zhu)在規劃(hua)設計(ji)和施工圖(tu)(tu)審(shen)查(cha)(cha)環(huan)節得(de)到全面(mian)落實,我市(shi)率先出臺了《合(he)肥市(shi)綠(lv)(lv)色建(jian)(jian)筑(zhu)(zhu)(zhu)規劃(hua)方案及施工圖(tu)(tu)審(shen)查(cha)(cha)要點》,2012—2015年間,通過綠(lv)(lv)色建(jian)(jian)筑(zhu)(zhu)(zhu)方案審(shen)查(cha)(cha)項目(mu)245個(ge),建(jian)(jian)筑(zhu)(zhu)(zhu)面(mian)積(ji)4012.8萬平(ping)米(mi)。截至2015年,我市(shi)共32個(ge)項目(mu)獲得(de)省級綠(lv)(lv)色建(jian)(jian)筑(zhu)(zhu)(zhu)示范項目(mu)稱號,建(jian)(jian)筑(zhu)(zhu)(zhu)面(mian)積(ji)549萬平(ping)米(mi);已獲得(de)綠(lv)(lv)色建(jian)(jian)筑(zhu)(zhu)(zhu)標識項目(mu)38個(ge),建(jian)(jian)筑(zhu)(zhu)(zhu)面(mian)積(ji)809.63萬平(ping)米(mi)。

截至2015年底(di),我市勘(kan)察(cha)設(she)計(ji)(ji)類企業(ye)305家(jia)(jia),其中甲(jia)級(ji)(ji)(ji)64家(jia)(jia),乙級(ji)(ji)(ji)92家(jia)(jia),丙級(ji)(ji)(ji)30家(jia)(jia),設(she)計(ji)(ji)施工(gong)(gong)一(yi)體化一(yi)級(ji)(ji)(ji)20家(jia)(jia),二(er)級(ji)(ji)(ji)81家(jia)(jia),三級(ji)(ji)(ji)18家(jia)(jia);年末從(cong)業(ye)人(ren)(ren)(ren)員(yuan)54152人(ren)(ren)(ren),具(ju)有技術職稱的(de)人(ren)(ren)(ren)員(yuan)19590人(ren)(ren)(ren),比上年增(zeng)加(jia)了10%,與2014年17855人(ren)(ren)(ren)相比,增(zeng)加(jia)了1735人(ren)(ren)(ren);年末注(zhu)冊(ce)(ce)執業(ye)人(ren)(ren)(ren)員(yuan)合(he)計(ji)(ji)5271人(ren)(ren)(ren),占從(cong)業(ye)人(ren)(ren)(ren)員(yuan)的(de)10%,其中一(yi)、二(er)級(ji)(ji)(ji)注(zhu)冊(ce)(ce)建筑師(shi)(shi)455人(ren)(ren)(ren),注(zhu)冊(ce)(ce)工(gong)(gong)程師(shi)(shi)(包括一(yi)、二(er)級(ji)(ji)(ji)結構工(gong)(gong)程師(shi)(shi)、土(tu)木(mu)工(gong)(gong)程師(shi)(shi)、注(zhu)冊(ce)(ce)公用設(she)備師(shi)(shi))869人(ren)(ren)(ren)。2015年,利潤總(zong)額26.217億(yi)(yi)元;上交所得(de)稅4.5811億(yi)(yi)元;工(gong)(gong)程勘(kan)察(cha)完(wan)成(cheng)合(he)同(tong)(tong)額6.9994億(yi)(yi)元;工(gong)(gong)程設(she)計(ji)(ji)完(wan)成(cheng)合(he)同(tong)(tong)額41.1034億(yi)(yi)元;境外工(gong)(gong)程完(wan)成(cheng)合(he)同(tong)(tong)額2.9208億(yi)(yi)元;我市勘(kan)察(cha)設(she)計(ji)(ji)企業(ye)重(zhong)視科(ke)技投入,2015年企業(ye)科(ke)技活動費用支出總(zong)額9.95億(yi)(yi)元,比去年減少(shao)了1.7%。截止(zhi)2015年底(di),我市的(de)圖(tu)紙審查機構達(da)到11家(jia)(jia)。

(五)技術(shu)水(shui)平和人(ren)才素質明顯(xian)提(ti)高

“十二(er)五”期間,為(wei)了滿足合肥市(shi)戰略轉型期的(de)人(ren)(ren)(ren)才(cai)需要(yao),我市(shi)建(jian)(jian)筑(zhu)業加大人(ren)(ren)(ren)才(cai)培養力度(du),人(ren)(ren)(ren)才(cai)結構不(bu)斷(duan)優化,形成了層次較(jiao)為(wei)明晰(xi)、專(zhuan)業門類較(jiao)為(wei)齊全(quan)的(de)產業人(ren)(ren)(ren)才(cai)隊伍。截至2015年(nian)底,我市(shi)共有管理(li)人(ren)(ren)(ren)員(yuan)8.8萬(wan)(wan)人(ren)(ren)(ren),比2011年(nian)增加0.93萬(wan)(wan)人(ren)(ren)(ren),工(gong)程(cheng)(cheng)技(ji)術人(ren)(ren)(ren)員(yuan)12.8萬(wan)(wan)人(ren)(ren)(ren),比2011年(nian)增加3.5萬(wan)(wan)人(ren)(ren)(ren),中(zhong)級及以(yi)上(shang)技(ji)工(gong)7.7萬(wan)(wan)人(ren)(ren)(ren)(表3)。目前,我市(shi)各類執業資格注冊人(ren)(ren)(ren)員(yuan)總(zong)數達25573人(ren)(ren)(ren),其中(zhong),一(yi)級建(jian)(jian)造師為(wei)7654人(ren)(ren)(ren),二(er)級建(jian)(jian)造師15000人(ren)(ren)(ren),監理(li)工(gong)程(cheng)(cheng)師為(wei)2087人(ren)(ren)(ren)。工(gong)程(cheng)(cheng)勘(kan)察(cha)類注冊執業人(ren)(ren)(ren)員(yuan)合計3992人(ren)(ren)(ren),其中(zhong),一(yi)、二(er)級注冊建(jian)(jian)筑(zhu)師399人(ren)(ren)(ren),注冊工(gong)程(cheng)(cheng)師1149人(ren)(ren)(ren)。

“十二五(wu)”期間,我市取(qu)(qu)得非國有建設工(gong)程專(zhuan)業職(zhi)稱人(ren)(ren)數逐年(nian)遞增,2011年(nian),我市通過社會化評審取(qu)(qu)得專(zhuan)業技術(shu)人(ren)(ren)員(yuan)資格共(gong)1603人(ren)(ren),2015年(nian)增至7803人(ren)(ren),如表(biao)4所示(shi)。

為(wei)了(le)不斷提(ti)(ti)高我市建筑工人(ren)(ren)的(de)(de)從業素質(zhi)和(he)技(ji)能(neng)水平(ping),貫徹(che)住建部(bu)《關于建筑工人(ren)(ren)職業培訓合格證有(you)關事(shi)項的(de)(de)通知》(建辦人(ren)(ren)[2015]34號(hao))文件精神,我市正在組織實施(shi)各(ge)等(deng)級(ji)各(ge)工種(zhong)建筑工人(ren)(ren)職業培訓、高級(ji)工以下各(ge)工種(zhong)的(de)(de)考核工作。從業人(ren)(ren)員整體素質(zhi)的(de)(de)提(ti)(ti)升,保障了(le)建筑工程的(de)(de)質(zhi)量和(he)安全,也為(wei)合肥城市建設和(he)發展提(ti)(ti)供(gong)了(le)有(you)力支撐。

(六)中介服務業穩步發(fa)展(zhan)

“十二五”期間(jian),我市的勘(kan)察(cha)、設計及監(jian)理行業(ye)發(fa)展平穩,截至2015年底,我市勘(kan)察(cha)設計類(lei)企業(ye)217家,其中,綜合甲級(ji)(ji)(ji)1家,行業(ye)甲級(ji)(ji)(ji)1家,甲級(ji)(ji)(ji)58家,乙級(ji)(ji)(ji)108家,丙級(ji)(ji)(ji)51家;年末(mo)從業(ye)人(ren)(ren)員(yuan)28110人(ren)(ren),具有技術(shu)職(zhi)稱的人(ren)(ren)員(yuan)17855人(ren)(ren),比2014年提高(gao)了1%;年末(mo)注(zhu)(zhu)冊執業(ye)人(ren)(ren)員(yuan)合計3992人(ren)(ren),占從業(ye)人(ren)(ren)員(yuan)的14.2%,其中一、二級(ji)(ji)(ji)注(zhu)(zhu)冊建筑師(shi)399人(ren)(ren),注(zhu)(zhu)冊工程(cheng)師(shi)(包括一、二級(ji)(ji)(ji)結構工程(cheng)師(shi)、土木工程(cheng)師(shi)、注(zhu)(zhu)冊公用設備師(shi))1149人(ren)(ren)。

“十二(er)五(wu)”期(qi)間,我市(shi)(shi)招(zhao)標機(ji)構(gou)總(zong)數已經達97家(jia),同(tong)比增加11.5%。其中,甲(jia)級(ji)22家(jia),占(zhan)(zhan)全(quan)市(shi)(shi)企(qi)業(ye)總(zong)數的(de)22.7%,同(tong)比增加15.8%;乙級(ji)企(qi)業(ye)59家(jia),占(zhan)(zhan)全(quan)市(shi)(shi)總(zong)數的(de)60.8%,同(tong)比增加7.3%; 暫定級(ji)企(qi)業(ye)23家(jia),占(zhan)(zhan)全(quan)市(shi)(shi)總(zong)數的(de)16.5%;其中,2015年招(zhao)標代理機(ji)構(gou)全(quan)年營(ying)業(ye)收入184472萬元,同(tong)比增加9.6%。

截至2015年,我市(shi)(shi)造(zao)(zao)價(jia)咨詢(xun)企(qi)業共189家(jia)(jia),其(qi)中(zhong):本市(shi)(shi)153家(jia)(jia),外地進(jin)肥(fei)36家(jia)(jia)。甲(jia)級(ji)企(qi)業53家(jia)(jia),乙(yi)級(ji)企(qi)業90家(jia)(jia),暫定乙(yi)級(ji)10家(jia)(jia)。共有(you)造(zao)(zao)價(jia)師人(ren)(ren)數2072人(ren)(ren),造(zao)(zao)價(jia)員(yuan)人(ren)(ren)數9575人(ren)(ren)。其(qi)中(zhong),2015年我市(shi)(shi)造(zao)(zao)價(jia)咨詢(xun)企(qi)業營業收入8.51億元。

“十(shi)二五(wu)”期(qi)間,我(wo)(wo)市(shi)(shi)的(de)(de)圖(tu)紙審查(cha)機構(gou)共有11家,主(zhu)(zhu)要承接房(fang)屋建筑(zhu)、市(shi)(shi)政基礎(chu)設施(shi)工(gong)程施(shi)工(gong)圖(tu)審查(cha)業(ye)務范(fan)圍(wei)。重(zhong)點(dian)審查(cha):建筑(zhu)物的(de)(de)穩定性(xing)、安(an)全(quan)性(xing)審查(cha),包括地基基礎(chu)和主(zhu)(zhu)體結構(gou)體系(xi)是(shi)否(fou)安(an)全(quan)、可(ke)靠;是(shi)否(fou)符合(he)消防、節能、環保、抗震(zhen)、衛生、人(ren)防等有關強制性(xing)標準、規(gui)范(fan);施(shi)工(gong)圖(tu)是(shi)否(fou)達到規(gui)定的(de)(de)深度要求;是(shi)否(fou)損(sun)害公(gong)眾利益等四方(fang)面內容。目前,我(wo)(wo)市(shi)(shi)建筑(zhu)工(gong)程施(shi)工(gong)圖(tu)紙送審率100%,審查(cha)通過率100%。

截(jie)止(zhi)2015年底,我市(shi)建(jian)設工(gong)程質(zhi)量(liang)檢(jian)測(ce)機(ji)構共有37家(jia),其中,擁(yong)有見證(zheng)取樣資質(zhi)的(de)30家(jia),擁(yong)有專項檢(jian)測(ce)資質(zhi)的(de)22家(jia)。我市(shi)的(de)建(jian)設工(gong)程質(zhi)量(liang)檢(jian)測(ce)機(ji)構,秉承“獨立、公正、科學”的(de)原則,積極開展工(gong)程質(zhi)量(liang)檢(jian)測(ce)活動,為建(jian)設工(gong)程質(zhi)量(liang)的(de)判(pan)定提供了(le)可靠(kao)的(de)科學依據。

(七)監管體制機(ji)制煥發新(xin)優(you)勢

“十二五”期間,質(zhi)(zhi)量(liang)安(an)(an)(an)全(quan)(quan)(quan)監管(guan)工(gong)(gong)(gong)(gong)(gong)(gong)作扎實(shi)(shi)(shi)推進(jin)。全(quan)(quan)(quan)市(shi)質(zhi)(zhi)量(liang)安(an)(an)(an)全(quan)(quan)(quan)形勢(shi)平(ping)穩(wen),杜絕了較(jiao)大(da)以上(shang)事故(gu)的發生(sheng)。建(jian)(jian)(jian)筑(zhu)(zhu)質(zhi)(zhi)量(liang)安(an)(an)(an)全(quan)(quan)(quan)監管(guan)機(ji)(ji)制不斷(duan)完(wan)善(shan),建(jian)(jian)(jian)立(li)了監管(guan)網絡,實(shi)(shi)(shi)現(xian)“監督機(ji)(ji)構、企業、項(xiang)目(mu)部、從業人員”等(deng)(deng)全(quan)(quan)(quan)覆(fu)蓋(gai),初步的信息(xi)化監管(guan)手段全(quan)(quan)(quan)面(mian)啟用(yong)。同時,我市(shi)建(jian)(jian)(jian)立(li)了建(jian)(jian)(jian)筑(zhu)(zhu)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)安(an)(an)(an)全(quan)(quan)(quan)監管(guan)問(wen)責制,嚴(yan)格(ge)實(shi)(shi)(shi)行“紅、黃”牌警告曝(pu)光制度,進(jin)一步落實(shi)(shi)(shi)建(jian)(jian)(jian)筑(zhu)(zhu)施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)安(an)(an)(an)全(quan)(quan)(quan)主體責任(ren),嚴(yan)厲打擊建(jian)(jian)(jian)筑(zhu)(zhu)施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)違法違規行為,扎實(shi)(shi)(shi)開展建(jian)(jian)(jian)筑(zhu)(zhu)施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)安(an)(an)(an)全(quan)(quan)(quan)監管(guan)工(gong)(gong)(gong)(gong)(gong)(gong)作。還(huan)積極(ji)做好混(hun)凝(ning)土攪拌車的道路(lu)安(an)(an)(an)全(quan)(quan)(quan)管(guan)理(li)工(gong)(gong)(gong)(gong)(gong)(gong)作。在此期間,涌現(xian)出(chu)一大(da)批優(you)質(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng),譬如合(he)(he)(he)肥(fei)(fei)燃氣集團綜合(he)(he)(he)服務樓,安(an)(an)(an)徽電(dian)力(li)科研設(she)(she)(she)計大(da)樓、合(he)(he)(he)肥(fei)(fei)市(shi)暢通一環四里河(he)立(li)交橋(qiao)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)等(deng)(deng)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)獲(huo)“魯班獎”;合(he)(he)(he)肥(fei)(fei)新橋(qiao)國際機(ji)(ji)場航站(zhan)樓及(ji)(ji)配(pei)套(tao)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、合(he)(he)(he)肥(fei)(fei)市(shi)董鋪水(shui)庫溢(yi)洪道擴建(jian)(jian)(jian)及(ji)(ji)南(nan)淝河(he)生(sheng)態(tai)補水(shui)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)、合(he)(he)(he)肥(fei)(fei)市(shi)包河(he)大(da)道高架(jia)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)等(deng)(deng)166項(xiang)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)獲(huo)“黃山杯(bei)”(省優(you)質(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng))。除此之外,我市(shi)榮獲(huo)琥(hu)珀杯(bei)和廬州杯(bei)467項(xiang),國家AAA級雙示(shi)范工(gong)(gong)(gong)(gong)(gong)(gong)地32項(xiang),全(quan)(quan)(quan)國市(shi)政(zheng)(zheng)金(jin)杯(bei)示(shi)范工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)8項(xiang)等(deng)(deng)。全(quan)(quan)(quan)面(mian)完(wan)成市(shi)政(zheng)(zheng)府安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)管(guan)理(li)責任(ren)目(mu)標(biao)。為了對(dui)我市(shi)全(quan)(quan)(quan)面(mian)開工(gong)(gong)(gong)(gong)(gong)(gong)的地鐵建(jian)(jian)(jian)設(she)(she)(she)項(xiang)目(mu)進(jin)行嚴(yan)格(ge)監管(guan),努力(li)打造優(you)質(zhi)(zhi)的城市(shi)軌道工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng),市(shi)建(jian)(jian)(jian)委專門設(she)(she)(she)立(li)了軌道交通建(jian)(jian)(jian)設(she)(she)(she)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)質(zhi)(zhi)量(liang)安(an)(an)(an)全(quan)(quan)(quan)監督站(zhan)。“十二五”期間,我市(shi)建(jian)(jian)(jian)筑(zhu)(zhu)業施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)安(an)(an)(an)全(quan)(quan)(quan)事故(gu)數量(liang)得到有效控制,基本形成較(jiao)為完(wan)善(shan)的建(jian)(jian)(jian)設(she)(she)(she)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)監管(guan)機(ji)(ji)制。通過一系列的安(an)(an)(an)全(quan)(quan)(quan)監管(guan)措施(shi)(shi),合(he)(he)(he)肥(fei)(fei)市(shi)建(jian)(jian)(jian)設(she)(she)(she)質(zhi)(zhi)量(liang)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)形勢(shi)總體平(ping)穩(wen),安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)一直(zhi)處于可(ke)控狀態(tai)。建(jian)(jian)(jian)筑(zhu)(zhu)業工(gong)(gong)(gong)(gong)(gong)(gong)傷保險實(shi)(shi)(shi)現(xian)全(quan)(quan)(quan)覆(fu)蓋(gai),建(jian)(jian)(jian)筑(zhu)(zhu)施(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)重大(da)傷亡(wang)事故(gu)和死亡(wang)人數逐年下(xia)降,安(an)(an)(an)全(quan)(quan)(quan)問(wen)題逐年減(jian)少(shao)。

(八)執法監督取得良好效果(guo)

“十二五”期間,全市組織開(kai)展(zhan)(zhan)各(ge)項執法(fa)監督檢(jian)查(cha)工(gong)(gong)作,增強(qiang)工(gong)(gong)程(cheng)建(jian)設各(ge)方主(zhu)體質(zhi)量意(yi)識,落實各(ge)方責(ze)任。開(kai)展(zhan)(zhan)建(jian)筑施(shi)工(gong)(gong)安全生產大檢(jian)查(cha);深(shen)化“打非治違(wei)(wei)”等專項整治工(gong)(gong)作;加強(qiang)日常檢(jian)查(cha)和(he)專項督查(cha),嚴(yan)肅處理違(wei)(wei)法(fa)違(wei)(wei)規行(xing)為(wei);嚴(yan)格執行(xing)《合(he)肥市行(xing)政處罰案件(jian)群(qun)眾(zhong)公議(yi)暫行(xing)辦法(fa)》,主(zhu)動接(jie)受群(qun)眾(zhong)詢問;檢(jian)查(cha)建(jian)設單位是否依法(fa)招標、辦理施(shi)工(gong)(gong)許可(ke)、工(gong)(gong)程(cheng)合(he)同備案等情況。

建(jian)筑(zhu)業行(xing)政處罰共(gong)(gong)立案(an)查(cha)處各類(lei)違法違規(gui)(gui)案(an)件(jian)107起,罰款(kuan)1280萬(wan)元,對(dui)190個(ge)(ge)單位和個(ge)(ge)人記(ji)(ji)不良(liang)行(xing)為記(ji)(ji)錄,案(an)件(jian)辦(ban)結(jie)率達100%,無一(yi)引起行(xing)政復議或(huo)行(xing)政訴訟。其中,2015年(nian),工(gong)程質量治(zhi)理(li)兩年(nian)行(xing)動共(gong)(gong)對(dui)3000多個(ge)(ge)在建(jian)工(gong)程的責任(ren)主(zhu)體(ti)開展市(shi)場行(xing)為監督檢(jian)查(cha)10950次(ci)(ci),發出監督意見書(shu)7517份,處理(li)單位180多家,處理(li)個(ge)(ge)人200多人,行(xing)政處罰金額188.29萬(wan)元,發出暫(zan)停(ting)施(shi)工(gong)通知書(shu)70多份,組織(zhi)或(huo)參(can)加(jia)專項檢(jian)查(cha)8次(ci)(ci)。建(jian)筑(zhu)業企業的市(shi)場行(xing)為得到進一(yi)步規(gui)(gui)范。

二、存在問(wen)題

(一(yi))建筑(zhu)業資(zi)質類(lei)別結構亟待調整(zheng)

在建(jian)(jian)筑(zhu)業(ye)(ye)資(zi)質(zhi)類別結構方面,“十二五(wu)”期間,我市(shi)施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)總(zong)承(cheng)(cheng)(cheng)包(bao)資(zi)質(zhi)企(qi)(qi)(qi)業(ye)(ye)近700家(jia)(jia),占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)比(bi)30%,專業(ye)(ye)承(cheng)(cheng)(cheng)包(bao)資(zi)質(zhi)企(qi)(qi)(qi)業(ye)(ye)800家(jia)(jia),占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)比(bi)35%,勞務(wu)資(zi)質(zhi)企(qi)(qi)(qi)業(ye)(ye)400家(jia)(jia),占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)比(bi)17.5%,設計與施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)一體化(hua)資(zi)質(zhi)400家(jia)(jia),占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)比(bi)17.5% ;其(qi)中(zhong)(zhong),施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)總(zong)承(cheng)(cheng)(cheng)包(bao)企(qi)(qi)(qi)業(ye)(ye)中(zhong)(zhong),建(jian)(jian)筑(zhu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)近400家(jia)(jia),占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)比(bi)55%,市(shi)政工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)240余家(jia)(jia),占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)比(bi)33%,公(gong)路(lu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)30余家(jia)(jia),占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)比(bi)4%,水(shui)利水(shui)電工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)20余家(jia)(jia),占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)比(bi)3%,以上4類企(qi)(qi)(qi)業(ye)(ye)占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)總(zong)承(cheng)(cheng)(cheng)包(bao)企(qi)(qi)(qi)業(ye)(ye)總(zong)數的95%,其(qi)余8類施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)總(zong)承(cheng)(cheng)(cheng)包(bao)資(zi)質(zhi)僅占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)5%,僅30余家(jia)(jia),其(qi)中(zhong)(zhong)冶(ye)金(jin)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)資(zi)質(zhi)0家(jia)(jia),港口與航道工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)1家(jia)(jia),石(shi)油化(hua)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)1家(jia)(jia)。專業(ye)(ye)承(cheng)(cheng)(cheng)包(bao)中(zhong)(zhong),建(jian)(jian)筑(zhu)裝(zhuang)修裝(zhuang)飾(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)、城(cheng)市(shi)及(ji)道路(lu)照明工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)、建(jian)(jian)筑(zhu)機電工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)、送(song)變電工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)所(suo)占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)比(bi)重較(jiao)大,分(fen)別占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)比(bi)11.5%、11%、10.8%、10.6%。目(mu)前(qian),合(he)肥(fei)市(shi)從事房屋建(jian)(jian)筑(zhu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)的企(qi)(qi)(qi)業(ye)(ye)占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)據比(bi)重過大,2015年,我市(shi)房屋建(jian)(jian)筑(zhu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)產(chan)值占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)總(zong)產(chan)值的比(bi)重為0.55,而公(gong)路(lu)、鐵路(lu)、軌道交通、水(shui)利等專業(ye)(ye)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)產(chan)值占(zhan)(zhan)(zhan)(zhan)(zhan)(zhan)比(bi)過低。

專業(ye)經營廣度的不足(zu)不僅影響(xiang)企業(ye)效率與科(ke)技進步,也成為(wei)合(he)肥建筑業(ye)發展的制(zhi)約因(yin)素,例如,我市正在大規模建設的軌道交通工程。

(二)市場主(zhu)體行(xing)為不盡(jin)規(gui)范

市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)主(zhu)體(ti)的(de)(de)責任意識(shi)和(he)自律(lv)(lv)性(xing)還有(you)待進(jin)一(yi)(yi)(yi)步(bu)加強,仍有(you)一(yi)(yi)(yi)些(xie)施(shi)(shi)工(gong)單(dan)位(wei)在工(gong)程(cheng)建(jian)設(she)過(guo)程(cheng)中(zhong)不(bu)嚴(yan)格(ge)履責,未嚴(yan)格(ge)按照(zhao)法(fa)(fa)(fa)(fa)律(lv)(lv)法(fa)(fa)(fa)(fa)規(gui)(gui)、工(gong)程(cheng)建(jian)設(she)標(biao)(biao)準規(gui)(gui)范進(jin)行(xing)施(shi)(shi)工(gong)和(he)管(guan)理工(gong)作(zuo),市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)招(zhao)投(tou)標(biao)(biao)環節中(zhong)的(de)(de)低價中(zhong)標(biao)(biao)、圍標(biao)(biao)、串標(biao)(biao)等違(wei)規(gui)(gui)問題,工(gong)程(cheng)承包中(zhong)的(de)(de)轉包、違(wei)法(fa)(fa)(fa)(fa)分包、資(zi)質掛靠、不(bu)執行(xing)工(gong)程(cheng)建(jian)設(she)強制(zhi)性(xing)標(biao)(biao)準問題、以(yi)及(ji)(ji)壓(ya)價、墊資(zi)、拖欠工(gong)程(cheng)款等問題,嚴(yan)重擾亂了(le)我市(shi)(shi)(shi)(shi)建(jian)筑市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)秩(zhi)序(xu),對我市(shi)(shi)(shi)(shi)建(jian)筑行(xing)業的(de)(de)健康發(fa)展帶來不(bu)良影響。完善的(de)(de)法(fa)(fa)(fa)(fa)律(lv)(lv)法(fa)(fa)(fa)(fa)規(gui)(gui)制(zhi)度體(ti)系是規(gui)(gui)范建(jian)筑市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)秩(zhi)序(xu)的(de)(de)基礎(chu),應(ying)針對當前建(jian)筑市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)反映比較突出(chu)(chu)的(de)(de)問題,盡快修訂我市(shi)(shi)(shi)(shi)相關法(fa)(fa)(fa)(fa)律(lv)(lv)法(fa)(fa)(fa)(fa)規(gui)(gui),以(yi)及(ji)(ji)與之相關聯(lian)的(de)(de)各類注冊人員管(guan)理規(gui)(gui)定(ding)(ding),進(jin)一(yi)(yi)(yi)步(bu)細化建(jian)筑市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)中(zhong)各方(fang)主(zhu)體(ti)的(de)(de)權利、責任和(he)義務(wu);準確界定(ding)(ding)建(jian)設(she)單(dan)位(wei)的(de)(de)虛假(jia)招(zhao)標(biao)(biao)、肢解發(fa)包、惡意壓(ya)價和(he)拖延結算等行(xing)為,并(bing)制(zhi)定(ding)(ding)出(chu)(chu)具(ju)體(ti)的(de)(de)懲罰條款;同時,對于(yu)新出(chu)(chu)現(xian)的(de)(de)工(gong)程(cheng)融資(zi)保險等行(xing)為,及(ji)(ji)時出(chu)(chu)臺調控(kong)規(gui)(gui)范,以(yi)適應(ying)建(jian)筑市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)的(de)(de)發(fa)展需要,從而為建(jian)立(li)統一(yi)(yi)(yi)開(kai)放、合法(fa)(fa)(fa)(fa)競爭、健康有(you)序(xu)的(de)(de)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)秩(zhi)序(xu)提(ti)供法(fa)(fa)(fa)(fa)律(lv)(lv)保障。

(三)企業內(nei)部質量(liang)安全主體意識薄弱

我市(shi)(shi)部分建筑業企業自律(lv)(lv)性不(bu)強(qiang),質量(liang)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)意識(shi)薄弱,安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生產原動力(li)不(bu)足,重經(jing)濟效益,輕安(an)全(quan)(quan)(quan)(quan)(quan)(quan)質量(liang),抓文明施(shi)工(gong)(gong)(gong)、安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生產的(de)(de)(de)(de)投(tou)(tou)入不(bu)足;部分監理(li)企業對工(gong)(gong)(gong)程(cheng)管(guan)理(li)監督(du)不(bu)到位(wei),往往迎(ying)合建設(she)單位(wei)趕工(gong)(gong)(gong)期的(de)(de)(de)(de)要求,放松對安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生產的(de)(de)(de)(de)管(guan)理(li),工(gong)(gong)(gong)程(cheng)質量(liang)把關不(bu)嚴(yan),極易(yi)出現質量(liang)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)問題(ti)。有的(de)(de)(de)(de)工(gong)(gong)(gong)業園(yuan)區內的(de)(de)(de)(de)企業廠房(fang)建設(she)等沒有通(tong)過(guo)招投(tou)(tou)標程(cheng)序(xu),一些民營(ying)企業不(bu)能按建設(she)程(cheng)序(xu)建設(she),給工(gong)(gong)(gong)程(cheng)建設(she)帶來(lai)嚴(yan)重的(de)(de)(de)(de)質量(liang)和安(an)全(quan)(quan)(quan)(quan)(quan)(quan)隱患。此外,部分工(gong)(gong)(gong)程(cheng)還存在(zai)先開工(gong)(gong)(gong)、后補辦手續等違(wei)法違(wei)規行為。今后,我市(shi)(shi)應該建立健(jian)全(quan)(quan)(quan)(quan)(quan)(quan)質量(liang)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)方(fang)面的(de)(de)(de)(de)相關法律(lv)(lv)法規,加大監督(du)力(li)度,逐步(bu)強(qiang)化企業的(de)(de)(de)(de)質量(liang)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)意識(shi)。

(四(si))建(jian)(jian)筑市場信用體系建(jian)(jian)設(she)有待完善

建(jian)筑(zhu)(zhu)市(shi)(shi)場(chang)存(cun)在(zai)較(jiao)(jiao)多(duo)不規(gui)范行(xing)(xing)(xing)為(wei)的(de)(de)原因(yin)很多(duo),其中(zhong)一個(ge)(ge)重(zhong)要(yao)原因(yin)是建(jian)筑(zhu)(zhu)市(shi)(shi)場(chang)各(ge)方主體的(de)(de)誠(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)意(yi)識比較(jiao)(jiao)薄(bo)弱,建(jian)筑(zhu)(zhu)市(shi)(shi)場(chang)各(ge)管(guan)(guan)(guan)理(li)環節(jie)沒有建(jian)立信(xin)(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)共享機(ji)制,市(shi)(shi)場(chang)各(ge)方主體違(wei)法(fa)(fa)違(wei)規(gui)行(xing)(xing)(xing)為(wei)不能得(de)到及時(shi)有效處理(li),違(wei)法(fa)(fa)違(wei)規(gui)的(de)(de)失信(xin)(xin)(xin)(xin)(xin)成本比較(jiao)(jiao)低。目前我(wo)市(shi)(shi)已經開通了(le)信(xin)(xin)(xin)(xin)(xin)用管(guan)(guan)(guan)理(li)平(ping)臺(tai),并建(jian)立了(le)較(jiao)(jiao)為(wei)科學的(de)(de)信(xin)(xin)(xin)(xin)(xin)用評價(jia)體系(xi)。平(ping)臺(tai)建(jian)設(she)雖取(qu)得(de)了(le)一些成就,但信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)數據(ju)采(cai)集方法(fa)(fa)和(he)(he)信(xin)(xin)(xin)(xin)(xin)用評價(jia)標(biao)準方面(mian)仍有待完善(shan)。為(wei)了(le)加(jia)強建(jian)筑(zhu)(zhu)市(shi)(shi)場(chang)信(xin)(xin)(xin)(xin)(xin)用體系(xi)建(jian)設(she),還需(xu)要(yao)進一步充(chong)實企(qi)(qi)業(ye)(ye)、個(ge)(ge)人(ren)信(xin)(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)和(he)(he)項目信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)基礎數據(ju)庫,完善(shan)信(xin)(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)的(de)(de)采(cai)集、錄入(ru)、審核(he)及發布機(ji)制,綜合(he)建(jian)筑(zhu)(zhu)企(qi)(qi)業(ye)(ye)的(de)(de)動態行(xing)(xing)(xing)為(wei)(包括建(jian)筑(zhu)(zhu)市(shi)(shi)場(chang)行(xing)(xing)(xing)為(wei)、招(zhao)投(tou)標(biao)行(xing)(xing)(xing)為(wei)、質量行(xing)(xing)(xing)為(wei)和(he)(he)安全文明施工行(xing)(xing)(xing)為(wei)等),對(dui)企(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)(xin)用進行(xing)(xing)(xing)評級(ji),實行(xing)(xing)(xing)差(cha)別化(hua)管(guan)(guan)(guan)理(li),對(dui)信(xin)(xin)(xin)(xin)(xin)用缺失,違(wei)法(fa)(fa)、違(wei)規(gui)、事故頻發的(de)(de)企(qi)(qi)業(ye)(ye)和(he)(he)個(ge)(ge)人(ren),堅決清理(li)出市(shi)(shi)場(chang);對(dui)信(xin)(xin)(xin)(xin)(xin)用差(cha)的(de)(de)企(qi)(qi)業(ye)(ye)和(he)(he)人(ren)員(yuan)重(zhong)點監管(guan)(guan)(guan),加(jia)重(zhong)處罰;對(dui)誠(cheng)(cheng)實守信(xin)(xin)(xin)(xin)(xin)的(de)(de)企(qi)(qi)業(ye)(ye)和(he)(he)人(ren)員(yuan)予以激(ji)勵和(he)(he)表彰,營(ying)造“守信(xin)(xin)(xin)(xin)(xin)激(ji)勵、失信(xin)(xin)(xin)(xin)(xin)懲戒”的(de)(de)市(shi)(shi)場(chang)氛圍,增強企(qi)(qi)業(ye)(ye)誠(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)意(yi)識,引(yin)導企(qi)(qi)業(ye)(ye)守法(fa)(fa)經營(ying)。


第二章 發展形(xing)勢


合肥(fei)現為長三角世(shi)界級城(cheng)市群(qun)副(fu)中(zhong)心和全國(guo)性綜合交通樞紐,立足建(jian)設“大湖名城(cheng),創新高地”,這些(xie)都(dou)將為合肥(fei)建(jian)筑業(ye)發展帶來新的機遇。同時,世(shi)界經(jing)濟復蘇緩慢,我國(guo)的經(jing)濟發展進入新常態(tai),固定資產投資增速持續下(xia)滑,建(jian)筑市場外(wai)部(bu)環境(jing)發生一系列重大改變,行業(ye)發展面臨(lin)嚴峻挑戰(zhan)。

一、發(fa)展機遇(yu)

(一(yi)(yi)(yi))國家(jia)重(zhong)(zhong)大戰略(lve)集中(zhong)實施。“一(yi)(yi)(yi)帶一(yi)(yi)(yi)路(lu)”戰略(lve)持(chi)續(xu)升溫,作為(wei)我國未(wei)來十年的(de)重(zhong)(zhong)大政策紅利,將給建(jian)筑行(xing)業(ye)(ye)帶來巨大投(tou)資(zi)機(ji)會。2014年9月25日(ri)《國務(wu)院關于(yu)依托黃金水道(dao)推動長(chang)(chang)(chang)(chang)江經濟帶發(fa)展的(de)指導意見》的(de)出臺,正式將合肥(fei)定位(wei)為(wei)長(chang)(chang)(chang)(chang)三(san)角世界級城市(shi)(shi)(shi)(shi)群副中(zhong)心,與(yu)南京、杭(hang)州地(di)位(wei)等同,高度前所(suo)未(wei)有。我市(shi)(shi)(shi)(shi)正成為(wei)全國性的(de)綜(zong)合交通樞紐,軌道(dao)交通、鐵路(lu)、高鐵、公路(lu)、港口(kou)投(tou)資(zi)等將進(jin)一(yi)(yi)(yi)步加(jia)大,必(bi)將帶動我市(shi)(shi)(shi)(shi)建(jian)筑業(ye)(ye)新一(yi)(yi)(yi)輪的(de)高速(su)發(fa)展。同時(shi),依托這些重(zhong)(zhong)要的(de)增長(chang)(chang)(chang)(chang)機(ji)遇,我市(shi)(shi)(shi)(shi)建(jian)筑業(ye)(ye)將繼續(xu)穩步推進(jin)“走出去”戰略(lve),積(ji)極尋求新的(de)增長(chang)(chang)(chang)(chang)點,努(nu)力開(kai)辟(pi)新的(de)市(shi)(shi)(shi)(shi)場空間,以實現我市(shi)(shi)(shi)(shi)建(jian)筑業(ye)(ye)可(ke)持(chi)續(xu)發(fa)展。

(二)不(bu)斷調整(zheng)完善(shan)并持續實(shi)施(shi)政府(fu)政策。2012年(nian),合(he)(he)肥(fei)(fei)市(shi)政府(fu)出臺(tai)了《關(guan)于進(jin)一步(bu)(bu)加快合(he)(he)肥(fei)(fei)建(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)發(fa)(fa)展(zhan)的(de)(de)意見》和《合(he)(he)肥(fei)(fei)市(shi)進(jin)一步(bu)(bu)加快建(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)發(fa)(fa)展(zhan)的(de)(de)若(ruo)干政策(試行(xing))》。2013年(nian)安徽省(sheng)政府(fu)出臺(tai)《關(guan)于促(cu)進(jin)建(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)轉型升級加快發(fa)(fa)展(zhan)的(de)(de)指導意見》,2014年(nian)合(he)(he)肥(fei)(fei)市(shi)出臺(tai)了《關(guan)于印(yin)發(fa)(fa)合(he)(he)肥(fei)(fei)市(shi)扶持產(chan)業(ye)(ye)(ye)發(fa)(fa)展(zhan)“1+3+5”政策體系(xi)的(de)(de)通(tong)知(zhi)》。上述文件中包含一系(xi)列建(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)扶持政策實(shi)施(shi)細則(ze),分(fen)別從支(zhi)(zhi)持我(wo)市(shi)建(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)做(zuo)大做(zuo)強(qiang)、支(zhi)(zhi)持我(wo)市(shi)建(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)創優(you)奪杯(bei)、加快實(shi)施(shi)我(wo)市(shi)建(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)“走(zou)出去”戰略(lve)、實(shi)施(shi)建(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)科技發(fa)(fa)展(zhan)戰略(lve)、加快我(wo)市(shi)建(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)人才(cai)培養(yang)步(bu)(bu)伐、規范我(wo)市(shi)建(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)各類(lei)規費以及資(zi)金(jin)(jin)管理、強(qiang)化(hua)金(jin)(jin)融財稅對(dui)建(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)的(de)(de)支(zhi)(zhi)持力度等七(qi)方面(mian),對(dui)建(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)進(jin)行(xing)資(zi)金(jin)(jin)獎(jiang)勵和政策扶持。

(三)新一輪合(he)肥(fei)大建設需求的(de)強勁(jing)拉動(dong)。2015年末,合(he)肥(fei)城(cheng)(cheng)鎮人(ren)(ren)口(kou)為(wei)548.4萬人(ren)(ren),全市(shi)(shi)城(cheng)(cheng)鎮化率為(wei)70.4%,預計2020年合(he)肥(fei)市(shi)(shi)城(cheng)(cheng)鎮人(ren)(ren)口(kou)將接近700萬人(ren)(ren),在城(cheng)(cheng)鎮人(ren)(ren)口(kou)增長的(de)剛性(xing)支(zhi)撐下,合(he)肥(fei)房(fang)地(di)產市(shi)(shi)場需求旺盛。2015年,合(he)肥(fei)居民(min)人(ren)(ren)均可支(zhi)配(pei)收(shou)(shou)(shou)入(ru)26605元,增長9.6%,收(shou)(shou)(shou)入(ru)的(de)上升(sheng)也將導致(zhi)人(ren)(ren)們的(de)改(gai)(gai)善性(xing)住(zhu)(zhu)房(fang)需求增加。此(ci)外(wai),我市(shi)(shi)的(de)舊城(cheng)(cheng)改(gai)(gai)造和住(zhu)(zhu)房(fang)保(bao)障力度也逐步加大,政府將通過公(gong)租房(fang)建設、棚戶區(qu)改(gai)(gai)造等措施來緩解中(zhong)低收(shou)(shou)(shou)入(ru)家庭(ting)住(zhu)(zhu)房(fang)困難問題。

“十三五(wu)”期(qi)間(jian),我市(shi)(shi)繼續進行(xing)大(da)規(gui)(gui)(gui)模(mo)(mo)的(de)城(cheng)(cheng)市(shi)(shi)基礎(chu)設(she)施建(jian)設(she),按照2015年(nian)1月批(pi)準通(tong)(tong)過的(de)《合(he)肥市(shi)(shi)域“1331”綜合(he)交通(tong)(tong)規(gui)(gui)(gui)劃(hua)》,合(he)肥主城(cheng)(cheng)區(qu)將建(jian)設(she)15條(tiao)(tiao)主城(cheng)(cheng)區(qu)軌(gui)道,總規(gui)(gui)(gui)模(mo)(mo)586公(gong)里(li)(li),線(xian)(xian)(xian)(xian)網密度一(yi)環內1.8公(gong)里(li)(li)/平方公(gong)里(li)(li),二環內1.5公(gong)里(li)(li)/平方公(gong)里(li)(li)。此外(wai),合(he)肥還將在“十三五(wu)”期(qi)間(jian)建(jian)設(she)5條(tiao)(tiao)市(shi)(shi)域軌(gui)道線(xian)(xian)(xian)(xian)路,做(zuo)到“每年(nian)開工(gong)一(yi)條(tiao)(tiao)線(xian)(xian)(xian)(xian)、竣(jun)工(gong)一(yi)條(tiao)(tiao)線(xian)(xian)(xian)(xian)、運營(ying)一(yi)條(tiao)(tiao)線(xian)(xian)(xian)(xian)”,主要(yao)服務于(yu)市(shi)(shi)區(qu)周(zhou)邊(bian)城(cheng)(cheng)鎮(zhen)與主城(cheng)(cheng)區(qu)之間(jian)的(de)通(tong)(tong)勤出行(xing),其中,包括通(tong)(tong)往(wang)新橋機場(chang)、巢湖、廬江、長豐等地。根據(ju)《合(he)肥市(shi)(shi)城(cheng)(cheng)市(shi)(shi)軌(gui)道交通(tong)(tong)近(jin)期(qi)建(jian)設(she)規(gui)(gui)(gui)劃(hua)(2014-2020)》,近(jin)期(qi)合(he)肥市(shi)(shi)城(cheng)(cheng)市(shi)(shi)軌(gui)道交通(tong)(tong)建(jian)設(she)規(gui)(gui)(gui)劃(hua)由3號(hao)(hao)線(xian)(xian)(xian)(xian)、4號(hao)(hao)線(xian)(xian)(xian)(xian)、5號(hao)(hao)線(xian)(xian)(xian)(xian)組成,3號(hao)(hao)線(xian)(xian)(xian)(xian)全(quan)長37.4km,4號(hao)(hao)線(xian)(xian)(xian)(xian)全(quan)長36.0km,5號(hao)(hao)線(xian)(xian)(xian)(xian)全(quan)長40.3km,共計(ji)113.7km。預計(ji)到2020年(nian),全(quan)市(shi)(shi)竣(jun)工(gong)和運營(ying)的(de)軌(gui)道線(xian)(xian)(xian)(xian)路達(da)5條(tiao)(tiao)。

二(er)、主(zhu)要挑戰

(一(yi))行業(ye)(ye)(ye)(ye)品牌企(qi)業(ye)(ye)(ye)(ye)數量嚴重不足。合(he)肥的(de)(de)建(jian)筑(zhu)業(ye)(ye)(ye)(ye)特級(ji)資(zi)質企(qi)業(ye)(ye)(ye)(ye)較少,缺(que)少龍(long)頭企(qi)業(ye)(ye)(ye)(ye)。現有(you)的(de)(de)一(yi)級(ji)企(qi)業(ye)(ye)(ye)(ye)實力(li)狀況、一(yi)級(ji)總(zong)承(cheng)包企(qi)業(ye)(ye)(ye)(ye)數量等對照江、浙等建(jian)筑(zhu)業(ye)(ye)(ye)(ye)發(fa)達地(di)區,如(ru)杭(hang)州、南京、南通、紹興等城市還有(you)很(hen)大差距(ju)。目(mu)前(qian),注冊地(di)在(zai)合(he)肥的(de)(de)特級(ji)企(qi)業(ye)(ye)(ye)(ye)僅中(zhong)(zhong)鐵四局、中(zhong)(zhong)煤礦(kuang)山、安徽(hui)建(jian)工集(ji)團以及2015年新增的(de)(de)安徽(hui)三建(jian)、中(zhong)(zhong)建(jian)四局六公司五家,一(yi)級(ji)總(zong)承(cheng)包企(qi)業(ye)(ye)(ye)(ye)只有(you)131家。2015年,合(he)肥市建(jian)筑(zhu)業(ye)(ye)(ye)(ye)產值超百億元僅有(you)3家,超50億元的(de)(de)企(qi)業(ye)(ye)(ye)(ye)12家,產業(ye)(ye)(ye)(ye)集(ji)中(zhong)(zhong)度偏(pian)低。而合(he)肥市中(zhong)(zhong)型建(jian)筑(zhu)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)不只受制于自身規(gui)模(mo)、資(zi)質等因(yin)素影(ying)響,更關鍵問題是資(zi)金力(li)量不足,融資(zi)能力(li)較弱,短時間內難以做大做強,需要(yao)政府進一(yi)步加大政策(ce)扶(fu)持(chi)力(li)度。

(二(er))產(chan)業(ye)(ye)(ye)(ye)(ye)升(sheng)級(ji)轉(zhuan)型任務艱巨。“十三五”期間,建(jian)筑行(xing)業(ye)(ye)(ye)(ye)(ye)將面臨產(chan)業(ye)(ye)(ye)(ye)(ye)結構(gou)轉(zhuan)型升(sheng)級(ji)的(de)挑戰,我市建(jian)筑業(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)要敢于調整(zheng)專業(ye)(ye)(ye)(ye)(ye)結構(gou),加大科(ke)技創新投入,不斷提高自(zi)身的(de)核心競爭力(li)。建(jian)筑產(chan)業(ye)(ye)(ye)(ye)(ye)化(hua)是建(jian)筑行(xing)業(ye)(ye)(ye)(ye)(ye)產(chan)業(ye)(ye)(ye)(ye)(ye)升(sheng)級(ji)的(de)未來(lai)方向,然而由于產(chan)業(ye)(ye)(ye)(ye)(ye)化(hua)建(jian)筑的(de)成本較高,會對企(qi)業(ye)(ye)(ye)(ye)(ye)和建(jian)筑產(chan)業(ye)(ye)(ye)(ye)(ye)化(hua)發展(zhan)帶(dai)來(lai)雙重考(kao)驗。在建(jian)立健(jian)全(quan)建(jian)筑產(chan)業(ye)(ye)(ye)(ye)(ye)化(hua)的(de)相關法規政策、加強(qiang)標準體(ti)系建(jian)設、完善建(jian)筑產(chan)業(ye)(ye)(ye)(ye)(ye)化(hua)的(de)技術體(ti)系、建(jian)立完整(zheng)的(de)產(chan)業(ye)(ye)(ye)(ye)(ye)鏈、以及培養龍頭企(qi)業(ye)(ye)(ye)(ye)(ye)等方面,全(quan)行(xing)業(ye)(ye)(ye)(ye)(ye)還需共同努力(li)。

(三)建筑(zhu)(zhu)(zhu)業(ye)(ye)國際(ji)化(hua)發展較(jiao)(jiao)慢。合肥(fei)市(shi)(shi)(shi)建筑(zhu)(zhu)(zhu)業(ye)(ye)境外產值占(zhan)建筑(zhu)(zhu)(zhu)業(ye)(ye)的(de)產值比重(zhong)不高,專業(ye)(ye)領域比較(jiao)(jiao)集中,地(di)域上仍然局限(xian)在傳統的(de)亞(ya)非市(shi)(shi)(shi)場。同時(shi),國際(ji)市(shi)(shi)(shi)場占(zhan)有(you)層(ceng)次較(jiao)(jiao)低(di),我市(shi)(shi)(shi)建筑(zhu)(zhu)(zhu)企業(ye)(ye)在海(hai)外市(shi)(shi)(shi)場占(zhan)有(you)的(de)多(duo)(duo)數(shu)是施工(gong)承包或勞務承包的(de)中低(di)端市(shi)(shi)(shi)場,工(gong)程小、分(fen)包多(duo)(duo),總承包、大體量、公共建筑(zhu)(zhu)(zhu)少,市(shi)(shi)(shi)場占(zhan)有(you)率低(di)。

(四)科(ke)技(ji)(ji)創新(xin)投入(ru)和(he)(he)(he)(he)高端技(ji)(ji)術人(ren)才(cai)(cai)缺乏。 “十二五”期間,政(zheng)府(fu)大(da)力(li)(li)引導(dao)和(he)(he)(he)(he)促進企(qi)業(ye)(ye)(ye)(ye)科(ke)技(ji)(ji)投入(ru)和(he)(he)(he)(he)開發(fa)(fa),合肥(fei)建(jian)筑(zhu)(zhu)(zhu)科(ke)技(ji)(ji)雖然(ran)取得了一定(ding)的(de)(de)(de)(de)進步(bu),但與國(guo)內建(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)(ye)(ye)強市(shi)(shi)相比(bi)(bi),科(ke)技(ji)(ji)創新(xin)含(han)(han)量(liang)依然(ran)較(jiao)低。大(da)多(duo)數企(qi)業(ye)(ye)(ye)(ye)沒(mei)有技(ji)(ji)術管(guan)(guan)理部(bu)門、工(gong)(gong)作計劃。工(gong)(gong)法、標準、企(qi)業(ye)(ye)(ye)(ye)技(ji)(ji)術中心等(deng)科(ke)技(ji)(ji)成(cheng)果較(jiao)少(shao),質(zhi)(zhi)量(liang)安全形成(cheng)過程中的(de)(de)(de)(de)科(ke)技(ji)(ji)含(han)(han)量(liang)不(bu)足(zu)(zu)。究(jiu)其(qi)(qi)原因,主(zhu)要(yao)是企(qi)業(ye)(ye)(ye)(ye)管(guan)(guan)理層重(zhong)視(shi)程度(du)不(bu)夠(gou),前期研發(fa)(fa)資(zi)金投入(ru)不(bu)足(zu)(zu)。例如,通(tong)過調研發(fa)(fa)現(xian),合肥(fei)市(shi)(shi)近十家(jia)一級資(zi)質(zhi)(zhi)企(qi)業(ye)(ye)(ye)(ye),企(qi)業(ye)(ye)(ye)(ye)年(nian)度(du)科(ke)技(ji)(ji)經費支出占企(qi)業(ye)(ye)(ye)(ye)年(nian)度(du)總(zong)(zong)營業(ye)(ye)(ye)(ye)收(shou)入(ru)的(de)(de)(de)(de)比(bi)(bi)例基(ji)本都在(zai)2%以(yi)下。我(wo)市(shi)(shi)建(jian)筑(zhu)(zhu)(zhu)企(qi)業(ye)(ye)(ye)(ye)人(ren)才(cai)(cai)理念不(bu)強,企(qi)業(ye)(ye)(ye)(ye)決策層、管(guan)(guan)理層、操作層都不(bu)同(tong)程度(du)存(cun)在(zai)缺乏人(ren)才(cai)(cai)的(de)(de)(de)(de)問(wen)題。據調研統計,我(wo)市(shi)(shi)大(da)部(bu)分(fen)建(jian)筑(zhu)(zhu)(zhu)企(qi)業(ye)(ye)(ye)(ye)碩(shuo)士(shi)以(yi)上學(xue)(xue)歷(li)的(de)(de)(de)(de)管(guan)(guan)理人(ren)員(yuan)占比(bi)(bi)不(bu)足(zu)(zu)1%,而(er)有些企(qi)業(ye)(ye)(ye)(ye)中專(zhuan)及以(yi)下學(xue)(xue)歷(li)的(de)(de)(de)(de)管(guan)(guan)理人(ren)員(yuan)甚(shen)至達到了80%。專(zhuan)業(ye)(ye)(ye)(ye)性人(ren)才(cai)(cai)短缺造成(cheng)施(shi)工(gong)(gong)總(zong)(zong)承包(bao)(bao)、專(zhuan)業(ye)(ye)(ye)(ye)承包(bao)(bao)、勞務分(fen)包(bao)(bao)企(qi)業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)一線施(shi)工(gong)(gong)能力(li)(li)削弱,不(bu)僅會直接(jie)影(ying)響(xiang)建(jian)筑(zhu)(zhu)(zhu)產品的(de)(de)(de)(de)總(zong)(zong)體(ti)質(zhi)(zhi)量(liang)和(he)(he)(he)(he)安全生產,而(er)且會影(ying)響(xiang)建(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)(ye)(ye)可持續發(fa)(fa)展的(de)(de)(de)(de)人(ren)力(li)(li)資(zi)源基(ji)礎。其(qi)(qi)次(ci),我(wo)市(shi)(shi)缺乏港口與航(hang)道、公路、石油化(hua)工(gong)(gong)、機(ji)電工(gong)(gong)程、水利、軌(gui)道交(jiao)通(tong)等(deng)工(gong)(gong)程建(jian)設(she)所需的(de)(de)(de)(de)專(zhuan)業(ye)(ye)(ye)(ye)技(ji)(ji)術人(ren)才(cai)(cai),這(zhe)(zhe)將直接(jie)導(dao)致(zhi)我(wo)市(shi)(shi)建(jian)筑(zhu)(zhu)(zhu)企(qi)業(ye)(ye)(ye)(ye)在(zai)承接(jie)復雜項目(mu)方面的(de)(de)(de)(de)能力(li)(li)不(bu)足(zu)(zu),影(ying)響(xiang)到企(qi)業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)核心競爭(zheng)力(li)(li)和(he)(he)(he)(he)產值效益。另一方面,我(wo)市(shi)(shi)建(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)(ye)(ye)人(ren)員(yuan)流(liu)動(dong)、流(liu)失也較(jiao)嚴重(zhong),企(qi)業(ye)(ye)(ye)(ye)在(zai)留(liu)住人(ren)才(cai)(cai)、發(fa)(fa)揮(hui)人(ren)才(cai)(cai)作用等(deng)方面尚有較(jiao)大(da)差距。與其(qi)(qi)他地市(shi)(shi)相比(bi)(bi),我(wo)市(shi)(shi)特級、一級等(deng)規模(mo)較(jiao)大(da)的(de)(de)(de)(de)企(qi)業(ye)(ye)(ye)(ye)不(bu)多(duo),吸引高層次(ci)的(de)(de)(de)(de)人(ren)才(cai)(cai)數量(liang)有限,這(zhe)(zhe)些都直接(jie)影(ying)響(xiang)了企(qi)業(ye)(ye)(ye)(ye)資(zi)質(zhi)(zhi)晉升和(he)(he)(he)(he)企(qi)業(ye)(ye)(ye)(ye)競爭(zheng)實力(li)(li)的(de)(de)(de)(de)提升,從(cong)而(er),間接(jie)影(ying)響(xiang)了我(wo)市(shi)(shi)建(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)整體(ti)發(fa)(fa)展。

(五)推進(jin)節(jie)能(neng)減(jian)排工(gong)(gong)作任(ren)重(zhong)道(dao)遠。我(wo)(wo)國的(de)(de)(de)(de)建(jian)(jian)(jian)(jian)筑(zhu)能(neng)耗很高,單位建(jian)(jian)(jian)(jian)筑(zhu)面積能(neng)耗是發(fa)(fa)達國家的(de)(de)(de)(de)2倍以上,在生態(tai)保護(hu)(hu)的(de)(de)(de)(de)壓力(li)(li)下,綠(lv)色建(jian)(jian)(jian)(jian)筑(zhu)是我(wo)(wo)國建(jian)(jian)(jian)(jian)筑(zhu)業未來發(fa)(fa)展的(de)(de)(de)(de)方向(xiang),綠(lv)色建(jian)(jian)(jian)(jian)筑(zhu)適(shi)宜(yi)技術(shu)不(bu)僅要(yao)應用于新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu),力(li)(li)求節(jie)能(neng)、生態(tai)、環保,更要(yao)在政(zheng)(zheng)府的(de)(de)(de)(de)引導(dao)下,廣泛應用于既有(you)(you)建(jian)(jian)(jian)(jian)筑(zhu)。為(wei)了加大綠(lv)色建(jian)(jian)(jian)(jian)筑(zhu)的(de)(de)(de)(de)推廣力(li)(li)度,我(wo)(wo)市(shi)亟待出臺相(xiang)關技術(shu)規(gui)范(fan)及施(shi)(shi)工(gong)(gong)標準。建(jian)(jian)(jian)(jian)筑(zhu)施(shi)(shi)工(gong)(gong)期間,由(you)于施(shi)(shi)工(gong)(gong)單位的(de)(de)(de)(de)重(zhong)視程(cheng)(cheng)度不(bu)夠,一味追求速(su)度和進(jin)度,忽略了環境保護(hu)(hu),在施(shi)(shi)工(gong)(gong)過程(cheng)(cheng)中容易引起(qi)周邊一些環境污染(ran)(ran)(ran)問題,如揚(yang)(yang)(yang)(yang)塵污染(ran)(ran)(ran)、噪(zao)音(yin)污染(ran)(ran)(ran)、建(jian)(jian)(jian)(jian)筑(zhu)垃圾(ji)污染(ran)(ran)(ran)等。其中,建(jian)(jian)(jian)(jian)筑(zhu)施(shi)(shi)工(gong)(gong)工(gong)(gong)地揚(yang)(yang)(yang)(yang)塵是造成空氣(qi)污染(ran)(ran)(ran)的(de)(de)(de)(de)重(zhong)要(yao)因(yin)素之一。依照《合肥(fei)市(shi)揚(yang)(yang)(yang)(yang)塵污染(ran)(ran)(ran)防治(zhi)管(guan)(guan)(guan)(guan)(guan)理(li)辦(ban)法》第四條,市(shi)環境保護(hu)(hu)行政(zheng)(zheng)主(zhu)管(guan)(guan)(guan)(guan)(guan)部(bu)門(men)(men)(men)對城市(shi)揚(yang)(yang)(yang)(yang)塵污染(ran)(ran)(ran)防治(zhi)實施(shi)(shi)統(tong)一監督(du)管(guan)(guan)(guan)(guan)(guan)理(li),市(shi)城鄉建(jian)(jian)(jian)(jian)設(she)行政(zheng)(zheng)主(zhu)管(guan)(guan)(guan)(guan)(guan)部(bu)門(men)(men)(men)、重(zhong)點(dian)工(gong)(gong)程(cheng)(cheng)建(jian)(jian)(jian)(jian)設(she)機(ji)構(gou)、城市(shi)管(guan)(guan)(guan)(guan)(guan)理(li)部(bu)門(men)(men)(men)、交通運輸行政(zheng)(zheng)主(zhu)管(guan)(guan)(guan)(guan)(guan)部(bu)門(men)(men)(men)、公安(an)機(ji)關交通管(guan)(guan)(guan)(guan)(guan)理(li)部(bu)門(men)(men)(men)、水(shui)行政(zheng)(zheng)主(zhu)管(guan)(guan)(guan)(guan)(guan)部(bu)門(men)(men)(men)、綠(lv)化(hua)行政(zheng)(zheng)主(zhu)管(guan)(guan)(guan)(guan)(guan)部(bu)門(men)(men)(men)、發(fa)(fa)展和改革部(bu)門(men)(men)(men)根(gen)據各自的(de)(de)(de)(de)職(zhi)責對揚(yang)(yang)(yang)(yang)塵污染(ran)(ran)(ran)實施(shi)(shi)監督(du)管(guan)(guan)(guan)(guan)(guan)理(li)。盡管(guan)(guan)(guan)(guan)(guan)擁(yong)有(you)(you)相(xiang)對健全的(de)(de)(de)(de)監管(guan)(guan)(guan)(guan)(guan)規(gui)范(fan)指(zhi)導(dao)和保障,但由(you)于目(mu)前我(wo)(wo)市(shi)城市(shi)建(jian)(jian)(jian)(jian)設(she)施(shi)(shi)工(gong)(gong)工(gong)(gong)地較(jiao)多,部(bu)分施(shi)(shi)工(gong)(gong)單位或個人(ren)管(guan)(guan)(guan)(guan)(guan)理(li)不(bu)嚴格(ge),措施(shi)(shi)不(bu)到(dao)位,違規(gui)行為(wei)時有(you)(you)發(fa)(fa)生。其次(ci),各監管(guan)(guan)(guan)(guan)(guan)部(bu)門(men)(men)(men)之間職(zhi)責不(bu)清晰,缺乏行之有(you)(you)效的(de)(de)(de)(de)協調溝通,因(yin)此監管(guan)(guan)(guan)(guan)(guan)效率不(bu)高,執法力(li)(li)度不(bu)強(qiang)。必須建(jian)(jian)(jian)(jian)立明確的(de)(de)(de)(de)責任(ren)機(ji)制,各職(zhi)能(neng)部(bu)門(men)(men)(men)相(xiang)互協調配合,我(wo)(wo)市(shi)的(de)(de)(de)(de)施(shi)(shi)工(gong)(gong)現場環境污染(ran)(ran)(ran)防治(zhi)問題才有(you)(you)可能(neng)迎刃而解。

(六)政策調整對(dui)企(qi)業(ye)影響的不確定因(yin)素增加。我市(shi)建(jian)(jian)筑產(chan)業(ye)集中(zhong)度偏(pian)低(di),大(da)企(qi)業(ye)支配能力(li)較弱(ruo),規模經濟水平不高。到2015年(nian)底(di),我市(shi)擁有各類建(jian)(jian)筑業(ye)企(qi)業(ye)2300家,建(jian)(jian)筑行(xing)業(ye)存在明顯的過度競爭。建(jian)(jian)筑業(ye)產(chan)能過剩導致(zhi)建(jian)(jian)筑業(ye)整體利潤率偏(pian)低(di),2015年(nian),我市(shi)施工企(qi)業(ye)總(zong)產(chan)值(zhi)利潤率僅為3.73%。利潤率偏(pian)低(di)勢必影響到全行(xing)業(ye)的健康發(fa)展。

 “十三五”期間,建筑行業(ye)還(huan)將進行“營(ying)改增”稅(shui)(shui)收制度改革(ge),新的稅(shui)(shui)收政(zheng)策及具體細則出臺后(hou),將對我市建筑業(ye)企業(ye)產生(sheng)較大影響。

二、發展目標

——產業(ye)規模(mo)。到(dao)(dao)(dao)2020年,建筑(zhu)(zhu)業(ye)總產值達(da)(da)到(dao)(dao)(dao)5500億(yi)元,年平均增幅9.8%,全(quan)省(sheng)首位度45%以上(shang),在全(quan)國省(sheng)會城市保持在前(qian)10名(ming)行列;市外(wai)完(wan)成(cheng)建筑(zhu)(zhu)業(ye)總產值達(da)(da)到(dao)(dao)(dao)2000億(yi)元(省(sheng)外(wai)達(da)(da)到(dao)(dao)(dao)1650億(yi)元),建筑(zhu)(zhu)業(ye)外(wai)向度達(da)(da)到(dao)(dao)(dao)30%以上(shang);力爭實現境(jing)外(wai)營業(ye)額25億(yi)美元;四縣一市完(wan)成(cheng)建筑(zhu)(zhu)業(ye)總產值占比力爭達(da)(da)到(dao)(dao)(dao)全(quan)市總規模(mo)的18%以上(shang)。

——經濟效益。建(jian)筑業(ye)增加值達到(dao)(dao)950億(yi)元,年平均增幅(fu)為7.2%;建(jian)筑業(ye)利潤總額達到(dao)(dao)180億(yi)元,年平均增幅(fu)為6.98%。

——企(qi)(qi)業(ye)(ye)資(zi)質。特級資(zi)質企(qi)(qi)業(ye)(ye)數(shu)量(liang)(liang)達(da)到(dao)10家(jia)(jia)以上;具有綜合資(zi)質監(jian)理(li)(li)企(qi)(qi)業(ye)(ye)數(shu)量(liang)(liang)達(da)到(dao)5家(jia)(jia)以上,施工(gong)總承(cheng)包(bao)(bao)和專業(ye)(ye)承(cheng)包(bao)(bao)一級資(zi)質企(qi)(qi)業(ye)(ye)數(shu)量(liang)(liang)達(da)到(dao)300家(jia)(jia)以上。四縣一市(shi)一級以上資(zi)質企(qi)(qi)業(ye)(ye)比重力爭達(da)到(dao)20%。具有甲級資(zi)質監(jian)理(li)(li)企(qi)(qi)業(ye)(ye)數(shu)量(liang)(liang)達(da)到(dao)50家(jia)(jia)以上;具有甲級資(zi)質招標代理(li)(li)機(ji)構(gou)數(shu)量(liang)(liang)達(da)到(dao)30家(jia)(jia)以上。建設工(gong)程企(qi)(qi)業(ye)(ye)資(zi)質專業(ye)(ye)類別更(geng)加(jia)合理(li)(li)。

——科(ke)技(ji)進步。全面(mian)推(tui)廣應(ying)用(yong)住建部(bu)十項新技(ji)術(shu)。城市規劃區(qu)范圍內50%的(de)(de)新建建筑按兩星(xing)及以上(shang)綠色建筑標準(zhun)設(she)計建造(zao)。大力推(tui)廣裝配式(shi)(shi)建筑,裝配式(shi)(shi)建筑在新建建筑中(zhong)(zhong)的(de)(de)比例力爭(zheng)達(da)到15%以上(shang)。城鎮(zhen)新建民用(yong)建筑節能標準(zhun)施(shi)工(gong)(gong)執行率100%。90%及以上(shang)施(shi)工(gong)(gong)總(zong)承(cheng)包一級(ji)、特(te)級(ji)資質建筑業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)建立企(qi)業(ye)(ye)(ye)技(ji)術(shu)中(zhong)(zhong)心。施(shi)工(gong)(gong)總(zong)承(cheng)包一級(ji)、特(te)級(ji)資質建筑業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)、甲級(ji)監理企(qi)業(ye)(ye)(ye),應(ying)在大型建筑工(gong)(gong)程的(de)(de)施(shi)工(gong)(gong)管(guan)理過程中(zhong)(zhong)全面(mian)推(tui)廣應(ying)用(yong)BIM技(ji)術(shu),企(qi)業(ye)(ye)(ye)和項目(mu)管(guan)理中(zhong)(zhong)的(de)(de)信息化水平(ping)得(de)到明顯提高(gao)。

——隊伍建設(she)。大力實(shi)施(shi)人(ren)(ren)才培(pei)訓培(pei)養戰略,優秀企業家達(da)到(dao)100人(ren)(ren)。注(zhu)冊(ce)執業人(ren)(ren)員(yuan)總數達(da)到(dao)40000人(ren)(ren),其中一級注(zhu)冊(ce)建造(zao)師達(da)到(dao)9000人(ren)(ren),注(zhu)冊(ce)監(jian)理工(gong)程師達(da)到(dao)3500人(ren)(ren)。各類(lei)工(gong)程技術人(ren)(ren)員(yuan)達(da)到(dao)20萬人(ren)(ren)。具有(you)崗位證(zheng)書的(de)現(xian)場管理人(ren)(ren)員(yuan)10萬人(ren)(ren)。施(shi)工(gong)工(gong)人(ren)(ren)達(da)到(dao)80萬人(ren)(ren),中級工(gong)以(yi)上技術工(gong)人(ren)(ren)達(da)到(dao)8萬人(ren)(ren),實(shi)現(xian)全(quan)行業建筑(zhu)工(gong)人(ren)(ren)全(quan)員(yuan)培(pei)訓,持證(zheng)上崗。

——質(zhi)量(liang)安全(quan)。創建(jian)(jian)“黃山杯(bei)”工(gong)程(cheng)(cheng)(cheng)120項,力爭創建(jian)(jian)“魯班(ban)獎(jiang)”工(gong)程(cheng)(cheng)(cheng)1-2項。房屋建(jian)(jian)筑(zhu)和市政工(gong)程(cheng)(cheng)(cheng)項目質(zhi)量(liang)安全(quan)監督覆(fu)蓋達(da)100%,工(gong)程(cheng)(cheng)(cheng)質(zhi)量(liang)合格率達(da)100%;建(jian)(jian)立建(jian)(jian)筑(zhu)施工(gong)安全(quan)標(biao)準(zhun)化管理制度,逐(zhu)步規(gui)范企業安全(quan)生產管理,杜絕較(jiao)大(da)以(yi)上質(zhi)量(liang)安全(quan)事(shi)故(gu)的發生。

——信(xin)用(yong)(yong)(yong)體系(xi)。完善建筑市(shi)場(chang)信(xin)用(yong)(yong)(yong)“四(si)庫一平(ping)臺(tai)(tai)”,實現與安(an)徽(hui)省(sheng)工程建設監(jian)管和信(xin)用(yong)(yong)(yong)管理平(ping)臺(tai)(tai),以及市(shi)直相關部門管理系(xi)統實時互聯互通,基本實現“數(shu)據一個庫、監(jian)管一張網(wang)、管理一條線”的(de)建筑市(shi)場(chang)信(xin)息化監(jian)管目(mu)標。信(xin)用(yong)(yong)(yong)機(ji)制對市(shi)場(chang)主體的(de)規范和引(yin)導作(zuo)用(yong)(yong)(yong)得到充分發揮。


第(di)四章 主要任務


一、調整優(you)化產(chan)業結(jie)構

支持建筑(zhu)業企業發揮優勢,向上下(xia)游產業延伸,形成“突出主業、適度多(duo)元(yuan)”的(de)產業發展(zhan)格局(ju);鼓勵企業積極(ji)向上下(xia)游產業拓展(zhan)業務,向產業鏈高端延伸,全力開辟新的(de)發展(zhan)空間;加快提升企業在交(jiao)通、水(shui)利、市政、鐵路(lu)等基(ji)礎設(she)施領域的(de)勘察設(she)計(ji)、施工能力。

鼓勵建筑(zhu)業(ye)企業(ye)積極參與城市(shi)軌道交通(tong)、地下管廊、海綿城市(shi)建設(she),扶持建筑(zhu)業(ye)企業(ye)提(ti)升專(zhuan)業(ye)資質等(deng)級,完善配(pei)套的(de)專(zhuan)業(ye)資質類別。加大對軌道交通(tong)工程專(zhuan)業(ye)人才的(de)引進與培養,制(zhi)定補(bu)貼政(zheng)策,鼓勵企業(ye)提(ti)高該領(ling)域科技創新的(de)投入水平。

促進(jin)中小建(jian)筑企(qi)(qi)業向專(zhuan)(zhuan)、特、精方(fang)(fang)向發展。通過鼓(gu)勵(li)市(shi)場(chang)(chang)競(jing)爭,規(gui)范各方(fang)(fang)主體市(shi)場(chang)(chang)行為,拓寬中小建(jian)筑企(qi)(qi)業   發展的市(shi)場(chang)(chang)空間。給予中小建(jian)筑企(qi)(qi)業相應(ying)扶持政(zheng)策,提供融資、信息、政(zheng)府采購優惠、培訓等公(gong)共(gong)服務。培育一批經營(ying)特色強(qiang)、科技含量高(gao)、市(shi)場(chang)(chang)前景好的專(zhuan)(zhuan)業企(qi)(qi)業。大力發展非公(gong)有(you)制建(jian)筑企(qi)(qi)業。

提升我市建(jian)筑(zhu)業(ye)(ye)的產業(ye)(ye)集(ji)中度,將(jiang)我市產值(zhi)(zhi)億(yi)元及(ji)(ji)以上建(jian)筑(zhu)業(ye)(ye)企(qi)業(ye)(ye)從(cong)目前的405家增(zeng)加到600家,其中,產值(zhi)(zhi)100億(yi)元及(ji)(ji)以上企(qi)業(ye)(ye)數(shu)從(cong)3家增(zeng)加到6家,產值(zhi)(zhi)50億(yi)元及(ji)(ji)以上企(qi)業(ye)(ye)從(cong)12家增(zeng)加到20家。

二、扶(fu)持(chi)企(qi)業做大做強

進(jin)一(yi)(yi)步完善我市(shi)建(jian)筑業(ye)(ye)扶持政策實施細則,鼓勵一(yi)(yi)級(ji)企(qi)業(ye)(ye)通過改組、聯合(he)、兼并(bing)、股份合(he)作等形(xing)式做(zuo)(zuo)大(da)做(zuo)(zuo)強(qiang),加快培育一(yi)(yi)批(pi)核心(xin)競(jing)爭(zheng)力(li)強(qiang)的(de)大(da)型綜合(he)性建(jian)筑企(qi)業(ye)(ye)集團,引導5家以(yi)上(shang)的(de)一(yi)(yi)級(ji)企(qi)業(ye)(ye)成(cheng)(cheng)功晉(jin)(jin)升施工總承包特級(ji)資質,引導50家以(yi)上(shang)的(de)二級(ji)企(qi)業(ye)(ye)成(cheng)(cheng)功晉(jin)(jin)升一(yi)(yi)級(ji)企(qi)業(ye)(ye)。鼓勵有條件的(de)大(da)型企(qi)業(ye)(ye)從(cong)單(dan)一(yi)(yi)業(ye)(ye)務領域(yu)向(xiang)多(duo)業(ye)(ye)務領域(yu)發(fa)展(zhan),提升核心(xin)競(jing)爭(zheng)力(li)。

引導(dao)和(he)推動(dong)中鐵四局、中煤礦(kuang)山、安徽建工(gong)集團、安徽三建、中建四局六公(gong)司等(deng)大(da)型施工(gong)企業(ye)(ye)建立現代企業(ye)(ye)制度,優化(hua)資源配(pei)(pei)置,形成專業(ye)(ye)配(pei)(pei)套、分工(gong)明(ming)晰的企業(ye)(ye)經(jing)(jing)營(ying)結(jie)構,使其逐(zhu)步由單(dan)一的生(sheng)產經(jing)(jing)營(ying)方(fang)式(shi),向(xiang)設計、采(cai)購、施工(gong)管理(li)一體化(hua)的工(gong)程總承包模(mo)式(shi)和(he)PPP等(deng)新型經(jing)(jing)營(ying)方(fang)式(shi)轉變。

三、加快“走出去”發展步伐

指導企業(ye)制定“走(zou)出去(qu)”發(fa)(fa)展(zhan)戰(zhan)(zhan)略。主動跟蹤國(guo)(guo)(guo)家(jia)當前(qian)(qian)及潛在投資(zi)熱點(dian),準確把握國(guo)(guo)(guo)家(jia)和地(di)區(qu)發(fa)(fa)展(zhan)規(gui)劃、產業(ye)政策的(de)(de)(de)(de)(de)方(fang)向(xiang),抓住國(guo)(guo)(guo)家(jia)支(zhi)持“一(yi)帶一(yi)路”發(fa)(fa)展(zhan)的(de)(de)(de)(de)(de)戰(zhan)(zhan)略機遇(yu),利(li)用區(qu)位優(you)勢(shi)(shi),把區(qu)域市(shi)場打造成為我(wo)市(shi)建(jian)(jian)筑業(ye)“走(zou)出去(qu)”發(fa)(fa)展(zhan)的(de)(de)(de)(de)(de)龍頭區(qu)域市(shi)場。預(yu)計(ji)到(dao)2020年(nian),省外(wai)(wai)(wai)完(wan)(wan)成產值從目(mu)(mu)前(qian)(qian)的(de)(de)(de)(de)(de)869.62億(yi)(yi)元(yuan)(yuan)增加(jia)到(dao)1650億(yi)(yi)元(yuan)(yuan);外(wai)(wai)(wai)省產值占建(jian)(jian)筑業(ye)總產值比重達(da)到(dao)30%。圍繞(rao)推(tui)動長(chang)三角(jiao)(jiao)經濟圈一(yi)體化發(fa)(fa)展(zhan)和合肥(fei)副(fu)中心建(jian)(jian)設(she)的(de)(de)(de)(de)(de)戰(zhan)(zhan)略機遇(yu),積極推(tui)進(jin)與(yu)長(chang)三角(jiao)(jiao)地(di)區(qu)的(de)(de)(de)(de)(de)共同市(shi)場建(jian)(jian)設(she)。大力(li)拓展(zhan)境(jing)外(wai)(wai)(wai)市(shi)場,努力(li)爭(zheng)(zheng)取國(guo)(guo)(guo)外(wai)(wai)(wai)工程承包(bao)和國(guo)(guo)(guo)家(jia)援外(wai)(wai)(wai)工程項(xiang)目(mu)(mu)。預(yu)計(ji)到(dao)2020年(nian),境(jing)外(wai)(wai)(wai)完(wan)(wan)成產值從目(mu)(mu)前(qian)(qian)的(de)(de)(de)(de)(de)13.32億(yi)(yi)美(mei)元(yuan)(yuan)增加(jia)到(dao)25億(yi)(yi)美(mei)元(yuan)(yuan)。加(jia)大品(pin)牌(pai)建(jian)(jian)設(she)力(li)度,引導企業(ye)形成“以(yi)高質量塑造品(pin)牌(pai)”的(de)(de)(de)(de)(de)品(pin)牌(pai)建(jian)(jian)設(she)思路和發(fa)(fa)展(zhan)戰(zhan)(zhan)略。鼓勵企業(ye)合理進(jin)行市(shi)場定位,以(yi)高端化、差異(yi)化的(de)(de)(de)(de)(de)生產和服(fu)務形成鮮明的(de)(de)(de)(de)(de)品(pin)牌(pai)定位,建(jian)(jian)立合肥(fei)建(jian)(jian)筑業(ye)獨特的(de)(de)(de)(de)(de)核心競爭(zheng)(zheng)優(you)勢(shi)(shi)。

鼓勵(li)和(he)支(zhi)持企(qi)業(ye)(ye)(ye)以多種形式“走出去”。鼓勵(li)和(he)支(zhi)持具(ju)有(you)一級(ji)及(ji)以上資(zi)(zi)質的(de)建筑業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)取得對外(wai)承(cheng)(cheng)包(bao)工(gong)程經營資(zi)(zi)格(ge),建筑業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)、勞(lao)務企(qi)業(ye)(ye)(ye)申報(bao)對外(wai)勞(lao)務合作(zuo)(zuo)經營資(zi)(zi)格(ge),具(ju)有(you)對外(wai)承(cheng)(cheng)包(bao)工(gong)程資(zi)(zi)質的(de)企(qi)業(ye)(ye)(ye)申報(bao)對外(wai)援助成(cheng)套(tao)項(xiang)目(mu)施(shi)工(gong)任務實施(shi)企(qi)業(ye)(ye)(ye)資(zi)(zi)格(ge)。鼓勵(li)建筑業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)探索利用股份合作(zuo)(zuo)、項(xiang)目(mu)合作(zuo)(zuo)等(deng)方(fang)式與(yu)國(guo)內外(wai)知名承(cheng)(cheng)包(bao)商聯合參(can)與(yu)國(guo)際承(cheng)(cheng)包(bao)工(gong)程,通過新設、收購、控股等(deng)方(fang)式在境外(wai)投資(zi)(zi)設立工(gong)程承(cheng)(cheng)包(bao)企(qi)業(ye)(ye)(ye)。支(zhi)持建筑業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)在境外(wai)直接投資(zi)(zi),引導(dao)其在加(jia)工(gong)制造業(ye)(ye)(ye)合作(zuo)(zuo)、技術與(yu)勞(lao)務輸出以及(ji)設備出口(kou)等(deng)方(fang)面,加(jia)快(kuai)“走出去”步(bu)伐。

加(jia)大政(zheng)(zheng)策(ce)(ce)支(zhi)持(chi)(chi)力度。積極爭(zheng)(zheng)取(qu)(qu)國(guo)家(jia)對(dui)外(wai)經濟技(ji)術合作(zuo)(zuo)專(zhuan)項資(zi)(zi)金、中(zhong)(zhong)(zhong)小(xiao)企(qi)業(ye)(ye)(ye)國(guo)際(ji)市場開拓資(zi)(zi)金和安(an)徽(hui)省相關戰略專(zhuan)項資(zi)(zi)金,對(dui)企(qi)業(ye)(ye)(ye)境(jing)外(wai)承(cheng)(cheng)包(bao)工(gong)程的(de)(de)各(ge)項活(huo)動給予資(zi)(zi)金和政(zheng)(zheng)策(ce)(ce)支(zhi)持(chi)(chi)。鼓勵有條件的(de)(de)特大型建(jian)筑(zhu)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)中(zhong)(zhong)(zhong)鐵四局、中(zhong)(zhong)(zhong)煤礦山、安(an)徽(hui)建(jian)工(gong)在(zai)境(jing)內外(wai)資(zi)(zi)本(ben)市場直接融資(zi)(zi),拓展(zhan)企(qi)業(ye)(ye)(ye)融資(zi)(zi)渠道。支(zhi)持(chi)(chi)企(qi)業(ye)(ye)(ye)申報國(guo)家(jia)對(dui)外(wai)工(gong)程保函(han)風險(xian)(xian)專(zhuan)項資(zi)(zi)金,協(xie)調解(jie)決企(qi)業(ye)(ye)(ye)在(zai)實施對(dui)外(wai)承(cheng)(cheng)包(bao)工(gong)程項目(mu)(mu)中(zhong)(zhong)(zhong)開具投(tou)標、履(lv)約、預付款保函(han)的(de)(de)問題。鼓勵企(qi)業(ye)(ye)(ye)投(tou)保出口(kou)(kou)信用保險(xian)(xian),降低(di)出口(kou)(kou)收(shou)匯風險(xian)(xian),積極幫助企(qi)業(ye)(ye)(ye)爭(zheng)(zheng)取(qu)(qu)安(an)徽(hui)省在(zai)企(qi)業(ye)(ye)(ye)出口(kou)(kou)信用保險(xian)(xian)費方面(mian)的(de)(de)補助。境(jing)外(wai)承(cheng)(cheng)包(bao)工(gong)程項目(mu)(mu)中(zhong)(zhong)(zhong)的(de)(de)國(guo)產設(she)備、原材料出口(kou)(kou)符合國(guo)家(jia)出口(kou)(kou)退稅政(zheng)(zheng)策(ce)(ce)的(de)(de),應及時辦理出口(kou)(kou)退稅手(shou)續,避免對(dui)建(jian)筑(zhu)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)承(cheng)(cheng)包(bao)工(gong)程項目(mu)(mu)實行(xing)雙重征稅。合肥市政(zheng)(zheng)府應加(jia)強建(jian)筑(zhu)業(ye)(ye)(ye)領(ling)域(yu)對(dui)外(wai)合作(zuo)(zuo),與當地構(gou)建(jian)區域(yu)間(jian)的(de)(de)協(xie)作(zuo)(zuo)關系(xi),宣傳(chuan)推薦我市建(jian)筑(zhu)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye),為企(qi)業(ye)(ye)(ye)參與公平競爭(zheng)(zheng)、開拓省外(wai)市場提供優(you)質服務。

四、推(tui)動(dong)建(jian)筑產業(ye)化發展(zhan)

加快編制(zhi)(zhi)地方(fang)標準(zhun)和現代化(hua)(hua)建筑標準(zhun)設計圖集(ji)、工程造(zao)價計價依據。鼓勵(li)大型鋼(gang)結構、商品(pin)混凝土(tu)等企業(ye)(ye)以市場為導向,逐步(bu)轉(zhuan)型為預制(zhi)(zhi)部品(pin)部件生(sheng)產企業(ye)(ye)。大力提高生(sheng)產施工機械化(hua)(hua)水平,穩步(bu)推進(jin)裝配式(shi)施工方(fang)式(shi),盡快形成“設計標準(zhun)化(hua)(hua)、施工裝配化(hua)(hua)、生(sheng)產工廠化(hua)(hua)、管理信息化(hua)(hua)和土(tu)建裝修一(yi)體化(hua)(hua)”的“五化(hua)(hua)”經營和管理模式(shi)。積極推動建筑業(ye)(ye)與建材業(ye)(ye)相融合。

大(da)力培(pei)育建(jian)(jian)筑(zhu)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)現代化龍(long)(long)頭企(qi)(qi)業(ye)(ye)(ye)(ye),鼓勵(li)德國西偉德、中(zhong)建(jian)(jian)國際、遠(yuan)大(da)住工(gong)(gong)、安徽建(jian)(jian)工(gong)(gong)等龍(long)(long)頭企(qi)(qi)業(ye)(ye)(ye)(ye)成立產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)聯盟,建(jian)(jian)立具有區(qu)域特色的(de)建(jian)(jian)筑(zhu)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)園區(qu),整合裝備(bei)制造、建(jian)(jian)材生產(chan)(chan)(chan)(chan)、設(she)計咨詢、資金物(wu)流等要(yao)素,引導(dao)建(jian)(jian)筑(zhu)業(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)集聚發(fa)展,努力形(xing)成建(jian)(jian)筑(zhu)經濟(ji)新的(de)增長(chang)極(ji)。新建(jian)(jian)政府投資工(gong)(gong)程和保(bao)障性安居工(gong)(gong)程應全部采(cai)用建(jian)(jian)筑(zhu)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)現代化方式建(jian)(jian)造。同時,擴大(da)建(jian)(jian)筑(zhu)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)化技術(shu)的(de)應用范圍,對已(yi)取得(de)土地使用權的(de)房地產(chan)(chan)(chan)(chan)企(qi)(qi)業(ye)(ye)(ye)(ye),在項(xiang)目招投標、土地、稅收、銷(xiao)售等方面(mian)制定(ding)具體優惠政策,鼓勵(li)普通商品房項(xiang)目采(cai)取產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)化建(jian)(jian)設(she)方式。

五、加大技術創新力度

建立(li)完善行業(ye)技(ji)(ji)術(shu)(shu)(shu)創新(xin)體系。加(jia)快建立(li)和(he)完善以企業(ye)為主(zhu)體、市場為導向(xiang)、產學研相(xiang)結合(he)的(de)行業(ye)技(ji)(ji)術(shu)(shu)(shu)創新(xin)體系。引導企業(ye)通(tong)過開展戰(zhan)略(lve)聯盟、戰(zhan)略(lve)合(he)作、校企合(he)作、技(ji)(ji)術(shu)(shu)(shu)轉讓、技(ji)(ji)術(shu)(shu)(shu)參股等(deng)方式,加(jia)大技(ji)(ji)術(shu)(shu)(shu)研發投入,加(jia)快技(ji)(ji)術(shu)(shu)(shu)改造(zao),形(xing)成專(zhuan)利、專(zhuan)有技(ji)(ji)術(shu)(shu)(shu)、標準規范、工法(fa)的(de)技(ji)(ji)術(shu)(shu)(shu)儲(chu)備(bei)。建立(li)工程關鍵技(ji)(ji)術(shu)(shu)(shu)目錄,加(jia)大財政(zheng)支持(chi),完善技(ji)(ji)術(shu)(shu)(shu)成果評價獎勵(li)制度。

組織重點(dian)(dian)領域和(he)關(guan)鍵技術(shu)(shu)的(de)(de)(de)研(yan)(yan)究(jiu)。加強企(qi)業對大型特種施(shi)工(gong)機(ji)械設(she)備、施(shi)工(gong)機(ji)具(ju)等(deng)的(de)(de)(de)引進(jin)、創(chuang)新(xin)和(he)管理,建(jian)立(li)(li)技術(shu)(shu)研(yan)(yan)究(jiu)機(ji)構和(he)試驗室,鼓勵企(qi)業圍繞(rao)重大科技攻關(guan)和(he)共(gong)建(jian)技術(shu)(shu)開發平臺,積極(ji)與(yu)其他有(you)類似需(xu)求(qiu)的(de)(de)(de)企(qi)業、高等(deng)院校(xiao)和(he)科研(yan)(yan)機(ji)構聯合,建(jian)立(li)(li)權(quan)責(ze)明確、風險共(gong)擔、利(li)益共(gong)享的(de)(de)(de)產(chan)學研(yan)(yan)聯盟長期合作機(ji)制。重點(dian)(dian)加強對建(jian)筑(zhu)節能、環保、抗震、安全監(jian)控、既有(you)建(jian)筑(zhu)改造(zao)和(he)智(zhi)能化等(deng)關(guan)鍵技術(shu)(shu)的(de)(de)(de)研(yan)(yan)究(jiu)。引導(dao)企(qi)業樹立(li)(li)創(chuang)新(xin)理念,培育創(chuang)新(xin)文化,制定創(chuang)新(xin)戰略,支持企(qi)業建(jian)立(li)(li)技術(shu)(shu)創(chuang)新(xin)科研(yan)(yan)基金,把企(qi)業科技經費(fei)支出占年(nian)度營(ying)業收(shou)入的(de)(de)(de)比例作為關(guan)鍵指(zhi)標,與(yu)企(qi)業資(zi)質晉升(sheng)和(he)信用評價體系相關(guan)聯,提升(sheng)企(qi)業技術(shu)(shu)創(chuang)新(xin)的(de)(de)(de)原動力。一級(ji)總承包企(qi)業應設(she)立(li)(li)市級(ji)以上技術(shu)(shu)中(zhong)心。

八(ba)、加(jia)強質(zhi)量安(an)全監督

提高質量(liang)安全監(jian)(jian)管(guan)效能。逐步建立(li)以(yi)質量(liang)安全監(jian)(jian)管(guan)為(wei)主要手(shou)段、以(yi)行(xing)政執法(fa)為(wei)保(bao)障的(de)工(gong)(gong)程(cheng)質量(liang)安全監(jian)(jian)管(guan)模(mo)式。建立(li)市(shi)場(chang)與現場(chang)聯(lian)動(dong)的(de)監(jian)(jian)管(guan)機制(zhi)(zhi),實(shi)行(xing)市(shi)場(chang)監(jian)(jian)管(guan)和質量(liang)安全監(jian)(jian)管(guan)的(de)聯(lian)動(dong)機制(zhi)(zhi)。依(yi)據企業信用評分,推(tui)行(xing)分類監(jian)(jian)管(guan)和差別化監(jian)(jian)管(guan)。制(zhi)(zhi)定(ding)(ding)《合肥市(shi)建筑施工(gong)(gong)安全生(sheng)產標準(zhun)化考評管(guan)理(li)辦法(fa)》,落實(shi)企業主體責任,督促企業制(zhi)(zhi)定(ding)(ding)質量(liang)安全日常維護制(zhi)(zhi)度,以(yi)及重大隱患排(pai)查治(zhi)理(li)工(gong)(gong)作制(zhi)(zhi)度。通過建立(li)施工(gong)(gong)示范基地,引導企業對施工(gong)(gong)現場(chang)進行(xing)標準(zhun)化、規范化管(guan)理(li),加大對企業質量(liang)安全管(guan)理(li)人(ren)員的(de)培訓(xun)力(li)度,提高其(qi)質量(liang)安全意識(shi)。

積極推進工(gong)程質(zhi)(zhi)量(liang)安(an)(an)(an)全(quan)(quan)(quan)(quan)監(jian)(jian)督管(guan)理(li)信(xin)息系(xi)統建設(she)。開發并應(ying)用合肥市建設(she)工(gong)程質(zhi)(zhi)量(liang)安(an)(an)(an)全(quan)(quan)(quan)(quan)監(jian)(jian)督管(guan)理(li)信(xin)息系(xi)統,實現(xian)市、區(縣)工(gong)程質(zhi)(zhi)量(liang)安(an)(an)(an)全(quan)(quan)(quan)(quan)監(jian)(jian)督信(xin)息聯網,不斷強化(hua)對質(zhi)(zhi)量(liang)安(an)(an)(an)全(quan)(quan)(quan)(quan)各方責任主體(ti)的動態(tai)監(jian)(jian)管(guan)。確保“十三(san)五(wu)”期間(jian),工(gong)程項目監(jian)(jian)管(guan)覆蓋率達到100%。推行質(zhi)(zhi)量(liang)安(an)(an)(an)全(quan)(quan)(quan)(quan)監(jian)(jian)管(guan)工(gong)作標(biao)準化(hua),統一全(quan)(quan)(quan)(quan)市質(zhi)(zhi)量(liang)安(an)(an)(an)全(quan)(quan)(quan)(quan)監(jian)(jian)督機構工(gong)作標(biao)準。實行施工(gong)現(xian)場質(zhi)(zhi)量(liang)保證體(ti)系(xi)量(liang)化(hua)考核。

九、促(cu)進建(jian)筑業信息化建(jian)設

加快推動建(jian)筑市(shi)(shi)場監(jian)管(guan)與誠信(xin)(xin)信(xin)(xin)息一體化建(jian)設(she)(she)。建(jian)立(li)健全合肥市(shi)(shi)建(jian)筑市(shi)(shi)場信(xin)(xin)用管(guan)理平臺,完善企業數(shu)據(ju)庫(ku)、人員數(shu)據(ju)庫(ku)、項(xiang)目(mu)數(shu)據(ju)庫(ku)和(he)信(xin)(xin)用數(shu)據(ju)庫(ku)信(xin)(xin)息的征集(ji)錄入制度(du),與部(bu)、省(sheng)、市(shi)(shi)、縣監(jian)管(guan)和(he)信(xin)(xin)用信(xin)(xin)息互(hu)(hu)聯互(hu)(hu)通、共用共享,基本實(shi)現“數(shu)據(ju)一個庫(ku)、監(jian)管(guan)一張網、管(guan)理一條線(xian)”的建(jian)筑市(shi)(shi)場信(xin)(xin)息化監(jian)管(guan)目(mu)標,保(bao)證工程建(jian)設(she)(she)質(zhi)量和(he)安全。

加(jia)快信(xin)(xin)息化(hua)技術研發(fa)步伐(fa)。緊密跟蹤國際國內先進(jin)(jin)生產技術水平,著力加(jia)強城鄉建設信(xin)(xin)息集成平臺建設。建立涵蓋(gai)設計、施工、驗收全(quan)過程(cheng)的統(tong)一(yi)的信(xin)(xin)息系(xi)統(tong)標(biao)準體系(xi)。加(jia)快關(guan)鍵信(xin)(xin)息化(hua)標(biao)準的編制,推進(jin)(jin)建筑業信(xin)(xin)息化(hua)編碼(ma)標(biao)準工作,促(cu)進(jin)(jin)行業信(xin)(xin)息共(gong)享(xiang)。

大力(li)推(tui)(tui)動企(qi)(qi)業(ye)工程(cheng)信息化建(jian)(jian)設(she)力(li)度(du)。發揮好信息化對于促進(jin)企(qi)(qi)業(ye)資(zi)源整合(he)、業(ye)務流(liu)程(cheng)優化和推(tui)(tui)進(jin)建(jian)(jian)筑業(ye)升級的(de)作用。優化企(qi)(qi)業(ye)和項(xiang)(xiang)目管(guan)理(li)、資(zi)源采購流(liu)程(cheng),建(jian)(jian)設(she)統一的(de)企(qi)(qi)業(ye)與工程(cheng)項(xiang)(xiang)目協同(tong)管(guan)理(li)平臺(tai)、資(zi)源計劃(hua)系(xi)(xi)統、企(qi)(qi)業(ye)數據倉庫、決策(ce)支持系(xi)(xi)統以及企(qi)(qi)業(ye)智(zhi)能門(men)戶網站。優化現有的(de)管(guan)理(li)和經營模式(shi),逐步建(jian)(jian)立起與工程(cheng)總承(cheng)包和項(xiang)(xiang)目管(guan)理(li)相適應的(de)組織架構和業(ye)務流(liu)程(cheng)體系(xi)(xi)。

大力推進建筑(zhu)信(xin)息模型(xing)(BIM)等信(xin)息技術(shu)應用(yong)(yong)。逐步實現我市建筑(zhu)行(xing)業甲(jia)級勘(kan)察(cha)、設計單位以(yi)及(ji)特級、一(yi)級房屋建筑(zhu)工程(cheng)施工企業掌握BIM等信(xin)息技術(shu)的(de)一(yi)體化(hua)集成應用(yong)(yong);推動以(yi)國(guo)有資金投資為(wei)主的(de)大中型(xing)建筑(zhu)、綠色(se)公共建筑(zhu)、新建綠色(se)生態示范小區項目中,勘(kan)察(cha)設計、施工、運營維(wei)護率先應用(yong)(yong)BIM技術(shu)。

深化互(hu)(hu)聯(lian)(lian)網(wang)(wang)與建(jian)(jian)筑(zhu)(zhu)業的融合發(fa)(fa)展(zhan),鼓(gu)勵我(wo)市建(jian)(jian)筑(zhu)(zhu)企業構建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)行(xing)業信息、采購的互(hu)(hu)聯(lian)(lian)網(wang)(wang)平臺,開展(zhan)“互(hu)(hu)聯(lian)(lian)網(wang)(wang)+綠色建(jian)(jian)筑(zhu)(zhu)”的應用試點示范工程,引導“互(hu)(hu)聯(lian)(lian)網(wang)(wang)+建(jian)(jian)筑(zhu)(zhu)”的發(fa)(fa)展(zhan)方向。

加快出臺建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)法律法規(gui),全(quan)面修訂完(wan)善《合(he)肥(fei)(fei)市(shi)(shi)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)市(shi)(shi)場(chang)(chang)管(guan)理(li)辦法》,并力爭(zheng)上升(sheng)為(wei)地方(fang)法規(gui),修訂完(wan)善《關(guan)于進一步加快合(he)肥(fei)(fei)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)發(fa)展的意(yi)(yi)見》及(ji)其(qi)產業(ye)(ye)扶持(chi)政(zheng)(zheng)策。修訂完(wan)善《合(he)肥(fei)(fei)市(shi)(shi)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)市(shi)(shi)場(chang)(chang)各(ge)方(fang)主體信(xin)(xin)用管(guan)理(li)辦法》,通過(guo)制度(du)(du)來約束從業(ye)(ye)人(ren)員的市(shi)(shi)場(chang)(chang)行(xing)為(wei),逐步提(ti)升(sheng)其(qi)誠信(xin)(xin)意(yi)(yi)識。完(wan)善《合(he)肥(fei)(fei)市(shi)(shi)城鄉(xiang)建(jian)(jian)(jian)設(she)委員會(hui)(hui)行(xing)政(zheng)(zheng)執(zhi)法投訴舉報制度(du)(du)》、《合(he)肥(fei)(fei)市(shi)(shi)城鄉(xiang)建(jian)(jian)(jian)設(she)委員會(hui)(hui)行(xing)政(zheng)(zheng)執(zhi)法全(quan)過(guo)程記錄(lu)制度(du)(du)》、《合(he)肥(fei)(fei)市(shi)(shi)城鄉(xiang)建(jian)(jian)(jian)設(she)委員會(hui)(hui)重(zhong)大行(xing)政(zheng)(zheng)執(zhi)法決定法制審(shen)核制度(du)(du)》等(deng)執(zhi)法制度(du)(du),規(gui)范行(xing)政(zheng)(zheng)執(zhi)法人(ren)員行(xing)為(wei)。建(jian)(jian)(jian)立健全(quan)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)數據(ju)上報和(he)公開制度(du)(du),定時發(fa)布行(xing)業(ye)(ye)信(xin)(xin)息。

三、強化市場動態監(jian)管

進一(yi)步完善工(gong)程招(zhao)投(tou)標制度(du),制定招(zhao)標代(dai)理機構及從業(ye)(ye)人員考核管(guan)理辦(ban)法,嚴厲打擊(ji)低價中標、惡意中標等擾亂市場(chang)秩序行(xing)為。建(jian)(jian)立建(jian)(jian)設(she)工(gong)程施工(gong)分(fen)包(bao)(bao)管(guan)理制度(du),禁止(zhi)違法分(fen)包(bao)(bao)、轉包(bao)(bao),杜(du)絕層層分(fen)包(bao)(bao),建(jian)(jian)立健全防止(zhi)拖(tuo)欠工(gong)程款(kuan)和農民工(gong)工(gong)資(zi)的(de)(de)長效機制;加強(qiang)企(qi)(qi)(qi)(qi)業(ye)(ye)資(zi)質(zhi)、項目施工(gong)及個人注(zhu)冊資(zi)格的(de)(de)動態監管(guan);加強(qiang)建(jian)(jian)筑合同管(guan)理,修訂出臺工(gong)程勘察、設(she)計、施工(gong)、監理、工(gong)程總承包(bao)(bao)、項目管(guan)理服(fu)務等示范合同范本(ben),提(ti)升(sheng)企(qi)(qi)(qi)(qi)業(ye)(ye)合同意識。進一(yi)步開放建(jian)(jian)筑業(ye)(ye)市場(chang),加大企(qi)(qi)(qi)(qi)業(ye)(ye)動態監管(guan)力度(du)。強(qiang)化(hua)企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)現場(chang)管(guan)理能(neng)力、質(zhi)量安(an)全和技術水平等指標考核。制定全市統一(yi)的(de)(de)數(shu)(shu)據統計標準,加強(qiang)行(xing)業(ye)(ye)注(zhu)冊人員、企(qi)(qi)(qi)(qi)業(ye)(ye)管(guan)理和工(gong)程項目建(jian)(jian)設(she)等三大基礎(chu)數(shu)(shu)據庫建(jian)(jian)設(she),與全省數(shu)(shu)據庫互聯互通,實現信息共(gong)享。

四、加(jia)大行政執(zhi)法力(li)度

“十三五”期間,我市要繼續保(bao)持高(gao)壓態(tai)勢。強化事中、事后監(jian)管(guan),圍繞重點(dian)專(zhuan)項工作,開展地(di)毯式檢查,對建(jian)(jian)筑行業(ye)的安全(quan)生(sheng)產、擾亂市場(chang)秩序等問題加(jia)強監(jian)管(guan)力(li)度(du),進一步(bu)落(luo)實(shi)工程質量終身責任制,持續加(jia)大對建(jian)(jian)設領域違法違規(gui)行為的查處力(li)度(du)。設立、增加(jia)工程質量治理和“打非治違”投訴舉報電話和郵箱,并向(xiang)社會公布,指派專(zhuan)人專(zhuan)項督辦投訴處理,將執法監(jian)督和工程治理工作落(luo)到實(shi)處。

進一(yi)(yi)(yi)步(bu)加強執(zhi)(zhi)(zhi)法(fa)隊伍(wu)建(jian)設。建(jian)立完善的(de)(de)執(zhi)(zhi)(zhi)法(fa)體系(xi),強化執(zhi)(zhi)(zhi)法(fa)人(ren)員的(de)(de)教育培訓(xun),著(zhu)力培養一(yi)(yi)(yi)支勝(sheng)任(ren)崗位要求、能打勝(sheng)仗、高(gao)素質的(de)(de)執(zhi)(zhi)(zhi)法(fa)隊伍(wu)。同(tong)時(shi),增加一(yi)(yi)(yi)線(xian)執(zhi)(zhi)(zhi)法(fa)人(ren)員數量,定(ding)期對執(zhi)(zhi)(zhi)法(fa)人(ren)員進行(xing)(xing)輪崗,做(zuo)到在不同(tong)區域執(zhi)(zhi)(zhi)法(fa)人(ren)員、“室內”工(gong)作(zuo)與“室外(wai)”工(gong)作(zuo)進行(xing)(xing)換崗。進一(yi)(yi)(yi)步(bu)規(gui)(gui)范檢查(cha)的(de)(de)內容和深(shen)度,保證監督(du)執(zhi)(zhi)(zhi)法(fa)的(de)(de)準確性(xing)(xing)、高(gao)效性(xing)(xing),使得每一(yi)(yi)(yi)次監督(du)執(zhi)(zhi)(zhi)法(fa)檢查(cha)能及時(shi)發(fa)現(xian)并消除施(shi)工(gong)現(xian)場(chang)的(de)(de)安全隱患(huan),能及時(shi)對安全生產(chan)違(wei)法(fa)違(wei)規(gui)(gui)行(xing)(xing)為采取相應的(de)(de)處理、處罰(fa)措(cuo)施(shi)。做(zuo)到發(fa)現(xian)一(yi)(yi)(yi)起(qi)查(cha)處一(yi)(yi)(yi)起(qi)。

五、完善市場信用體系

建(jian)(jian)(jian)立健全合(he)肥市(shi)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)市(shi)場(chang)信用(yong)(yong)管(guan)(guan)理平(ping)臺,及時(shi)采集(ji)(ji)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)市(shi)場(chang)各方責任主體(ti)的違法(fa)違規(gui)和優良等行(xing)為(wei),并逐步實(shi)現(xian)同(tong)部、省、市(shi)、縣監管(guan)(guan)和信用(yong)(yong)信息互聯互通(tong)(tong)、共用(yong)(yong)共享,基本實(shi)現(xian)“數據一個庫、監管(guan)(guan)一張(zhang)網、管(guan)(guan)理一條(tiao)線”的建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)市(shi)場(chang)監管(guan)(guan)目標。平(ping)臺匯(hui)集(ji)(ji)生成的信用(yong)(yong)綜(zong)合(he)評(ping)(ping)價結果(guo)定時(shi)通(tong)(tong)過指定的網站和報刊(kan)向社會公布,并通(tong)(tong)過建(jian)(jian)(jian)立有效的誠(cheng)(cheng)信激(ji)勵和失(shi)信懲(cheng)戒機制,引導市(shi)場(chang)各方主體(ti)依(yi)法(fa)誠(cheng)(cheng)信經營。制定和完善建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)業(ye)企(qi)業(ye)誠(cheng)(cheng)信行(xing)為(wei)標準和評(ping)(ping)分辦法(fa),建(jian)(jian)(jian)立企(qi)業(ye)信用(yong)(yong)綜(zong)合(he)評(ping)(ping)價體(ti)系(xi),尤其是對企(qi)業(ye)的綜(zong)合(he)實(shi)力、交易及合(he)同(tong)履約、建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)工(gong)程質量、安(an)全文明施工(gong)等4類內容進(jin)行(xing)評(ping)(ping)價,積極將(jiang)信用(yong)(yong)評(ping)(ping)價結果(guo)引入工(gong)程招(zhao)投標和日常監督管(guan)(guan)理中。

六、發揮(hui)行業協(xie)會橋梁作用

行(xing)業(ye)協會作(zuo)為(wei)建(jian)筑(zhu)市(shi)(shi)場(chang)的(de)重要組成部分,應充分發(fa)揮其(qi)組織、協調、溝通的(de)橋(qiao)梁功能(neng)。“十三五”期間,要健全協會各(ge)項規(gui)(gui)章制度,規(gui)(gui)范(fan)行(xing)業(ye)自律(lv)行(xing)為(wei),建(jian)立一套比(bi)較(jiao)規(gui)(gui)范(fan)的(de)運作(zuo)程序(xu)(xu)和比(bi)較(jiao)完善的(de)民主(zhu)決策(ce)(ce)程序(xu)(xu);逐(zhu)步(bu)建(jian)立行(xing)業(ye)運營、發(fa)展(zhan)(zhan)數(shu)據(ju)庫,開展(zhan)(zhan)理(li)論政(zheng)策(ce)(ce)研(yan)究,加(jia)大(da)政(zheng)策(ce)(ce)調研(yan)力度,為(wei)政(zheng)府部門(men)實(shi)施經濟發(fa)展(zhan)(zhan)戰略提供(gong)可靠的(de)決策(ce)(ce)依據(ju);要加(jia)大(da)推(tui)廣(guang)建(jian)筑(zhu)行(xing)業(ye)利(li)用先進技術的(de)力度,開展(zhan)(zhan)法(fa)律(lv)、政(zheng)策(ce)(ce)、技術、管理(li)、市(shi)(shi)場(chang)等(deng)咨詢服務(wu),組織人才、技術、管理(li)、法(fa)規(gui)(gui)等(deng)培(pei)訓(xun),參與行(xing)業(ye)資質認證、事故(gu)認定等(deng)相關(guan)工作(zuo),更好的(de)服務(wu)于企業(ye)發(fa)展(zhan)(zhan)。


第六章 規劃落實(shi)


一(yi)、建立協調機(ji)制

成立規(gui)劃(hua)(hua)實施(shi)領(ling)導小(xiao)組,對規(gui)劃(hua)(hua)的實施(shi)進行統一部署和科學決(jue)策,及時解決(jue)規(gui)劃(hua)(hua)實施(shi)過程中的有關問題。按照分(fen)(fen)級管理、分(fen)(fen)層實施(shi)、分(fen)(fen)年落實的原則,細化規(gui)劃(hua)(hua)方(fang)案,列入(ru)相關部門(單位)年度(du)工作計(ji)劃(hua)(hua)和考核體系,同時制定年度(du)重大事項實施(shi)方(fang)案并組織分(fen)(fen)工分(fen)(fen)解,確保規(gui)劃(hua)(hua)目(mu)標任(ren)務有計(ji)劃(hua)(hua)、有步驟地(di)完成。

二、營造良好(hao)氛圍

充(chong)分利用各(ge)種媒體,加強規劃(hua)的(de)(de)實施(shi)宣(xuan)傳(chuan),及時發(fa)布各(ge)類(lei)信息,讓更多(duo)的(de)(de)社會公(gong)眾(zhong)(zhong)通過法定(ding)程序和(he)(he)渠(qu)道參與規劃(hua)實施(shi)的(de)(de)決策和(he)(he)監督(du);提高市場主體把握市場運行和(he)(he)科(ke)學決策的(de)(de)能力,推進(jin)公(gong)眾(zhong)(zhong)參與規劃(hua)實施(shi)的(de)(de)規范化、制度化。

三、增強(qiang)服(fu)務(wu)意識

政(zheng)府職能(neng)部門將進(jin)一步強化(hua)服(fu)務(wu)(wu)(wu)意識,把“服(fu)務(wu)(wu)(wu)基(ji)層(ceng),服(fu)務(wu)(wu)(wu)企(qi)業”作為(wei)(wei)永恒的(de)職責,切(qie)實履行好公共(gong)服(fu)務(wu)(wu)(wu)職能(neng),為(wei)(wei)行業和企(qi)業發展建好市場服(fu)務(wu)(wu)(wu)平(ping)(ping)臺(tai)(tai)、信(xin)用服(fu)務(wu)(wu)(wu)平(ping)(ping)臺(tai)(tai)、人(ren)才服(fu)務(wu)(wu)(wu)平(ping)(ping)臺(tai)(tai)、信(xin)息服(fu)務(wu)(wu)(wu)平(ping)(ping)臺(tai)(tai)和政(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)平(ping)(ping)臺(tai)(tai),為(wei)(wei)建筑業進(jin)步營造(zao)良(liang)好的(de)條件和環境。

四(si)、優化(hua)政策(ce)環境

積極(ji)運用(yong)財(cai)政(zheng)金(jin)融手段,支持重點工(gong)程項目(mu),加強薄弱環節(jie)建設,推動(dong)產業轉型升(sheng)(sheng)級;拓寬(kuan)融資(zi)渠道,加大(da)融資(zi)力度,保(bao)證項目(mu)建設資(zi)金(jin);積極(ji)主動(dong)適(shi)應(ying)新(xin)的“營改增”稅收征管(guan)(guan)制(zhi)度,推動(dong)企(qi)業提升(sheng)(sheng)經營管(guan)(guan)理模式、完善財(cai)務(wu)(wu)管(guan)(guan)理制(zhi)度,達到減(jian)稅減(jian)負(fu)(fu)的目(mu)標;制(zhi)定激(ji)勵措施(shi),鼓(gu)勵企(qi)業加強科技創新(xin)。落(luo)實各項有利(li)于發展和改革的政(zheng)策(ce)(ce),根(gen)據新(xin)的形勢和任務(wu)(wu),針對建設工(gong)程各類保(bao)證金(jin),研究制(zhi)定建設工(gong)程保(bao)險、擔保(bao)、保(bao)函等相(xiang)關(guan)替代政(zheng)策(ce)(ce),切實做好減(jian)輕(qing)企(qi)業負(fu)(fu)擔相(xiang)關(guan)工(gong)作;加強各項政(zheng)策(ce)(ce)間的銜接協調,提升(sheng)(sheng)政(zheng)策(ce)(ce)實施(shi)效果。

五、強化監督考核

建立(li)對規(gui)劃(hua)的執行(xing)中考(kao)核評(ping)估(gu)制度,規(gui)范評(ping)估(gu)主體和(he)(he)評(ping)估(gu)程序,將規(gui)劃(hua)實(shi)施(shi)考(kao)核評(ping)估(gu)工(gong)作真正(zheng)納(na)入規(gui)范化(hua)、制度化(hua)軌道(dao)。根據形勢變化(hua)和(he)(he)規(gui)劃(hua)執行(xing)情況及(ji)進度,適時進行(xing)必要的修訂,避免偏離確(que)定的原則和(he)(he)發展方向,增強實(shi)施(shi)規(gui)劃(hua)的科學性和(he)(he)針對性。強化(hua)政策導向,將規(gui)劃(hua)確(que)定的目標和(he)(he)主要任務納(na)入各部門和(he)(he)所轄縣(市、區)綜合評(ping)價和(he)(he)績效考(kao)核體系,突出對履行(xing)服務職(zhi)責方面的綜合評(ping)價。
