“十(shi)三(san)五”時期是(shi)實現經(jing)濟(ji)發(fa)展轉型升級、全(quan)面建成(cheng)小康社(she)會的重(zhong)要時期。建筑(zhu)業(ye)(ye)是(shi)合肥(fei)市(shi)(shi)重(zhong)要支柱產業(ye)(ye)之(zhi)一(yi),建筑(zhu)業(ye)(ye)的發(fa)展對加快(kuai)新(xin)型城鎮化進程(cheng)、擴大內(nei)需、增加就(jiu)業(ye)(ye)、拉動相(xiang)關產業(ye)(ye)的發(fa)展和全(quan)面建設小康社(she)會有著(zhu)重(zhong)要作(zuo)用(yong)。為牢固樹立并(bing)切實貫徹創新(xin)、協調、綠色(se)、開放(fang)、共享的發(fa)展理念,主動引導建筑(zhu)業(ye)(ye)適應經(jing)濟(ji)發(fa)展新(xin)常態,按照合肥(fei)市(shi)(shi)政(zheng)府辦公廳《關于做好(hao)全(quan)市(shi)(shi)“十(shi)三(san)五”規(gui)劃編制工作(zuo)的通知》(合政(zheng)辦秘[2014]140號)文(wen)件要求(qiu),依據相(xiang)關法律、法規(gui),編制本規(gui)劃。
第一章 發展回顧
“十二五(wu)”期間是(shi)合(he)(he)肥(fei)(fei)(fei)市(shi)(shi)建(jian)(jian)筑業(ye)(ye)科學(xue)發(fa)展的(de)(de)黃金時期,也是(shi)合(he)(he)肥(fei)(fei)(fei)市(shi)(shi)建(jian)(jian)筑業(ye)(ye)發(fa)展史上極不(bu)平凡的(de)(de)五(wu)年(nian)。面對復雜(za)的(de)(de)國內外經濟(ji)環境,建(jian)(jian)筑業(ye)(ye)企業(ye)(ye)不(bu)斷(duan)規(gui)范管(guan)理,增強(qiang)質量安全(quan)意識,運用(yong)新(xin)技術、新(xin)設備(bei)、新(xin)工藝對建(jian)(jian)筑施(shi)工全(quan)過(guo)程進行質量、安全(quan)監控,加快(kuai)綠色(se)建(jian)(jian)筑建(jian)(jian)設步伐。五(wu)年(nian)來(lai),在(zai)合(he)(he)肥(fei)(fei)(fei)市(shi)(shi)委、市(shi)(shi)政府(fu)的(de)(de)正確領導(dao)下,合(he)(he)肥(fei)(fei)(fei)市(shi)(shi)建(jian)(jian)筑業(ye)(ye)為(wei)全(quan)市(shi)(shi)經濟(ji)社(she)會發(fa)展做出(chu)了重(zhong)要貢獻,支柱產業(ye)(ye)地位進一步穩固。
一、“十二五”發展(zhan)成就
(一(yi))產業規模創歷史新高
“十二五(wu)(wu)”期(qi)間(jian)(jian),建(jian)(jian)筑產(chan)(chan)業規模再上新(xin)臺階。2015年(nian)全(quan)(quan)市建(jian)(jian)筑業產(chan)(chan)值3439.18億元(yuan),“十二五(wu)(wu)”期(qi)間(jian)(jian)全(quan)(quan)市建(jian)(jian)筑業產(chan)(chan)值累(lei)計(ji)達到14122.84億元(yuan),比“十一(yi)(yi)五(wu)(wu)”增(zeng)(zeng)長(chang)213.35%,年(nian)平均增(zeng)(zeng)長(chang)率為25.63%(圖(tu)1);全(quan)(quan)市等級(ji)以(yi)上企業累(lei)計(ji)完成(cheng)房屋竣工總建(jian)(jian)筑面積34063萬平方米(mi),比“十一(yi)(yi)五(wu)(wu)”期(qi)間(jian)(jian)增(zeng)(zeng)長(chang) 141%。合(he)肥(fei)市建(jian)(jian)筑業各項經濟指標持(chi)續創新(xin)高(gao),建(jian)(jian)筑業產(chan)(chan)值占全(quan)(quan)省“半壁江山” ,保持(chi)全(quan)(quan)省第一(yi)(yi)的(de)位次(ci),并在全(quan)(quan)國地級(ji)市中處(chu)于領先地位。

“十(shi)二(er)五”期間,建(jian)筑(zhu)業“走出去”步伐加快。2015年全(quan)(quan)市外(wai)省完成產值(zhi)為869.62億(yi)(yi)元,“十(shi)二(er)五”期間外(wai)埠市場(chang)累計完成建(jian)筑(zhu)業總產值(zhi)為3331.4億(yi)(yi)元,比“十(shi)一五”增長12.31%。2011-2015年,全(quan)(quan)市省外(wai)建(jian)筑(zhu)業產值(zhi)從455.95億(yi)(yi)元提高到869.62億(yi)(yi)元。
“十(shi)二(er)五(wu)”期(qi)間,建(jian)筑(zhu)(zhu)(zhu)業(ye)支柱產業(ye)地位(wei)不斷加強。2015年(nian)全市(shi)建(jian)筑(zhu)(zhu)(zhu)業(ye)增加值為(wei)670億(yi)元,占(zhan)地區生產總(zong)(zong)值的12.37%,“十(shi)二(er)五(wu)”期(qi)間全市(shi)建(jian)筑(zhu)(zhu)(zhu)業(ye)增加值累計(ji)達到2933億(yi)元,比(bi)(bi)“十(shi)一五(wu)”增長152.41%,年(nian)平(ping)均增長率為(wei)20.34%(圖2)。2015年(nian)全市(shi)建(jian)筑(zhu)(zhu)(zhu)業(ye)入庫(ku)地稅達到53.79億(yi)元,建(jian)筑(zhu)(zhu)(zhu)業(ye)利潤(run)總(zong)(zong)額為(wei)128.45億(yi)元,“十(shi)二(er)五(wu)”期(qi)間全市(shi)累計(ji)實(shi)現利潤(run)總(zong)(zong)額549.53億(yi)元,比(bi)(bi)“十(shi)一五(wu)”期(qi)間增長4.19倍。“十(shi)二(er)五(wu)”末全市(shi)建(jian)筑(zhu)(zhu)(zhu)業(ye)從業(ye)人員數為(wei)104.7萬人,比(bi)(bi)“十(shi)一五(wu)”末增加52.25%。建(jian)筑(zhu)(zhu)(zhu)業(ye)成(cheng)為(wei)全市(shi)社(she)會經(jing)濟(ji)發展名副其實(shi)的支柱產業(ye)。

(二)綜合競(jing)爭力實(shi)現(xian)新躍升
通過“十(shi)二(er)五(wu)”期間的(de)改革和(he)發展(zhan),合(he)肥建筑產業規模持續增(zeng)(zeng)大的(de)同時,產業結構(gou)調整初見成效(xiao)。合(he)肥市著(zhu)力(li)扶持企(qi)(qi)業做(zuo)大做(zuo)強,企(qi)(qi)業資(zi)(zi)質(zhi)等級(ji)(ji)(ji)獲得(de)大幅提升,建筑業企(qi)(qi)業資(zi)(zi)質(zhi)結構(gou)更加優化。截至2015年底,合(he)肥市建筑業企(qi)(qi)業數(shu)量達到(dao)2300家,較“十(shi)一(yi)五(wu)”末期增(zeng)(zeng)加800家。2015年,我(wo)市新增(zeng)(zeng)2家特級(ji)(ji)(ji)企(qi)(qi)業、新增(zeng)(zeng)3項特級(ji)(ji)(ji)資(zi)(zi)質(zhi),新增(zeng)(zeng)35家總承(cheng)包(bao)、專業承(cheng)包(bao)一(yi)級(ji)(ji)(ji)企(qi)(qi)業。截至2015年底,我(wo)市具有一(yi)級(ji)(ji)(ji)及以上資(zi)(zi)質(zhi)企(qi)(qi)業總數(shu)達到(dao)248家,占全(quan)省一(yi)級(ji)(ji)(ji)資(zi)(zi)質(zhi)企(qi)(qi)業總數(shu)的(de)65%以上;其中(zhong),一(yi)級(ji)(ji)(ji)及以上總承(cheng)包(bao)企(qi)(qi)業136家,一(yi)級(ji)(ji)(ji)專業承(cheng)包(bao)企(qi)(qi)業66家,設計(ji)與施工一(yi)體化一(yi)級(ji)(ji)(ji)資(zi)(zi)質(zhi)企(qi)(qi)業46家(表1)。

“十二五(wu)”期間,我市(shi)建筑產(chan)業集中度不斷提高,組(zu)織結構進一步優化。2011年(nian),我市(shi)產(chan)值億元(yuan)及(ji)以上(shang)建筑業企(qi)(qi)業數(shu)(shu)只有250家(jia),2015年(nian)增加到(dao)405家(jia),其中,產(chan)值100億元(yuan)及(ji)以上(shang)企(qi)(qi)業數(shu)(shu)從1家(jia)增加到(dao)3家(jia),產(chan)值50億元(yuan)及(ji)以上(shang)企(qi)(qi)業從6家(jia)增加到(dao)12家(jia)(表(biao)2)。

(三)建筑產業化發(fa)展步伐(fa)不斷加快(kuai)
“十二五”期間,合肥(fei)(fei)市(shi)(shi)建(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)業化(hua)發展(zhan)步伐逐(zhu)步加快。隨著德國(guo)西偉德、中建(jian)(jian)國(guo)際、遠大住工(gong)(gong)等國(guo)內外建(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)業化(hua)龍頭企業陸續落(luo)戶合肥(fei)(fei),我(wo)市(shi)(shi)已經(jing)形成(cheng)了較為完備(bei)的產(chan)(chan)(chan)業鏈。2014年(nian)5月(yue),合肥(fei)(fei)市(shi)(shi)被正(zheng)(zheng)式(shi)(shi)(shi)(shi)列入“國(guo)家住宅(zhai)產(chan)(chan)(chan)業現代(dai)化(hua)綜合試點城市(shi)(shi)”。我(wo)市(shi)(shi)先(xian)后出臺《合肥(fei)(fei)市(shi)(shi)人民政(zheng)府關于加快推(tui)進建(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)業化(hua)發展(zhan)的指(zhi)導意見》和《合肥(fei)(fei)市(shi)(shi)建(jian)(jian)筑(zhu)(zhu)產(chan)(chan)(chan)業化(hua)千億產(chan)(chan)(chan)業規(gui)劃(2014-2020)》。合肥(fei)(fei)市(shi)(shi)城鄉建(jian)(jian)委協助編(bian)制(zhi)(zhi)(zhi)了安徽(hui)(hui)省地方(fang)標準(zhun)《疊合板式(shi)(shi)(shi)(shi)混(hun)(hun)(hun)(hun)凝(ning)土(tu)剪力墻(qiang)結(jie)構(gou)(gou)技術(shu)(shu)規(gui)程》、《疊合板式(shi)(shi)(shi)(shi)混(hun)(hun)(hun)(hun)凝(ning)土(tu)剪力墻(qiang)結(jie)構(gou)(gou)施工(gong)(gong)及驗(yan)收規(gui)程》和《裝(zhuang)(zhuang)(zhuang)(zhuang)配整體式(shi)(shi)(shi)(shi)剪力墻(qiang)結(jie)構(gou)(gou)技術(shu)(shu)規(gui)程(試行(xing))》;制(zhi)(zhi)(zhi)定了《疊合式(shi)(shi)(shi)(shi)預(yu)制(zhi)(zhi)(zhi)樓(墻(qiang))板安裝(zhuang)(zhuang)(zhuang)(zhuang)基(ji)價(jia)》和《合肥(fei)(fei)市(shi)(shi)裝(zhuang)(zhuang)(zhuang)(zhuang)配式(shi)(shi)(shi)(shi)混(hun)(hun)(hun)(hun)凝(ning)土(tu)結(jie)構(gou)(gou)預(yu)制(zhi)(zhi)(zhi)裝(zhuang)(zhuang)(zhuang)(zhuang)配率計(ji)算方(fang)法(試行(xing))》,組織編(bian)制(zhi)(zhi)(zhi)合肥(fei)(fei)市(shi)(shi)工(gong)(gong)程建(jian)(jian)設技術(shu)(shu)標準(zhun)《裝(zhuang)(zhuang)(zhuang)(zhuang)配整體式(shi)(shi)(shi)(shi)混(hun)(hun)(hun)(hun)凝(ning)土(tu)結(jie)構(gou)(gou)施工(gong)(gong)及驗(yan)收技術(shu)(shu)導則(ze)(ze)》和《建(jian)(jian)筑(zhu)(zhu)混(hun)(hun)(hun)(hun)凝(ning)土(tu)預(yu)制(zhi)(zhi)(zhi)構(gou)(gou)件制(zhi)(zhi)(zhi)作與驗(yan)收技術(shu)(shu)導則(ze)(ze)》,正(zheng)(zheng)積極準(zhun)備(bei)編(bian)制(zhi)(zhi)(zhi)安徽(hui)(hui)省標《內澆外掛裝(zhuang)(zhuang)(zhuang)(zhuang)配整體式(shi)(shi)(shi)(shi)混(hun)(hun)(hun)(hun)凝(ning)土(tu)結(jie)構(gou)(gou)技術(shu)(shu)規(gui)程》、《裝(zhuang)(zhuang)(zhuang)(zhuang)配整體式(shi)(shi)(shi)(shi)混(hun)(hun)(hun)(hun)凝(ning)土(tu)結(jie)構(gou)(gou)施工(gong)(gong)及驗(yan)收技術(shu)(shu)規(gui)程》、《建(jian)(jian)筑(zhu)(zhu)混(hun)(hun)(hun)(hun)凝(ning)土(tu)預(yu)制(zhi)(zhi)(zhi)構(gou)(gou)件制(zhi)(zhi)(zhi)作與驗(yan)收技術(shu)(shu)規(gui)程》和《裝(zhuang)(zhuang)(zhuang)(zhuang)配式(shi)(shi)(shi)(shi)住宅(zhai)全裝(zhuang)(zhuang)(zhuang)(zhuang)修技術(shu)(shu)規(gui)程》。
(四(si))建筑節能工作卓(zhuo)有成(cheng)效
“十(shi)二五”期間,合肥市(shi)提出了(le)“加大(da)節能(neng)減排、加快綠(lv)色發展、構建低碳城市(shi)”的總體要求,出臺了(le)《合肥市(shi)“十(shi)二五”期間節能(neng)目(mu)標(biao)評價考核實施方案》。目(mu)前,我市(shi)建筑節能(neng)工作(zuo)已經(jing)取得階段(duan)性成果。
同(tong)時(shi),為確(que)保綠(lv)(lv)(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)(zhu)在(zai)規(gui)劃(hua)設計(ji)和施工圖審查環(huan)節得(de)到全(quan)面落實,我市率先(xian)出臺了《合(he)肥市綠(lv)(lv)(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)(zhu)規(gui)劃(hua)方案及施工圖審查要(yao)點》,2012—2015年間(jian),通過綠(lv)(lv)(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)(zhu)方案審查項目245個(ge),建(jian)(jian)筑(zhu)(zhu)(zhu)面積(ji)4012.8萬(wan)平米(mi)。截(jie)至2015年,我市共32個(ge)項目獲得(de)省級(ji)綠(lv)(lv)(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)(zhu)示范項目稱號,建(jian)(jian)筑(zhu)(zhu)(zhu)面積(ji)549萬(wan)平米(mi);已獲得(de)綠(lv)(lv)(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)(zhu)標識項目38個(ge),建(jian)(jian)筑(zhu)(zhu)(zhu)面積(ji)809.63萬(wan)平米(mi)。
截至(zhi)2015年(nian)底,我市勘察設計(ji)(ji)類企業305家(jia)(jia),其中甲級(ji)(ji)64家(jia)(jia),乙(yi)級(ji)(ji)92家(jia)(jia),丙級(ji)(ji)30家(jia)(jia),設計(ji)(ji)施工(gong)(gong)一體(ti)化一級(ji)(ji)20家(jia)(jia),二(er)(er)級(ji)(ji)81家(jia)(jia),三級(ji)(ji)18家(jia)(jia);年(nian)末從業人(ren)(ren)(ren)員54152人(ren)(ren)(ren),具有(you)技(ji)(ji)術職稱的人(ren)(ren)(ren)員19590人(ren)(ren)(ren),比(bi)上(shang)年(nian)增加了10%,與2014年(nian)17855人(ren)(ren)(ren)相比(bi),增加了1735人(ren)(ren)(ren);年(nian)末注(zhu)冊(ce)執業人(ren)(ren)(ren)員合計(ji)(ji)5271人(ren)(ren)(ren),占從業人(ren)(ren)(ren)員的10%,其中一、二(er)(er)級(ji)(ji)注(zhu)冊(ce)建(jian)筑(zhu)師(shi)455人(ren)(ren)(ren),注(zhu)冊(ce)工(gong)(gong)程師(shi)(包(bao)括一、二(er)(er)級(ji)(ji)結構(gou)工(gong)(gong)程師(shi)、土(tu)木工(gong)(gong)程師(shi)、注(zhu)冊(ce)公用設備師(shi))869人(ren)(ren)(ren)。2015年(nian),利潤總額(e)26.217億元(yuan);上(shang)交所得(de)稅4.5811億元(yuan);工(gong)(gong)程勘察完成(cheng)合同額(e)6.9994億元(yuan);工(gong)(gong)程設計(ji)(ji)完成(cheng)合同額(e)41.1034億元(yuan);境外工(gong)(gong)程完成(cheng)合同額(e)2.9208億元(yuan);我市勘察設計(ji)(ji)企業重視(shi)科技(ji)(ji)投入,2015年(nian)企業科技(ji)(ji)活(huo)動(dong)費用支出總額(e)9.95億元(yuan),比(bi)去年(nian)減少了1.7%。截止2015年(nian)底,我市的圖紙審查機構(gou)達到(dao)11家(jia)(jia)。
(五)技(ji)術水平和人才素(su)質明顯提高
“十(shi)二五”期間,為(wei)了滿(man)足合肥市(shi)戰略轉(zhuan)型期的(de)人(ren)(ren)才需要,我(wo)市(shi)建(jian)(jian)筑業(ye)(ye)加大(da)人(ren)(ren)才培養力度(du),人(ren)(ren)才結(jie)構不斷優(you)化(hua),形成(cheng)了層次較為(wei)明晰、專業(ye)(ye)門(men)類(lei)較為(wei)齊全的(de)產(chan)業(ye)(ye)人(ren)(ren)才隊(dui)伍。截至2015年(nian)(nian)底(di),我(wo)市(shi)共有管理(li)人(ren)(ren)員8.8萬(wan)人(ren)(ren),比2011年(nian)(nian)增加0.93萬(wan)人(ren)(ren),工程技術人(ren)(ren)員12.8萬(wan)人(ren)(ren),比2011年(nian)(nian)增加3.5萬(wan)人(ren)(ren),中級及以上技工7.7萬(wan)人(ren)(ren)(表3)。目前,我(wo)市(shi)各類(lei)執(zhi)業(ye)(ye)資(zi)格注(zhu)冊(ce)(ce)人(ren)(ren)員總數達25573人(ren)(ren),其(qi)中,一級建(jian)(jian)造(zao)師(shi)(shi)(shi)為(wei)7654人(ren)(ren),二級建(jian)(jian)造(zao)師(shi)(shi)(shi)15000人(ren)(ren),監理(li)工程師(shi)(shi)(shi)為(wei)2087人(ren)(ren)。工程勘察(cha)類(lei)注(zhu)冊(ce)(ce)執(zhi)業(ye)(ye)人(ren)(ren)員合計3992人(ren)(ren),其(qi)中,一、二級注(zhu)冊(ce)(ce)建(jian)(jian)筑師(shi)(shi)(shi)399人(ren)(ren),注(zhu)冊(ce)(ce)工程師(shi)(shi)(shi)1149人(ren)(ren)。
“十(shi)二五”期間,我市取得(de)(de)非國有建(jian)設(she)工程專(zhuan)業(ye)職稱人(ren)(ren)數逐年遞增,2011年,我市通過社會化評審取得(de)(de)專(zhuan)業(ye)技(ji)術人(ren)(ren)員(yuan)資格共1603人(ren)(ren),2015年增至7803人(ren)(ren),如表4所示。
為(wei)了(le)不斷提高我市(shi)建(jian)筑(zhu)工人的(de)(de)從業素質(zhi)和(he)(he)技能(neng)水平,貫(guan)徹住建(jian)部《關于建(jian)筑(zhu)工人職(zhi)業培訓(xun)(xun)合格證有(you)關事項的(de)(de)通知》(建(jian)辦人[2015]34號)文件精(jing)神,我市(shi)正在組織實(shi)施各(ge)等級(ji)各(ge)工種建(jian)筑(zhu)工人職(zhi)業培訓(xun)(xun)、高級(ji)工以下各(ge)工種的(de)(de)考核(he)工作(zuo)。從業人員整(zheng)體素質(zhi)的(de)(de)提升,保障了(le)建(jian)筑(zhu)工程的(de)(de)質(zhi)量和(he)(he)安全(quan),也為(wei)合肥城市(shi)建(jian)設(she)和(he)(he)發展提供了(le)有(you)力支撐。

(六)中介服(fu)務業(ye)穩步發展(zhan)
“十二(er)(er)五”期間,我市的(de)勘(kan)察、設(she)計(ji)及監理行業(ye)(ye)發展平穩,截至(zhi)2015年底(di),我市勘(kan)察設(she)計(ji)類企業(ye)(ye)217家(jia)(jia),其(qi)中,綜合(he)甲級(ji)1家(jia)(jia),行業(ye)(ye)甲級(ji)1家(jia)(jia),甲級(ji)58家(jia)(jia),乙級(ji)108家(jia)(jia),丙(bing)級(ji)51家(jia)(jia);年末從業(ye)(ye)人(ren)員(yuan)28110人(ren),具有技(ji)術職稱的(de)人(ren)員(yuan)17855人(ren),比2014年提(ti)高(gao)了1%;年末注(zhu)(zhu)冊執(zhi)業(ye)(ye)人(ren)員(yuan)合(he)計(ji)3992人(ren),占從業(ye)(ye)人(ren)員(yuan)的(de)14.2%,其(qi)中一、二(er)(er)級(ji)注(zhu)(zhu)冊建筑師399人(ren),注(zhu)(zhu)冊工程師(包括一、二(er)(er)級(ji)結構工程師、土木(mu)工程師、注(zhu)(zhu)冊公用(yong)設(she)備師)1149人(ren)。
截至(zhi)2015年底,全市(shi)(shi)(shi)監(jian)(jian)(jian)理(li)(li)(li)(li)企(qi)業(ye)共(gong)94家(jia)(jia),與2011年的(de)73家(jia)(jia)相(xiang)比(bi),企(qi)業(ye)數量增(zeng)加了(le)21家(jia)(jia),增(zeng)幅(fu)(fu)達(da)29%,其中,綜(zong)合(he)(he)資(zi)質3家(jia)(jia),甲級42家(jia)(jia)。截至(zhi)目前,監(jian)(jian)(jian)理(li)(li)(li)(li)行(xing)業(ye)期末從業(ye)人數達(da)15373人,其中,注冊(ce)監(jian)(jian)(jian)理(li)(li)(li)(li)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)師共(gong)2087人,相(xiang)比(bi)2011年,增(zeng)加了(le)932人,增(zeng)幅(fu)(fu)達(da)80.7%。監(jian)(jian)(jian)理(li)(li)(li)(li)企(qi)業(ye)承攬合(he)(he)同額達(da)到224098.1萬(wan)元,相(xiang)比(bi)2011年的(de)159060萬(wan)元,增(zeng)幅(fu)(fu)達(da)40.89%,監(jian)(jian)(jian)理(li)(li)(li)(li)業(ye)務(wu)收入(ru)178463.43萬(wan)元,相(xiang)比(bi)2011年的(de)90730萬(wan)元,增(zeng)幅(fu)(fu)達(da)96.7%。為了(le)規范(fan)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)監(jian)(jian)(jian)理(li)(li)(li)(li)企(qi)業(ye)市(shi)(shi)(shi)場(chang)行(xing)為,我市(shi)(shi)(shi)修訂了(le)《合(he)(he)肥市(shi)(shi)(shi)建(jian)設工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)監(jian)(jian)(jian)理(li)(li)(li)(li)管理(li)(li)(li)(li)暫行(xing)規定》、出臺《合(he)(he)肥市(shi)(shi)(shi)建(jian)設工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)項(xiang)目總(zong)監(jian)(jian)(jian)理(li)(li)(li)(li)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)師管理(li)(li)(li)(li)辦(ban)法》和(he)《關于加強對建(jian)設工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)監(jian)(jian)(jian)理(li)(li)(li)(li)工(gong)(gong)(gong)作監(jian)(jian)(jian)督管理(li)(li)(li)(li)的(de)實施(shi)意見》,對工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)監(jian)(jian)(jian)理(li)(li)(li)(li)企(qi)業(ye)實行(xing)總(zong)監(jian)(jian)(jian)負責制,采集(ji)并(bing)記錄其信用信息,實施(shi)動態監(jian)(jian)(jian)管,并(bing)從加強項(xiang)目監(jian)(jian)(jian)理(li)(li)(li)(li)機構管理(li)(li)(li)(li)和(he)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)監(jian)(jian)(jian)理(li)(li)(li)(li)合(he)(he)同管理(li)(li)(li)(li)、規范(fan)現場(chang)監(jian)(jian)(jian)理(li)(li)(li)(li)工(gong)(gong)(gong)作行(xing)為、嚴格執(zhi)行(xing)監(jian)(jian)(jian)理(li)(li)(li)(li)信息報(bao)送制度(du)和(he)落(luo)實“紅黃(huang)牌(pai)警示制度(du)”等(deng)方面強化對監(jian)(jian)(jian)理(li)(li)(li)(li)工(gong)(gong)(gong)作的(de)監(jian)(jian)(jian)督。
“十二(er)五”期間,我市(shi)招標機構總(zong)(zong)數(shu)已(yi)經達97家(jia)(jia),同(tong)比增(zeng)加11.5%。其中(zhong),甲(jia)級22家(jia)(jia),占(zhan)全(quan)市(shi)企業(ye)總(zong)(zong)數(shu)的22.7%,同(tong)比增(zeng)加15.8%;乙級企業(ye)59家(jia)(jia),占(zhan)全(quan)市(shi)總(zong)(zong)數(shu)的60.8%,同(tong)比增(zeng)加7.3%; 暫定級企業(ye)23家(jia)(jia),占(zhan)全(quan)市(shi)總(zong)(zong)數(shu)的16.5%;其中(zhong),2015年招標代理機構全(quan)年營業(ye)收(shou)入184472萬元(yuan),同(tong)比增(zeng)加9.6%。
截至2015年,我市(shi)(shi)造價咨詢企(qi)(qi)業(ye)(ye)共(gong)(gong)189家(jia)(jia),其(qi)中:本市(shi)(shi)153家(jia)(jia),外(wai)地(di)進肥36家(jia)(jia)。甲(jia)級企(qi)(qi)業(ye)(ye)53家(jia)(jia),乙級企(qi)(qi)業(ye)(ye)90家(jia)(jia),暫定(ding)乙級10家(jia)(jia)。共(gong)(gong)有造價師人(ren)(ren)數2072人(ren)(ren),造價員(yuan)人(ren)(ren)數9575人(ren)(ren)。其(qi)中,2015年我市(shi)(shi)造價咨詢企(qi)(qi)業(ye)(ye)營業(ye)(ye)收(shou)入8.51億(yi)元。
“十二五”期間(jian),我市的(de)圖(tu)紙(zhi)審(shen)(shen)(shen)查(cha)(cha)機構共有(you)11家,主(zhu)要(yao)承接房(fang)屋建筑(zhu)、市政基礎設施工(gong)(gong)程施工(gong)(gong)圖(tu)審(shen)(shen)(shen)查(cha)(cha)業務范(fan)圍。重(zhong)點審(shen)(shen)(shen)查(cha)(cha):建筑(zhu)物的(de)穩(wen)定(ding)性(xing)、安全性(xing)審(shen)(shen)(shen)查(cha)(cha),包括地基基礎和主(zhu)體結構體系是(shi)(shi)否(fou)(fou)(fou)安全、可(ke)靠;是(shi)(shi)否(fou)(fou)(fou)符合消(xiao)防、節能、環保(bao)、抗(kang)震、衛生、人防等有(you)關(guan)強制性(xing)標準、規(gui)范(fan);施工(gong)(gong)圖(tu)是(shi)(shi)否(fou)(fou)(fou)達(da)到規(gui)定(ding)的(de)深度要(yao)求;是(shi)(shi)否(fou)(fou)(fou)損害公眾利益等四(si)方面內容(rong)。目前,我市建筑(zhu)工(gong)(gong)程施工(gong)(gong)圖(tu)紙(zhi)送審(shen)(shen)(shen)率(lv)100%,審(shen)(shen)(shen)查(cha)(cha)通過(guo)率(lv)100%。
截止2015年底,我市建設工(gong)(gong)程(cheng)(cheng)質(zhi)(zhi)(zhi)量檢(jian)測機(ji)構(gou)共有37家,其中,擁(yong)有見證取樣資(zi)質(zhi)(zhi)(zhi)的30家,擁(yong)有專項檢(jian)測資(zi)質(zhi)(zhi)(zhi)的22家。我市的建設工(gong)(gong)程(cheng)(cheng)質(zhi)(zhi)(zhi)量檢(jian)測機(ji)構(gou),秉承“獨(du)立、公(gong)正、科學”的原則(ze),積(ji)極開展工(gong)(gong)程(cheng)(cheng)質(zhi)(zhi)(zhi)量檢(jian)測活動(dong),為(wei)建設工(gong)(gong)程(cheng)(cheng)質(zhi)(zhi)(zhi)量的判定提供(gong)了可靠的科學依據。
(七)監管體制機制煥發新(xin)優勢
“十二(er)五”期間,我市(shi)(shi)(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)市(shi)(shi)(shi)(shi)場監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)體(ti)系(xi)不(bu)斷完善。進一步(bu)強化了建(jian)(jian)筑(zhu)(zhu)(zhu)市(shi)(shi)(shi)(shi)場的(de)(de)(de)(de)動(dong)(dong)態(tai)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan),實現(xian)(xian)“兩場聯(lian)動(dong)(dong)”、市(shi)(shi)(shi)(shi)場監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)與(yu)企(qi)(qi)業資質(zhi)掛鉤,嚴格合(he)(he)(he)同(tong)備案制(zhi)度。同(tong)時,加強施(shi)工許(xu)可證(zheng)發(fa)放(fang)和項目經理(li)(li)(li)、項目總監(jian)(jian)(jian)的(de)(de)(de)(de)變更審(shen)批(pi)的(de)(de)(de)(de)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)。建(jian)(jian)立健全建(jian)(jian)筑(zhu)(zhu)(zhu)市(shi)(shi)(shi)(shi)場信(xin)(xin)(xin)(xin)用(yong)(yong)體(ti)系(xi);積極改(gai)造升級工程建(jian)(jian)設管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)信(xin)(xin)(xin)(xin)息(xi)(xi)平臺(tai),力爭早日與(yu)安徽省(sheng)工程建(jian)(jian)設監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)和信(xin)(xin)(xin)(xin)用(yong)(yong)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)平臺(tai)實現(xian)(xian)互聯(lian)互通、無縫對接、信(xin)(xin)(xin)(xin)息(xi)(xi)共享。為了貫徹(che)《關(guan)于(yu)進一步(bu)加強建(jian)(jian)筑(zhu)(zhu)(zhu)市(shi)(shi)(shi)(shi)場監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工作(zuo)的(de)(de)(de)(de)意見(jian)》(建(jian)(jian)市(shi)(shi)(shi)(shi)[2011]86號)文(wen)件(jian)精神,2012年,我市(shi)(shi)(shi)(shi)出臺(tai)《關(guan)于(yu)進一步(bu)加強監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)整頓(dun)規(gui)范合(he)(he)(he)肥市(shi)(shi)(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)市(shi)(shi)(shi)(shi)場秩序的(de)(de)(de)(de)實施(shi)意見(jian)》,致力于(yu)加強法(fa)(fa)規(gui)制(zhi)度建(jian)(jian)設,改(gai)進監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)方式,創新監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)手段(duan),實現(xian)(xian)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)的(de)(de)(de)(de)常態(tai)化、嚴格化、動(dong)(dong)態(tai)化、聯(lian)動(dong)(dong)化和信(xin)(xin)(xin)(xin)息(xi)(xi)化。同(tong)年,印發(fa)《合(he)(he)(he)肥市(shi)(shi)(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)市(shi)(shi)(shi)(shi)場各(ge)方主體(ti)信(xin)(xin)(xin)(xin)用(yong)(yong)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)辦法(fa)(fa)》,規(gui)定凡是(shi)建(jian)(jian)設行政主管(guan)(guan)(guan)(guan)(guan)部門(men)做出的(de)(de)(de)(de)行政處罰事(shi)項,日常監(jian)(jian)(jian)督檢查發(fa)現(xian)(xian)的(de)(de)(de)(de)嚴重問題以及多次要(yao)求整改(gai)或拒不(bu)整改(gai)的(de)(de)(de)(de)事(shi)項,均應如(ru)實記入企(qi)(qi)業和個人(ren)的(de)(de)(de)(de)信(xin)(xin)(xin)(xin)用(yong)(yong)檔案中,同(tong)樣,受到(dao)表彰的(de)(de)(de)(de)優(you)良信(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)(xi),也(ye)會(hui)錄入企(qi)(qi)業和個人(ren)的(de)(de)(de)(de)信(xin)(xin)(xin)(xin)用(yong)(yong)檔案中。根據計算出的(de)(de)(de)(de)信(xin)(xin)(xin)(xin)用(yong)(yong)值,建(jian)(jian)筑(zhu)(zhu)(zhu)企(qi)(qi)業被分(fen)為“綠、藍(lan)、黃、紅”四(si)個等(deng)級,實行差別(bie)化監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan),“綠牌企(qi)(qi)業及個人(ren)”在承接業務和參(can)加建(jian)(jian)設工程招投標時,同(tong)等(deng)條件(jian)下享有優(you)先(xian)權(quan)。“十二(er)五”期間,合(he)(he)(he)肥市(shi)(shi)(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)市(shi)(shi)(shi)(shi)場信(xin)(xin)(xin)(xin)用(yong)(yong)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)網絡平臺(tai)的(de)(de)(de)(de)開通運行,實現(xian)(xian)企(qi)(qi)業庫(ku)、人(ren)員庫(ku)、項目庫(ku)的(de)(de)(de)(de)互聯(lian)互通,該平臺(tai)具有企(qi)(qi)業信(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)采集、匯總、發(fa)布、分(fen)析的(de)(de)(de)(de)強大功能(neng),為規(gui)范我市(shi)(shi)(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)市(shi)(shi)(shi)(shi)場發(fa)揮了重要(yao)作(zuo)用(yong)(yong)。
“十二五”期間,審(shen)批(pi)(pi)(pi)(pi)(pi)制(zhi)度(du)改革進程加(jia)快。為貫徹落實國(guo)家關于“進一(yi)步深化行政審(shen)批(pi)(pi)(pi)(pi)(pi)制(zhi)度(du)改革”的(de)要求,我市積極(ji)推進行政審(shen)批(pi)(pi)(pi)(pi)(pi)制(zhi)度(du)改革,實現“兩(liang)集中(zhong)、兩(liang)到位(wei)”。同(tong)時(shi)(shi)(shi),不斷強化服務(wu)意(yi)識(shi),實施(shi)“一(yi)次性告知、限時(shi)(shi)(shi)辦(ban)結、超時(shi)(shi)(shi)默認”等制(zhi)度(du),真(zhen)正(zheng)提高工作效(xiao)率(lv)。2015年(nian)共辦(ban)理(li)各類審(shen)批(pi)(pi)(pi)(pi)(pi)、服務(wu)事項(xiang)(xiang)71323件;收(shou)繳各類規費 11.85億元;發(fa)放各類施(shi)工許可證(zheng)343個;打(da)印三類人(ren)員安(an)全考核(he)證(zheng)書和(he)特種人(ren)員證(zheng)書10427證(zheng)次,全年(nian)按時(shi)(shi)(shi)辦(ban)結率(lv)達到100%,服務(wu)滿意(yi)率(lv)達99%以上(shang)。同(tong)時(shi)(shi)(shi),簡化審(shen)批(pi)(pi)(pi)(pi)(pi)辦(ban)理(li)程序,平(ping)(ping)均每項(xiang)(xiang)審(shen)批(pi)(pi)(pi)(pi)(pi)環節由(you)6個減少至(zhi)3個,申(shen)報(bao)材料(liao)減少40%,審(shen)批(pi)(pi)(pi)(pi)(pi)時(shi)(shi)(shi)間大幅壓縮,平(ping)(ping)均每項(xiang)(xiang)辦(ban)理(li)時(shi)(shi)(shi)限由(you)20個工作日壓縮至(zhi)3個工作日;共保留行政審(shen)批(pi)(pi)(pi)(pi)(pi)項(xiang)(xiang)目5項(xiang)(xiang),取消1項(xiang)(xiang),委托下放1項(xiang)(xiang),合并3項(xiang)(xiang);率(lv)先(xian)推行網上(shang)電子化個人(ren)身份認證(zheng)和(he)企(qi)業資質申(shen)報(bao)、施(shi)工許可證(zheng)發(fa)放網上(shang)申(shen)報(bao)、審(shen)批(pi)(pi)(pi)(pi)(pi)。

(八)執法監(jian)督取(qu)得良好(hao)效果
“十二五”期間,全(quan)(quan)市組(zu)織開展(zhan)各項執法監督檢(jian)查(cha)工(gong)作,增強(qiang)工(gong)程(cheng)建(jian)設(she)各方(fang)主體質(zhi)量意識(shi),落實(shi)各方(fang)責任。開展(zhan)建(jian)筑施工(gong)安全(quan)(quan)生(sheng)產(chan)大檢(jian)查(cha);深化“打非治違”等專(zhuan)項整治工(gong)作;加強(qiang)日常(chang)檢(jian)查(cha)和專(zhuan)項督查(cha),嚴肅處(chu)理違法違規行(xing)為;嚴格執行(xing)《合(he)肥市行(xing)政處(chu)罰案件群眾(zhong)公議(yi)暫(zan)行(xing)辦(ban)法》,主動接受(shou)群眾(zhong)詢問(wen);檢(jian)查(cha)建(jian)設(she)單位是否依法招標、辦(ban)理施工(gong)許可、工(gong)程(cheng)合(he)同(tong)備案等情況(kuang)。
建(jian)筑(zhu)業行政(zheng)處(chu)罰(fa)共立案查(cha)處(chu)各(ge)類違法違規(gui)案件107起,罰(fa)款(kuan)1280萬元(yuan),對(dui)190個(ge)單位和個(ge)人記不良行為(wei)記錄,案件辦結(jie)率達(da)100%,無一(yi)引起行政(zheng)復議(yi)或行政(zheng)訴訟。其中,2015年(nian),工(gong)(gong)(gong)程(cheng)質量治理(li)兩年(nian)行動共對(dui)3000多個(ge)在建(jian)工(gong)(gong)(gong)程(cheng)的責任主(zhu)體開展市(shi)場(chang)行為(wei)監督(du)檢查(cha)10950次,發出(chu)(chu)監督(du)意見書7517份(fen),處(chu)理(li)單位180多家,處(chu)理(li)個(ge)人200多人,行政(zheng)處(chu)罰(fa)金額188.29萬元(yuan),發出(chu)(chu)暫(zan)停施工(gong)(gong)(gong)通知(zhi)書70多份(fen),組織或參加專項(xiang)檢查(cha)8次。建(jian)筑(zhu)業企業的市(shi)場(chang)行為(wei)得到進一(yi)步規(gui)范。

專業(ye)經營(ying)廣(guang)度的(de)不足不僅影響(xiang)企業(ye)效率與科(ke)技進步,也成為合肥建筑業(ye)發展的(de)制約因素,例如,我(wo)市正在大規模建設的(de)軌道交通(tong)工程(cheng)。

市(shi)(shi)(shi)(shi)場(chang)主體(ti)的(de)(de)(de)(de)責(ze)任意(yi)識(shi)和(he)自律(lv)性還有(you)待進(jin)一步加強(qiang),仍有(you)一些施工(gong)(gong)(gong)單位在工(gong)(gong)(gong)程(cheng)建設(she)(she)過程(cheng)中不(bu)嚴格履責(ze),未嚴格按照法(fa)律(lv)法(fa)規(gui)(gui)(gui)(gui)、工(gong)(gong)(gong)程(cheng)建設(she)(she)標(biao)(biao)(biao)準規(gui)(gui)(gui)(gui)范進(jin)行施工(gong)(gong)(gong)和(he)管理工(gong)(gong)(gong)作,市(shi)(shi)(shi)(shi)場(chang)招(zhao)投標(biao)(biao)(biao)環節中的(de)(de)(de)(de)低(di)價(jia)中標(biao)(biao)(biao)、圍標(biao)(biao)(biao)、串(chuan)標(biao)(biao)(biao)等違規(gui)(gui)(gui)(gui)問(wen)(wen)題(ti),工(gong)(gong)(gong)程(cheng)承(cheng)包(bao)中的(de)(de)(de)(de)轉包(bao)、違法(fa)分包(bao)、資質掛靠、不(bu)執行工(gong)(gong)(gong)程(cheng)建設(she)(she)強(qiang)制性標(biao)(biao)(biao)準問(wen)(wen)題(ti)、以(yi)(yi)及壓(ya)價(jia)、墊資、拖欠(qian)工(gong)(gong)(gong)程(cheng)款等問(wen)(wen)題(ti),嚴重擾(rao)亂了我市(shi)(shi)(shi)(shi)建筑市(shi)(shi)(shi)(shi)場(chang)秩序,對(dui)我市(shi)(shi)(shi)(shi)建筑行業的(de)(de)(de)(de)健康(kang)發(fa)展帶(dai)來不(bu)良影響。完善(shan)的(de)(de)(de)(de)法(fa)律(lv)法(fa)規(gui)(gui)(gui)(gui)制度體(ti)系是規(gui)(gui)(gui)(gui)范建筑市(shi)(shi)(shi)(shi)場(chang)秩序的(de)(de)(de)(de)基礎,應(ying)針對(dui)當前建筑市(shi)(shi)(shi)(shi)場(chang)反(fan)映比較突出的(de)(de)(de)(de)問(wen)(wen)題(ti),盡(jin)快修訂我市(shi)(shi)(shi)(shi)相(xiang)關(guan)法(fa)律(lv)法(fa)規(gui)(gui)(gui)(gui),以(yi)(yi)及與之相(xiang)關(guan)聯(lian)的(de)(de)(de)(de)各(ge)類注冊(ce)人員管理規(gui)(gui)(gui)(gui)定(ding),進(jin)一步細化建筑市(shi)(shi)(shi)(shi)場(chang)中各(ge)方(fang)主體(ti)的(de)(de)(de)(de)權利(li)、責(ze)任和(he)義(yi)務;準確界定(ding)建設(she)(she)單位的(de)(de)(de)(de)虛(xu)假招(zhao)標(biao)(biao)(biao)、肢解發(fa)包(bao)、惡意(yi)壓(ya)價(jia)和(he)拖延結(jie)算等行為(wei),并制定(ding)出具體(ti)的(de)(de)(de)(de)懲(cheng)罰(fa)條款;同(tong)時,對(dui)于(yu)新出現的(de)(de)(de)(de)工(gong)(gong)(gong)程(cheng)融資保險等行為(wei),及時出臺調控(kong)規(gui)(gui)(gui)(gui)范,以(yi)(yi)適應(ying)建筑市(shi)(shi)(shi)(shi)場(chang)的(de)(de)(de)(de)發(fa)展需要(yao),從而為(wei)建立統(tong)一開放、合法(fa)競爭、健康(kang)有(you)序的(de)(de)(de)(de)市(shi)(shi)(shi)(shi)場(chang)秩序提供法(fa)律(lv)保障(zhang)。
(三)企業內部質(zhi)量安全主體意識(shi)薄弱
我(wo)市(shi)部(bu)(bu)分建(jian)(jian)(jian)(jian)筑業(ye)企(qi)(qi)業(ye)自律性不(bu)強,質(zhi)(zhi)(zhi)量(liang)(liang)(liang)安全(quan)(quan)(quan)(quan)意(yi)識薄(bo)弱(ruo),安全(quan)(quan)(quan)(quan)生產(chan)原動力不(bu)足(zu),重經濟效益,輕安全(quan)(quan)(quan)(quan)質(zhi)(zhi)(zhi)量(liang)(liang)(liang),抓文(wen)明施工(gong)(gong)(gong)(gong)(gong)、安全(quan)(quan)(quan)(quan)生產(chan)的(de)(de)投(tou)入(ru)不(bu)足(zu);部(bu)(bu)分監理(li)企(qi)(qi)業(ye)對工(gong)(gong)(gong)(gong)(gong)程(cheng)管理(li)監督(du)不(bu)到位,往往迎(ying)合建(jian)(jian)(jian)(jian)設單位趕(gan)工(gong)(gong)(gong)(gong)(gong)期的(de)(de)要(yao)求,放松對安全(quan)(quan)(quan)(quan)生產(chan)的(de)(de)管理(li),工(gong)(gong)(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)把關(guan)不(bu)嚴,極易出(chu)現質(zhi)(zhi)(zhi)量(liang)(liang)(liang)安全(quan)(quan)(quan)(quan)問題。有的(de)(de)工(gong)(gong)(gong)(gong)(gong)業(ye)園區內(nei)的(de)(de)企(qi)(qi)業(ye)廠(chang)房建(jian)(jian)(jian)(jian)設等沒有通過招投(tou)標程(cheng)序,一(yi)些民(min)營企(qi)(qi)業(ye)不(bu)能按建(jian)(jian)(jian)(jian)設程(cheng)序建(jian)(jian)(jian)(jian)設,給工(gong)(gong)(gong)(gong)(gong)程(cheng)建(jian)(jian)(jian)(jian)設帶(dai)來嚴重的(de)(de)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)和安全(quan)(quan)(quan)(quan)隱患。此(ci)外,部(bu)(bu)分工(gong)(gong)(gong)(gong)(gong)程(cheng)還存在先開工(gong)(gong)(gong)(gong)(gong)、后補辦(ban)手續等違法違規行(xing)為(wei)。今(jin)后,我(wo)市(shi)應(ying)該建(jian)(jian)(jian)(jian)立健(jian)全(quan)(quan)(quan)(quan)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)安全(quan)(quan)(quan)(quan)方面的(de)(de)相關(guan)法律法規,加(jia)大監督(du)力度,逐步強化(hua)企(qi)(qi)業(ye)的(de)(de)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)安全(quan)(quan)(quan)(quan)意(yi)識。
(四)建筑市(shi)場信用體(ti)系建設有待完善(shan)
建(jian)筑市(shi)場存在(zai)較(jiao)(jiao)(jiao)(jiao)多不規(gui)范行(xing)為(wei)的(de)(de)(de)原(yuan)因(yin)很多,其中一個重(zhong)要(yao)(yao)原(yuan)因(yin)是建(jian)筑市(shi)場各方(fang)主體(ti)(ti)的(de)(de)(de)誠(cheng)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)意識比較(jiao)(jiao)(jiao)(jiao)薄弱,建(jian)筑市(shi)場各管理(li)(li)環(huan)節沒(mei)有(you)建(jian)立(li)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)共享機制,市(shi)場各方(fang)主體(ti)(ti)違(wei)(wei)法違(wei)(wei)規(gui)行(xing)為(wei)不能得到及時(shi)有(you)效處(chu)理(li)(li),違(wei)(wei)法違(wei)(wei)規(gui)的(de)(de)(de)失信(xin)(xin)(xin)(xin)(xin)(xin)(xin)成本比較(jiao)(jiao)(jiao)(jiao)低(di)。目(mu)前(qian)我市(shi)已經開通了(le)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)管理(li)(li)平(ping)臺(tai),并建(jian)立(li)了(le)較(jiao)(jiao)(jiao)(jiao)為(wei)科學的(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)評(ping)價體(ti)(ti)系。平(ping)臺(tai)建(jian)設雖取得了(le)一些成就,但信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)數(shu)(shu)據采(cai)集方(fang)法和(he)(he)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)評(ping)價標準方(fang)面仍有(you)待完(wan)善。為(wei)了(le)加(jia)強建(jian)筑市(shi)場信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)體(ti)(ti)系建(jian)設,還需(xu)要(yao)(yao)進一步充(chong)實企業(ye)、個人信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)和(he)(he)項(xiang)目(mu)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)基礎數(shu)(shu)據庫,完(wan)善信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)的(de)(de)(de)采(cai)集、錄入、審核及發布機制,綜合建(jian)筑企業(ye)的(de)(de)(de)動態行(xing)為(wei)(包括建(jian)筑市(shi)場行(xing)為(wei)、招(zhao)投標行(xing)為(wei)、質(zhi)量行(xing)為(wei)和(he)(he)安全(quan)文(wen)明施工行(xing)為(wei)等),對(dui)企業(ye)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)進行(xing)評(ping)級,實行(xing)差(cha)別化(hua)管理(li)(li),對(dui)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)缺失,違(wei)(wei)法、違(wei)(wei)規(gui)、事(shi)故頻發的(de)(de)(de)企業(ye)和(he)(he)個人,堅決(jue)清理(li)(li)出市(shi)場;對(dui)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)差(cha)的(de)(de)(de)企業(ye)和(he)(he)人員(yuan)重(zhong)點監管,加(jia)重(zhong)處(chu)罰;對(dui)誠(cheng)實守信(xin)(xin)(xin)(xin)(xin)(xin)(xin)的(de)(de)(de)企業(ye)和(he)(he)人員(yuan)予以激勵和(he)(he)表(biao)彰,營(ying)造(zao)“守信(xin)(xin)(xin)(xin)(xin)(xin)(xin)激勵、失信(xin)(xin)(xin)(xin)(xin)(xin)(xin)懲戒”的(de)(de)(de)市(shi)場氛圍,增強企業(ye)誠(cheng)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)意識,引導企業(ye)守法經營(ying)。
第二章 發展形勢
合(he)肥現為(wei)長三角世(shi)界級(ji)城(cheng)(cheng)市(shi)群副中(zhong)心和全國性綜合(he)交通樞紐(niu),立足(zu)建設(she)“大湖名城(cheng)(cheng),創新(xin)高地(di)”,這些都將(jiang)為(wei)合(he)肥建筑(zhu)業發(fa)展(zhan)帶來(lai)新(xin)的機(ji)遇。同(tong)時,世(shi)界經(jing)濟復(fu)蘇緩(huan)慢(man),我國的經(jing)濟發(fa)展(zhan)進入新(xin)常態,固定(ding)資產(chan)投資增速持續下滑,建筑(zhu)市(shi)場外部環境發(fa)生一系列重大改(gai)變,行業發(fa)展(zhan)面臨嚴峻挑(tiao)戰。
一、發展機遇
(一(yi))國(guo)(guo)家(jia)重(zhong)大戰(zhan)(zhan)(zhan)略集中實施。“一(yi)帶一(yi)路(lu)”戰(zhan)(zhan)(zhan)略持續(xu)(xu)升(sheng)溫,作為我(wo)(wo)國(guo)(guo)未(wei)來十年(nian)的(de)(de)(de)(de)重(zhong)大政策紅利,將(jiang)(jiang)(jiang)給(gei)建(jian)(jian)筑(zhu)行業(ye)(ye)帶來巨(ju)大投(tou)(tou)資(zi)機會(hui)。2014年(nian)9月25日《國(guo)(guo)務院關于依托黃(huang)金(jin)水道(dao)推動(dong)長江經濟(ji)帶發展(zhan)(zhan)的(de)(de)(de)(de)指導意見》的(de)(de)(de)(de)出(chu)臺,正(zheng)式將(jiang)(jiang)(jiang)合(he)肥定位為長三角世(shi)界級城市(shi)群副(fu)中心,與南(nan)京、杭(hang)州地位等同,高度前(qian)所未(wei)有(you)。我(wo)(wo)市(shi)正(zheng)成為全國(guo)(guo)性的(de)(de)(de)(de)綜合(he)交通(tong)樞紐(niu),軌道(dao)交通(tong)、鐵(tie)路(lu)、高鐵(tie)、公路(lu)、港口投(tou)(tou)資(zi)等將(jiang)(jiang)(jiang)進一(yi)步加(jia)大,必將(jiang)(jiang)(jiang)帶動(dong)我(wo)(wo)市(shi)建(jian)(jian)筑(zhu)業(ye)(ye)新(xin)一(yi)輪(lun)的(de)(de)(de)(de)高速發展(zhan)(zhan)。同時,依托這些重(zhong)要的(de)(de)(de)(de)增長機遇,我(wo)(wo)市(shi)建(jian)(jian)筑(zhu)業(ye)(ye)將(jiang)(jiang)(jiang)繼續(xu)(xu)穩步推進“走(zou)出(chu)去”戰(zhan)(zhan)(zhan)略,積(ji)極尋求新(xin)的(de)(de)(de)(de)增長點,努(nu)力(li)開辟新(xin)的(de)(de)(de)(de)市(shi)場空間,以實現我(wo)(wo)市(shi)建(jian)(jian)筑(zhu)業(ye)(ye)可持續(xu)(xu)發展(zhan)(zhan)。
(二(er))不斷調整完善并持(chi)(chi)(chi)續實施(shi)政(zheng)(zheng)府政(zheng)(zheng)策。2012年(nian),合(he)肥市(shi)政(zheng)(zheng)府出臺(tai)了《關于進一(yi)(yi)步加(jia)快(kuai)合(he)肥建(jian)(jian)筑(zhu)業(ye)(ye)(ye)發(fa)(fa)展(zhan)的(de)(de)意見》和《合(he)肥市(shi)進一(yi)(yi)步加(jia)快(kuai)建(jian)(jian)筑(zhu)業(ye)(ye)(ye)發(fa)(fa)展(zhan)的(de)(de)若干(gan)政(zheng)(zheng)策(試行(xing))》。2013年(nian)安徽省政(zheng)(zheng)府出臺(tai)《關于促進建(jian)(jian)筑(zhu)業(ye)(ye)(ye)轉型升級加(jia)快(kuai)發(fa)(fa)展(zhan)的(de)(de)指導意見》,2014年(nian)合(he)肥市(shi)出臺(tai)了《關于印發(fa)(fa)合(he)肥市(shi)扶(fu)持(chi)(chi)(chi)產業(ye)(ye)(ye)發(fa)(fa)展(zhan)“1+3+5”政(zheng)(zheng)策體系的(de)(de)通知》。上述(shu)文件(jian)中(zhong)包含一(yi)(yi)系列建(jian)(jian)筑(zhu)業(ye)(ye)(ye)扶(fu)持(chi)(chi)(chi)政(zheng)(zheng)策實施(shi)細則,分(fen)別從支(zhi)持(chi)(chi)(chi)我(wo)(wo)市(shi)建(jian)(jian)筑(zhu)業(ye)(ye)(ye)企業(ye)(ye)(ye)做大(da)做強、支(zhi)持(chi)(chi)(chi)我(wo)(wo)市(shi)建(jian)(jian)筑(zhu)業(ye)(ye)(ye)企業(ye)(ye)(ye)創優(you)奪(duo)杯、加(jia)快(kuai)實施(shi)我(wo)(wo)市(shi)建(jian)(jian)筑(zhu)業(ye)(ye)(ye)企業(ye)(ye)(ye)“走出去”戰略、實施(shi)建(jian)(jian)筑(zhu)業(ye)(ye)(ye)科技發(fa)(fa)展(zhan)戰略、加(jia)快(kuai)我(wo)(wo)市(shi)建(jian)(jian)筑(zhu)業(ye)(ye)(ye)人(ren)才(cai)培養(yang)步伐(fa)、規(gui)范我(wo)(wo)市(shi)建(jian)(jian)筑(zhu)業(ye)(ye)(ye)企業(ye)(ye)(ye)各類(lei)規(gui)費以及資(zi)金(jin)管理、強化金(jin)融財稅對(dui)建(jian)(jian)筑(zhu)業(ye)(ye)(ye)的(de)(de)支(zhi)持(chi)(chi)(chi)力度等七方面(mian),對(dui)建(jian)(jian)筑(zhu)業(ye)(ye)(ye)企業(ye)(ye)(ye)進行(xing)資(zi)金(jin)獎勵和政(zheng)(zheng)策扶(fu)持(chi)(chi)(chi)。
(三(san))新一輪合(he)(he)肥(fei)大(da)建設需(xu)(xu)求的(de)強勁(jing)拉(la)動。2015年(nian)末,合(he)(he)肥(fei)城(cheng)鎮人(ren)(ren)(ren)口為548.4萬人(ren)(ren)(ren),全(quan)市(shi)城(cheng)鎮化率為70.4%,預(yu)計2020年(nian)合(he)(he)肥(fei)市(shi)城(cheng)鎮人(ren)(ren)(ren)口將接近700萬人(ren)(ren)(ren),在城(cheng)鎮人(ren)(ren)(ren)口增長的(de)剛性支撐下,合(he)(he)肥(fei)房(fang)(fang)地(di)產市(shi)場需(xu)(xu)求旺(wang)盛(sheng)。2015年(nian),合(he)(he)肥(fei)居民人(ren)(ren)(ren)均可支配收入26605元,增長9.6%,收入的(de)上升也將導致人(ren)(ren)(ren)們的(de)改(gai)(gai)善(shan)性住(zhu)房(fang)(fang)需(xu)(xu)求增加。此外,我市(shi)的(de)舊城(cheng)改(gai)(gai)造和(he)住(zhu)房(fang)(fang)保障力度也逐步加大(da),政府將通過公租房(fang)(fang)建設、棚(peng)戶區改(gai)(gai)造等措施來(lai)緩(huan)解中(zhong)低(di)收入家庭住(zhu)房(fang)(fang)困難問題(ti)。
“十三(san)五”期(qi)間(jian),我市(shi)繼續進(jin)行大規模的城(cheng)(cheng)(cheng)市(shi)基礎設(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she),按照(zhao)2015年(nian)1月批準通(tong)(tong)過的《合(he)肥市(shi)域“1331”綜合(he)交通(tong)(tong)規劃》,合(he)肥主城(cheng)(cheng)(cheng)區將(jiang)建(jian)(jian)設(she)(she)(she)15條(tiao)主城(cheng)(cheng)(cheng)區軌(gui)道(dao)(dao)(dao),總規模586公里(li)(li)(li),線(xian)(xian)(xian)(xian)(xian)網密度一環內(nei)1.8公里(li)(li)(li)/平方(fang)公里(li)(li)(li),二環內(nei)1.5公里(li)(li)(li)/平方(fang)公里(li)(li)(li)。此外,合(he)肥還(huan)將(jiang)在“十三(san)五”期(qi)間(jian)建(jian)(jian)設(she)(she)(she)5條(tiao)市(shi)域軌(gui)道(dao)(dao)(dao)線(xian)(xian)(xian)(xian)(xian)路,做到“每年(nian)開工(gong)一條(tiao)線(xian)(xian)(xian)(xian)(xian)、竣工(gong)一條(tiao)線(xian)(xian)(xian)(xian)(xian)、運營(ying)一條(tiao)線(xian)(xian)(xian)(xian)(xian)”,主要服(fu)務于(yu)市(shi)區周邊(bian)城(cheng)(cheng)(cheng)鎮與主城(cheng)(cheng)(cheng)區之間(jian)的通(tong)(tong)勤出(chu)行,其中(zhong),包括通(tong)(tong)往新橋(qiao)機場、巢湖、廬江、長(chang)豐等(deng)地。根據《合(he)肥市(shi)城(cheng)(cheng)(cheng)市(shi)軌(gui)道(dao)(dao)(dao)交通(tong)(tong)近(jin)期(qi)建(jian)(jian)設(she)(she)(she)規劃(2014-2020)》,近(jin)期(qi)合(he)肥市(shi)城(cheng)(cheng)(cheng)市(shi)軌(gui)道(dao)(dao)(dao)交通(tong)(tong)建(jian)(jian)設(she)(she)(she)規劃由(you)3號線(xian)(xian)(xian)(xian)(xian)、4號線(xian)(xian)(xian)(xian)(xian)、5號線(xian)(xian)(xian)(xian)(xian)組(zu)成,3號線(xian)(xian)(xian)(xian)(xian)全(quan)長(chang)37.4km,4號線(xian)(xian)(xian)(xian)(xian)全(quan)長(chang)36.0km,5號線(xian)(xian)(xian)(xian)(xian)全(quan)長(chang)40.3km,共計113.7km。預計到2020年(nian),全(quan)市(shi)竣工(gong)和運營(ying)的軌(gui)道(dao)(dao)(dao)線(xian)(xian)(xian)(xian)(xian)路達(da)5條(tiao)。
二、主要挑戰(zhan)
(一(yi))行業(ye)(ye)品牌(pai)企(qi)(qi)業(ye)(ye)數(shu)量(liang)嚴(yan)重不足。合肥(fei)(fei)的(de)(de)建(jian)(jian)筑(zhu)(zhu)業(ye)(ye)特級(ji)資(zi)質企(qi)(qi)業(ye)(ye)較少(shao),缺少(shao)龍頭(tou)企(qi)(qi)業(ye)(ye)。現有的(de)(de)一(yi)級(ji)企(qi)(qi)業(ye)(ye)實力(li)狀況、一(yi)級(ji)總承包企(qi)(qi)業(ye)(ye)數(shu)量(liang)等對照江(jiang)、浙(zhe)等建(jian)(jian)筑(zhu)(zhu)業(ye)(ye)發達(da)地區,如(ru)杭(hang)州(zhou)、南京、南通、紹興等城市(shi)還有很大(da)差距。目前,注(zhu)冊地在(zai)合肥(fei)(fei)的(de)(de)特級(ji)企(qi)(qi)業(ye)(ye)僅中鐵四局、中煤礦山、安徽建(jian)(jian)工集(ji)團以及2015年新增(zeng)的(de)(de)安徽三建(jian)(jian)、中建(jian)(jian)四局六(liu)公司五(wu)家(jia)(jia),一(yi)級(ji)總承包企(qi)(qi)業(ye)(ye)只(zhi)有131家(jia)(jia)。2015年,合肥(fei)(fei)市(shi)建(jian)(jian)筑(zhu)(zhu)業(ye)(ye)產值超(chao)百億元僅有3家(jia)(jia),超(chao)50億元的(de)(de)企(qi)(qi)業(ye)(ye)12家(jia)(jia),產業(ye)(ye)集(ji)中度偏低。而合肥(fei)(fei)市(shi)中型(xing)建(jian)(jian)筑(zhu)(zhu)業(ye)(ye)企(qi)(qi)業(ye)(ye)不只(zhi)受制于自身(shen)規(gui)模、資(zi)質等因素影響,更(geng)關鍵問(wen)題是(shi)資(zi)金力(li)量(liang)不足,融資(zi)能力(li)較弱,短時間內難以做(zuo)大(da)做(zuo)強,需要政(zheng)府進一(yi)步加(jia)大(da)政(zheng)策扶持力(li)度。
(二)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)升(sheng)級轉型任務艱巨。“十三五(wu)”期間,建(jian)筑行業(ye)(ye)(ye)(ye)(ye)(ye)(ye)將面(mian)臨(lin)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)結構轉型升(sheng)級的(de)(de)挑戰,我市建(jian)筑業(ye)(ye)(ye)(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)要敢于(yu)調整專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)結構,加大科(ke)技創新投(tou)入,不(bu)斷提高自身(shen)的(de)(de)核心(xin)競爭力。建(jian)筑產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)化(hua)(hua)是建(jian)筑行業(ye)(ye)(ye)(ye)(ye)(ye)(ye)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)升(sheng)級的(de)(de)未來方(fang)向(xiang),然而由(you)于(yu)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)化(hua)(hua)建(jian)筑的(de)(de)成(cheng)本較高,會對企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)和建(jian)筑產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)化(hua)(hua)發展帶來雙重考驗。在建(jian)立健全(quan)建(jian)筑產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)化(hua)(hua)的(de)(de)相關法(fa)規政策、加強標準(zhun)體系建(jian)設、完善(shan)建(jian)筑產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)化(hua)(hua)的(de)(de)技術(shu)體系、建(jian)立完整的(de)(de)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)鏈、以及培養龍頭企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)等(deng)方(fang)面(mian),全(quan)行業(ye)(ye)(ye)(ye)(ye)(ye)(ye)還(huan)需共(gong)同努力。
(三)建(jian)筑(zhu)業(ye)(ye)國(guo)際化發展較(jiao)慢(man)。合肥市(shi)(shi)建(jian)筑(zhu)業(ye)(ye)境外產值占建(jian)筑(zhu)業(ye)(ye)的(de)(de)產值比重不高,專業(ye)(ye)領域比較(jiao)集中(zhong),地域上仍然(ran)局(ju)限在(zai)傳統(tong)的(de)(de)亞非(fei)市(shi)(shi)場。同(tong)時,國(guo)際市(shi)(shi)場占有(you)層次較(jiao)低(di),我市(shi)(shi)建(jian)筑(zhu)企(qi)業(ye)(ye)在(zai)海外市(shi)(shi)場占有(you)的(de)(de)多(duo)數是施工(gong)(gong)承(cheng)(cheng)包(bao)或(huo)勞務承(cheng)(cheng)包(bao)的(de)(de)中(zhong)低(di)端市(shi)(shi)場,工(gong)(gong)程小、分(fen)包(bao)多(duo),總承(cheng)(cheng)包(bao)、大體量、公共建(jian)筑(zhu)少(shao),市(shi)(shi)場占有(you)率(lv)低(di)。
(四)科(ke)(ke)(ke)技(ji)創(chuang)新(xin)投入和(he)高(gao)端技(ji)術人(ren)(ren)才(cai)(cai)缺乏(fa)。 “十二(er)五”期(qi)間,政府大(da)力(li)引(yin)導和(he)促進(jin)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)科(ke)(ke)(ke)技(ji)投入和(he)開發(fa),合(he)肥建(jian)(jian)筑(zhu)(zhu)科(ke)(ke)(ke)技(ji)雖然(ran)取得(de)了(le)(le)一定的(de)進(jin)步,但(dan)與(yu)國(guo)內建(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)強市(shi)(shi)相比,科(ke)(ke)(ke)技(ji)創(chuang)新(xin)含量(liang)依然(ran)較(jiao)低。大(da)多數企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)沒(mei)有(you)技(ji)術管(guan)(guan)理(li)(li)部(bu)(bu)門、工(gong)作(zuo)計劃。工(gong)法、標(biao)準、企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)技(ji)術中(zhong)心等(deng)(deng)科(ke)(ke)(ke)技(ji)成(cheng)果(guo)較(jiao)少,質量(liang)安全形成(cheng)過程中(zhong)的(de)科(ke)(ke)(ke)技(ji)含量(liang)不(bu)(bu)足(zu)。究其原因(yin),主要是企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)管(guan)(guan)理(li)(li)層(ceng)(ceng)重視程度(du)(du)不(bu)(bu)夠,前(qian)期(qi)研(yan)(yan)發(fa)資金投入不(bu)(bu)足(zu)。例(li)(li)如(ru),通過調研(yan)(yan)發(fa)現,合(he)肥市(shi)(shi)近十家一級資質企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye),企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)年度(du)(du)科(ke)(ke)(ke)技(ji)經費(fei)支出(chu)占企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)年度(du)(du)總(zong)營業(ye)(ye)(ye)(ye)收入的(de)比例(li)(li)基本都(dou)在(zai)2%以下(xia)。我(wo)市(shi)(shi)建(jian)(jian)筑(zhu)(zhu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)人(ren)(ren)才(cai)(cai)理(li)(li)念不(bu)(bu)強,企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)決策層(ceng)(ceng)、管(guan)(guan)理(li)(li)層(ceng)(ceng)、操作(zuo)層(ceng)(ceng)都(dou)不(bu)(bu)同程度(du)(du)存在(zai)缺乏(fa)人(ren)(ren)才(cai)(cai)的(de)問(wen)題。據調研(yan)(yan)統計,我(wo)市(shi)(shi)大(da)部(bu)(bu)分(fen)建(jian)(jian)筑(zhu)(zhu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)碩士以上(shang)學歷(li)的(de)管(guan)(guan)理(li)(li)人(ren)(ren)員(yuan)占比不(bu)(bu)足(zu)1%,而(er)有(you)些企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)中(zhong)專(zhuan)(zhuan)及以下(xia)學歷(li)的(de)管(guan)(guan)理(li)(li)人(ren)(ren)員(yuan)甚至達到(dao)(dao)了(le)(le)80%。專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)性人(ren)(ren)才(cai)(cai)短缺造(zao)成(cheng)施工(gong)總(zong)承(cheng)包、專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)承(cheng)包、勞務分(fen)包企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)一線施工(gong)能(neng)力(li)削弱,不(bu)(bu)僅會直(zhi)接影(ying)(ying)響(xiang)建(jian)(jian)筑(zhu)(zhu)產品的(de)總(zong)體質量(liang)和(he)安全生(sheng)產,而(er)且會影(ying)(ying)響(xiang)建(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)可持續發(fa)展的(de)人(ren)(ren)力(li)資源基礎。其次,我(wo)市(shi)(shi)缺乏(fa)港(gang)口與(yu)航道、公路、石油化工(gong)、機電工(gong)程、水利、軌道交通等(deng)(deng)工(gong)程建(jian)(jian)設所需(xu)的(de)專(zhuan)(zhuan)業(ye)(ye)(ye)(ye)技(ji)術人(ren)(ren)才(cai)(cai),這將直(zhi)接導致(zhi)我(wo)市(shi)(shi)建(jian)(jian)筑(zhu)(zhu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)在(zai)承(cheng)接復(fu)雜項目(mu)方(fang)面(mian)的(de)能(neng)力(li)不(bu)(bu)足(zu),影(ying)(ying)響(xiang)到(dao)(dao)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)核心競爭力(li)和(he)產值效益。另一方(fang)面(mian),我(wo)市(shi)(shi)建(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)人(ren)(ren)員(yuan)流動、流失也較(jiao)嚴重,企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)在(zai)留(liu)住人(ren)(ren)才(cai)(cai)、發(fa)揮人(ren)(ren)才(cai)(cai)作(zuo)用等(deng)(deng)方(fang)面(mian)尚有(you)較(jiao)大(da)差(cha)距(ju)。與(yu)其他地市(shi)(shi)相比,我(wo)市(shi)(shi)特級、一級等(deng)(deng)規(gui)模較(jiao)大(da)的(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)不(bu)(bu)多,吸(xi)引(yin)高(gao)層(ceng)(ceng)次的(de)人(ren)(ren)才(cai)(cai)數量(liang)有(you)限,這些都(dou)直(zhi)接影(ying)(ying)響(xiang)了(le)(le)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)資質晉升和(he)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)競爭實(shi)力(li)的(de)提(ti)升,從而(er),間接影(ying)(ying)響(xiang)了(le)(le)我(wo)市(shi)(shi)建(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)的(de)整體發(fa)展。
(五)推進節能減排工(gong)作任(ren)重道遠。我(wo)(wo)(wo)國(guo)的(de)(de)建(jian)筑(zhu)(zhu)能耗很高,單(dan)位建(jian)筑(zhu)(zhu)面積能耗是發達國(guo)家(jia)的(de)(de)2倍(bei)以上,在生(sheng)態保(bao)(bao)(bao)護的(de)(de)壓力下,綠色建(jian)筑(zhu)(zhu)是我(wo)(wo)(wo)國(guo)建(jian)筑(zhu)(zhu)業未(wei)來發展的(de)(de)方向,綠色建(jian)筑(zhu)(zhu)適宜(yi)技術(shu)不(bu)僅要應用(yong)于(yu)新建(jian)建(jian)筑(zhu)(zhu),力求節能、生(sheng)態、環(huan)(huan)保(bao)(bao)(bao),更要在政(zheng)(zheng)(zheng)(zheng)府的(de)(de)引導下,廣泛應用(yong)于(yu)既(ji)有(you)(you)(you)(you)建(jian)筑(zhu)(zhu)。為(wei)了加大綠色建(jian)筑(zhu)(zhu)的(de)(de)推廣力度(du)(du),我(wo)(wo)(wo)市(shi)(shi)(shi)亟待出臺(tai)相(xiang)關(guan)(guan)技術(shu)規范及施(shi)(shi)(shi)工(gong)標準。建(jian)筑(zhu)(zhu)施(shi)(shi)(shi)工(gong)期間,由(you)于(yu)施(shi)(shi)(shi)工(gong)單(dan)位的(de)(de)重視(shi)程度(du)(du)不(bu)夠,一(yi)(yi)味追(zhui)求速度(du)(du)和(he)進度(du)(du),忽略了環(huan)(huan)境(jing)保(bao)(bao)(bao)護,在施(shi)(shi)(shi)工(gong)過程中容易引起周邊一(yi)(yi)些環(huan)(huan)境(jing)污(wu)染(ran)(ran)(ran)(ran)(ran)問題(ti),如揚(yang)(yang)(yang)塵(chen)污(wu)染(ran)(ran)(ran)(ran)(ran)、噪音污(wu)染(ran)(ran)(ran)(ran)(ran)、建(jian)筑(zhu)(zhu)垃圾(ji)污(wu)染(ran)(ran)(ran)(ran)(ran)等。其(qi)(qi)中,建(jian)筑(zhu)(zhu)施(shi)(shi)(shi)工(gong)工(gong)地揚(yang)(yang)(yang)塵(chen)是造成空氣污(wu)染(ran)(ran)(ran)(ran)(ran)的(de)(de)重要因素之(zhi)一(yi)(yi)。依照《合(he)肥市(shi)(shi)(shi)揚(yang)(yang)(yang)塵(chen)污(wu)染(ran)(ran)(ran)(ran)(ran)防(fang)(fang)治(zhi)管(guan)(guan)(guan)(guan)理辦法》第(di)四條,市(shi)(shi)(shi)環(huan)(huan)境(jing)保(bao)(bao)(bao)護行(xing)政(zheng)(zheng)(zheng)(zheng)主(zhu)管(guan)(guan)(guan)(guan)部(bu)門(men)(men)(men)對(dui)城市(shi)(shi)(shi)揚(yang)(yang)(yang)塵(chen)污(wu)染(ran)(ran)(ran)(ran)(ran)防(fang)(fang)治(zhi)實(shi)(shi)施(shi)(shi)(shi)統一(yi)(yi)監督(du)管(guan)(guan)(guan)(guan)理,市(shi)(shi)(shi)城鄉建(jian)設行(xing)政(zheng)(zheng)(zheng)(zheng)主(zhu)管(guan)(guan)(guan)(guan)部(bu)門(men)(men)(men)、重點工(gong)程建(jian)設機構、城市(shi)(shi)(shi)管(guan)(guan)(guan)(guan)理部(bu)門(men)(men)(men)、交通(tong)運輸行(xing)政(zheng)(zheng)(zheng)(zheng)主(zhu)管(guan)(guan)(guan)(guan)部(bu)門(men)(men)(men)、公(gong)安(an)機關(guan)(guan)交通(tong)管(guan)(guan)(guan)(guan)理部(bu)門(men)(men)(men)、水(shui)行(xing)政(zheng)(zheng)(zheng)(zheng)主(zhu)管(guan)(guan)(guan)(guan)部(bu)門(men)(men)(men)、綠化(hua)行(xing)政(zheng)(zheng)(zheng)(zheng)主(zhu)管(guan)(guan)(guan)(guan)部(bu)門(men)(men)(men)、發展和(he)改革部(bu)門(men)(men)(men)根據(ju)各自的(de)(de)職責對(dui)揚(yang)(yang)(yang)塵(chen)污(wu)染(ran)(ran)(ran)(ran)(ran)實(shi)(shi)施(shi)(shi)(shi)監督(du)管(guan)(guan)(guan)(guan)理。盡管(guan)(guan)(guan)(guan)擁有(you)(you)(you)(you)相(xiang)對(dui)健全的(de)(de)監管(guan)(guan)(guan)(guan)規范指(zhi)導和(he)保(bao)(bao)(bao)障,但由(you)于(yu)目前我(wo)(wo)(wo)市(shi)(shi)(shi)城市(shi)(shi)(shi)建(jian)設施(shi)(shi)(shi)工(gong)工(gong)地較多(duo),部(bu)分施(shi)(shi)(shi)工(gong)單(dan)位或個人(ren)管(guan)(guan)(guan)(guan)理不(bu)嚴(yan)格(ge),措施(shi)(shi)(shi)不(bu)到(dao)位,違規行(xing)為(wei)時(shi)有(you)(you)(you)(you)發生(sheng)。其(qi)(qi)次,各監管(guan)(guan)(guan)(guan)部(bu)門(men)(men)(men)之(zhi)間職責不(bu)清晰,缺(que)乏行(xing)之(zhi)有(you)(you)(you)(you)效的(de)(de)協(xie)調溝通(tong),因此監管(guan)(guan)(guan)(guan)效率(lv)不(bu)高,執法力度(du)(du)不(bu)強。必(bi)須建(jian)立明確的(de)(de)責任(ren)機制,各職能部(bu)門(men)(men)(men)相(xiang)互協(xie)調配合(he),我(wo)(wo)(wo)市(shi)(shi)(shi)的(de)(de)施(shi)(shi)(shi)工(gong)現場環(huan)(huan)境(jing)污(wu)染(ran)(ran)(ran)(ran)(ran)防(fang)(fang)治(zhi)問題(ti)才有(you)(you)(you)(you)可(ke)能迎刃而解。
(六)政策調整對企(qi)業(ye)影(ying)響的不確定因素增加。我(wo)市(shi)(shi)建筑(zhu)產(chan)業(ye)集中度偏低(di),大企(qi)業(ye)支(zhi)配能(neng)力較(jiao)弱(ruo),規模經濟水平(ping)不高。到2015年底,我(wo)市(shi)(shi)擁有各類建筑(zhu)業(ye)企(qi)業(ye)2300家,建筑(zhu)行(xing)業(ye)存在明顯的過度競(jing)爭。建筑(zhu)業(ye)產(chan)能(neng)過剩導(dao)致建筑(zhu)業(ye)整體利(li)潤(run)(run)率偏低(di),2015年,我(wo)市(shi)(shi)施工企(qi)業(ye)總產(chan)值利(li)潤(run)(run)率僅(jin)為3.73%。利(li)潤(run)(run)率偏低(di)勢(shi)必(bi)影(ying)響到全行(xing)業(ye)的健康發展(zhan)。
“十三五(wu)”期間,建筑行業還將進行“營改(gai)(gai)增”稅(shui)收制度改(gai)(gai)革,新的(de)稅(shui)收政策(ce)及具(ju)體細(xi)則出(chu)臺后(hou),將對我市建筑業企業產(chan)生(sheng)較(jiao)大影響(xiang)。

——產業(ye)(ye)規模(mo)。到(dao)2020年(nian),建筑(zhu)業(ye)(ye)總(zong)(zong)產值(zhi)(zhi)達(da)到(dao)5500億(yi)元,年(nian)平均增幅9.8%,全(quan)省(sheng)首位度45%以(yi)上,在全(quan)國省(sheng)會城(cheng)市保持(chi)在前10名行列;市外完成建筑(zhu)業(ye)(ye)總(zong)(zong)產值(zhi)(zhi)達(da)到(dao)2000億(yi)元(省(sheng)外達(da)到(dao)1650億(yi)元),建筑(zhu)業(ye)(ye)外向度達(da)到(dao)30%以(yi)上;力(li)爭(zheng)實現(xian)境外營業(ye)(ye)額25億(yi)美(mei)元;四縣一(yi)市完成建筑(zhu)業(ye)(ye)總(zong)(zong)產值(zhi)(zhi)占(zhan)比(bi)力(li)爭(zheng)達(da)到(dao)全(quan)市總(zong)(zong)規模(mo)的(de)18%以(yi)上。
——經濟效益。建(jian)筑業增加值達(da)到950億元,年平均增幅(fu)為7.2%;建(jian)筑業利(li)潤總額達(da)到180億元,年平均增幅(fu)為6.98%。

——質(zhi)(zhi)量安(an)全(quan)。創(chuang)建(jian)“黃(huang)山杯”工(gong)(gong)程(cheng)(cheng)120項,力爭(zheng)創(chuang)建(jian)“魯班獎”工(gong)(gong)程(cheng)(cheng)1-2項。房(fang)屋(wu)建(jian)筑(zhu)和市政工(gong)(gong)程(cheng)(cheng)項目質(zhi)(zhi)量安(an)全(quan)監督覆(fu)蓋達100%,工(gong)(gong)程(cheng)(cheng)質(zhi)(zhi)量合(he)格率達100%;建(jian)立建(jian)筑(zhu)施工(gong)(gong)安(an)全(quan)標(biao)準化管(guan)理制度,逐步(bu)規范(fan)企業安(an)全(quan)生產(chan)管(guan)理,杜絕較大(da)以上質(zhi)(zhi)量安(an)全(quan)事(shi)故的發生。
——信(xin)用體系(xi)。完善建筑市(shi)(shi)場(chang)信(xin)用“四庫一平臺(tai)(tai)”,實現與安徽(hui)省工程建設監管(guan)和信(xin)用管(guan)理平臺(tai)(tai),以及市(shi)(shi)直相關部(bu)門(men)管(guan)理系(xi)統實時互(hu)(hu)聯互(hu)(hu)通(tong),基本實現“數據一個(ge)庫、監管(guan)一張網(wang)、管(guan)理一條(tiao)線”的(de)(de)建筑市(shi)(shi)場(chang)信(xin)息化監管(guan)目標。信(xin)用機制對市(shi)(shi)場(chang)主(zhu)體的(de)(de)規(gui)范(fan)和引導(dao)作(zuo)用得到充分發揮。

一(yi)、調整優(you)化產業(ye)結構
支(zhi)持(chi)建筑業(ye)(ye)企業(ye)(ye)發揮優勢,向(xiang)上下游產(chan)業(ye)(ye)延(yan)伸(shen),形成(cheng)“突(tu)出主(zhu)業(ye)(ye)、適(shi)度多(duo)元”的產(chan)業(ye)(ye)發展(zhan)格局;鼓(gu)勵企業(ye)(ye)積極向(xiang)上下游產(chan)業(ye)(ye)拓展(zhan)業(ye)(ye)務(wu),向(xiang)產(chan)業(ye)(ye)鏈(lian)高(gao)端延(yan)伸(shen),全力(li)開辟(pi)新的發展(zhan)空間;加(jia)快提升企業(ye)(ye)在交(jiao)通、水(shui)利、市政、鐵(tie)路等(deng)基礎設施領域(yu)的勘察設計、施工能力(li)。
鼓勵(li)建筑業(ye)企(qi)(qi)業(ye)積極參與城市軌(gui)道(dao)交(jiao)通、地(di)下(xia)管廊、海(hai)綿城市建設,扶持建筑業(ye)企(qi)(qi)業(ye)提升專業(ye)資質等級,完善配套的專業(ye)資質類別(bie)。加大對軌(gui)道(dao)交(jiao)通工程專業(ye)人才的引進與培養,制定補(bu)貼政(zheng)策,鼓勵(li)企(qi)(qi)業(ye)提高(gao)該領域科技創新的投入水平(ping)。
促進中小(xiao)建筑(zhu)(zhu)(zhu)企業(ye)向專、特(te)、精方向發(fa)展。通過鼓勵(li)市(shi)場競爭,規范各(ge)方主體市(shi)場行為,拓寬(kuan)中小(xiao)建筑(zhu)(zhu)(zhu)企業(ye) 發(fa)展的(de)市(shi)場空間(jian)。給予中小(xiao)建筑(zhu)(zhu)(zhu)企業(ye)相應(ying)扶持政策,提供融資、信息、政府采購優惠、培(pei)訓等公共服務。培(pei)育一批(pi)經營特(te)色強、科技含量高(gao)、市(shi)場前景好的(de)專業(ye)企業(ye)。大(da)力發(fa)展非公有(you)制建筑(zhu)(zhu)(zhu)企業(ye)。
提升我(wo)市(shi)建筑(zhu)業(ye)的產(chan)業(ye)集(ji)中度(du),將我(wo)市(shi)產(chan)值億元(yuan)及以上(shang)建筑(zhu)業(ye)企(qi)業(ye)從(cong)目前的405家(jia)增(zeng)加(jia)到(dao)(dao)600家(jia),其(qi)中,產(chan)值100億元(yuan)及以上(shang)企(qi)業(ye)數(shu)從(cong)3家(jia)增(zeng)加(jia)到(dao)(dao)6家(jia),產(chan)值50億元(yuan)及以上(shang)企(qi)業(ye)從(cong)12家(jia)增(zeng)加(jia)到(dao)(dao)20家(jia)。
二、扶持企(qi)業做(zuo)大做(zuo)強
進一(yi)步完善我市(shi)建(jian)筑(zhu)業扶持(chi)政(zheng)策實施(shi)(shi)細則,鼓勵一(yi)級(ji)企(qi)(qi)(qi)業通過改組(zu)、聯合(he)、兼(jian)并、股份合(he)作等形(xing)式(shi)做(zuo)大(da)做(zuo)強,加快培育一(yi)批(pi)核心競爭力強的大(da)型(xing)綜合(he)性(xing)建(jian)筑(zhu)企(qi)(qi)(qi)業集團,引導5家(jia)以上(shang)的一(yi)級(ji)企(qi)(qi)(qi)業成功(gong)晉(jin)升施(shi)(shi)工總承包特(te)級(ji)資質,引導50家(jia)以上(shang)的二(er)級(ji)企(qi)(qi)(qi)業成功(gong)晉(jin)升一(yi)級(ji)企(qi)(qi)(qi)業。鼓勵有條件(jian)的大(da)型(xing)企(qi)(qi)(qi)業從單一(yi)業務(wu)領域向(xiang)多(duo)業務(wu)領域發展(zhan),提升核心競爭力。
引導和推(tui)動中(zhong)鐵四局、中(zhong)煤(mei)礦(kuang)山、安徽(hui)建工集(ji)團(tuan)、安徽(hui)三(san)建、中(zhong)建四局六(liu)公司等大(da)型施(shi)工企(qi)業(ye)建立現(xian)代(dai)企(qi)業(ye)制度,優化(hua)資源配置(zhi),形成(cheng)專業(ye)配套、分工明晰的(de)企(qi)業(ye)經(jing)營結構(gou),使其(qi)逐步由單一的(de)生產(chan)經(jing)營方(fang)式(shi),向設計(ji)、采購、施(shi)工管理一體化(hua)的(de)工程總承包(bao)模式(shi)和PPP等新型經(jing)營方(fang)式(shi)轉變。
三、加快“走出(chu)去”發展(zhan)步伐(fa)
指導(dao)企業(ye)(ye)制定(ding)“走出去”發(fa)展(zhan)戰略(lve)(lve)。主動(dong)跟蹤國家(jia)當(dang)前及潛在投資熱點,準(zhun)確把(ba)握國家(jia)和(he)地區(qu)發(fa)展(zhan)規劃、產業(ye)(ye)政(zheng)策的(de)(de)(de)(de)(de)(de)方向,抓(zhua)住國家(jia)支持(chi)“一(yi)帶一(yi)路”發(fa)展(zhan)的(de)(de)(de)(de)(de)(de)戰略(lve)(lve)機遇(yu),利用(yong)區(qu)位優勢(shi),把(ba)區(qu)域(yu)市(shi)場(chang)(chang)打(da)造成(cheng)(cheng)為(wei)我市(shi)建(jian)(jian)筑(zhu)業(ye)(ye)“走出去”發(fa)展(zhan)的(de)(de)(de)(de)(de)(de)龍頭區(qu)域(yu)市(shi)場(chang)(chang)。預計到(dao)2020年(nian),省外(wai)(wai)完成(cheng)(cheng)產值從目前的(de)(de)(de)(de)(de)(de)869.62億(yi)元(yuan)增加到(dao)1650億(yi)元(yuan);外(wai)(wai)省產值占建(jian)(jian)筑(zhu)業(ye)(ye)總產值比(bi)重達到(dao)30%。圍繞推(tui)動(dong)長(chang)三(san)角經(jing)濟圈一(yi)體化發(fa)展(zhan)和(he)合(he)(he)肥副中心(xin)建(jian)(jian)設的(de)(de)(de)(de)(de)(de)戰略(lve)(lve)機遇(yu),積極推(tui)進(jin)與(yu)長(chang)三(san)角地區(qu)的(de)(de)(de)(de)(de)(de)共(gong)同市(shi)場(chang)(chang)建(jian)(jian)設。大力拓展(zhan)境外(wai)(wai)市(shi)場(chang)(chang),努(nu)力爭(zheng)(zheng)取國外(wai)(wai)工(gong)程(cheng)承包和(he)國家(jia)援外(wai)(wai)工(gong)程(cheng)項目。預計到(dao)2020年(nian),境外(wai)(wai)完成(cheng)(cheng)產值從目前的(de)(de)(de)(de)(de)(de)13.32億(yi)美元(yuan)增加到(dao)25億(yi)美元(yuan)。加大品牌建(jian)(jian)設力度,引導(dao)企業(ye)(ye)形成(cheng)(cheng)“以(yi)高(gao)質量塑(su)造品牌”的(de)(de)(de)(de)(de)(de)品牌建(jian)(jian)設思路和(he)發(fa)展(zhan)戰略(lve)(lve)。鼓勵企業(ye)(ye)合(he)(he)理進(jin)行市(shi)場(chang)(chang)定(ding)位,以(yi)高(gao)端(duan)化、差異化的(de)(de)(de)(de)(de)(de)生產和(he)服務(wu)形成(cheng)(cheng)鮮(xian)明(ming)的(de)(de)(de)(de)(de)(de)品牌定(ding)位,建(jian)(jian)立合(he)(he)肥建(jian)(jian)筑(zhu)業(ye)(ye)獨特的(de)(de)(de)(de)(de)(de)核心(xin)競爭(zheng)(zheng)優勢(shi)。
鼓(gu)勵和支持企(qi)業(ye)(ye)(ye)(ye)以(yi)多種形式“走出(chu)(chu)去”。鼓(gu)勵和支持具有一級及(ji)以(yi)上資(zi)(zi)(zi)質(zhi)的(de)建筑業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)取(qu)得對(dui)外(wai)(wai)承(cheng)包(bao)工(gong)程(cheng)經營(ying)資(zi)(zi)(zi)格,建筑業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)、勞務(wu)企(qi)業(ye)(ye)(ye)(ye)申報(bao)(bao)對(dui)外(wai)(wai)勞務(wu)合(he)作經營(ying)資(zi)(zi)(zi)格,具有對(dui)外(wai)(wai)承(cheng)包(bao)工(gong)程(cheng)資(zi)(zi)(zi)質(zhi)的(de)企(qi)業(ye)(ye)(ye)(ye)申報(bao)(bao)對(dui)外(wai)(wai)援助成套項(xiang)目施(shi)工(gong)任務(wu)實(shi)施(shi)企(qi)業(ye)(ye)(ye)(ye)資(zi)(zi)(zi)格。鼓(gu)勵建筑業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)探索利用(yong)股(gu)份合(he)作、項(xiang)目合(he)作等(deng)方式與(yu)國(guo)內外(wai)(wai)知名承(cheng)包(bao)商(shang)聯合(he)參與(yu)國(guo)際承(cheng)包(bao)工(gong)程(cheng),通(tong)過新設(she)、收購、控股(gu)等(deng)方式在(zai)境外(wai)(wai)投資(zi)(zi)(zi)設(she)立工(gong)程(cheng)承(cheng)包(bao)企(qi)業(ye)(ye)(ye)(ye)。支持建筑業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)在(zai)境外(wai)(wai)直接投資(zi)(zi)(zi),引導其(qi)在(zai)加工(gong)制造(zao)業(ye)(ye)(ye)(ye)合(he)作、技術(shu)與(yu)勞務(wu)輸出(chu)(chu)以(yi)及(ji)設(she)備出(chu)(chu)口等(deng)方面,加快“走出(chu)(chu)去”步伐。
加大政策支持力度。積極爭取(qu)國家(jia)對(dui)(dui)外(wai)(wai)(wai)經(jing)濟技術合(he)(he)作專(zhuan)項(xiang)資金(jin)、中(zhong)(zhong)小企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)國際市(shi)(shi)場(chang)開拓資金(jin)和安(an)(an)徽省(sheng)相(xiang)關(guan)戰略專(zhuan)項(xiang)資金(jin),對(dui)(dui)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)境(jing)外(wai)(wai)(wai)承包工(gong)程(cheng)(cheng)的(de)各項(xiang)活動給(gei)予(yu)資金(jin)和政策支持。鼓勵有(you)條件的(de)特大型(xing)建(jian)筑業(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)中(zhong)(zhong)鐵四局、中(zhong)(zhong)煤礦山、安(an)(an)徽建(jian)工(gong)在境(jing)內外(wai)(wai)(wai)資本市(shi)(shi)場(chang)直接融(rong)(rong)資,拓展企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)融(rong)(rong)資渠道。支持企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)申(shen)報國家(jia)對(dui)(dui)外(wai)(wai)(wai)工(gong)程(cheng)(cheng)保(bao)(bao)函(han)風(feng)險(xian)(xian)(xian)專(zhuan)項(xiang)資金(jin),協(xie)調解決企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)在實施對(dui)(dui)外(wai)(wai)(wai)承包工(gong)程(cheng)(cheng)項(xiang)目(mu)中(zhong)(zhong)開具投標(biao)、履(lv)約、預付款保(bao)(bao)函(han)的(de)問題(ti)。鼓勵企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)投保(bao)(bao)出(chu)(chu)(chu)口信(xin)用保(bao)(bao)險(xian)(xian)(xian),降低出(chu)(chu)(chu)口收匯風(feng)險(xian)(xian)(xian),積極幫助(zhu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)爭取(qu)安(an)(an)徽省(sheng)在企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)出(chu)(chu)(chu)口信(xin)用保(bao)(bao)險(xian)(xian)(xian)費方面的(de)補助(zhu)。境(jing)外(wai)(wai)(wai)承包工(gong)程(cheng)(cheng)項(xiang)目(mu)中(zhong)(zhong)的(de)國產設(she)備、原材料出(chu)(chu)(chu)口符合(he)(he)國家(jia)出(chu)(chu)(chu)口退(tui)(tui)稅政策的(de),應及時辦理出(chu)(chu)(chu)口退(tui)(tui)稅手續,避免對(dui)(dui)建(jian)筑業(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)承包工(gong)程(cheng)(cheng)項(xiang)目(mu)實行(xing)雙重(zhong)征(zheng)稅。合(he)(he)肥(fei)市(shi)(shi)政府(fu)應加強建(jian)筑業(ye)(ye)(ye)領域對(dui)(dui)外(wai)(wai)(wai)合(he)(he)作,與(yu)當地(di)構(gou)建(jian)區域間的(de)協(xie)作關(guan)系(xi),宣傳推薦我(wo)市(shi)(shi)建(jian)筑業(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),為(wei)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)參與(yu)公平(ping)競爭、開拓省(sheng)外(wai)(wai)(wai)市(shi)(shi)場(chang)提(ti)供優質(zhi)服(fu)務(wu)。
四、推動建(jian)筑產業化發展
加快編(bian)制地方標(biao)準和現代化(hua)(hua)建(jian)筑(zhu)標(biao)準設計(ji)圖集、工程造價計(ji)價依據。鼓勵大(da)型鋼結構、商品(pin)混(hun)凝(ning)土等企(qi)業(ye)以市場(chang)為(wei)導向,逐步轉型為(wei)預制部(bu)品(pin)部(bu)件生(sheng)產(chan)(chan)企(qi)業(ye)。大(da)力提高(gao)生(sheng)產(chan)(chan)施工機械化(hua)(hua)水平,穩步推(tui)進裝(zhuang)配式(shi)施工方式(shi),盡快形(xing)成“設計(ji)標(biao)準化(hua)(hua)、施工裝(zhuang)配化(hua)(hua)、生(sheng)產(chan)(chan)工廠化(hua)(hua)、管理(li)信息化(hua)(hua)和土建(jian)裝(zhuang)修一體(ti)化(hua)(hua)”的“五(wu)化(hua)(hua)”經營和管理(li)模式(shi)。積極推(tui)動建(jian)筑(zhu)業(ye)與建(jian)材業(ye)相融合。
大(da)力(li)培育建(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)業(ye)現(xian)代化(hua)龍(long)頭企(qi)業(ye),鼓勵德國(guo)西偉德、中(zhong)建(jian)(jian)(jian)國(guo)際、遠大(da)住(zhu)工(gong)、安(an)徽建(jian)(jian)(jian)工(gong)等龍(long)頭企(qi)業(ye)成立產(chan)(chan)業(ye)聯盟,建(jian)(jian)(jian)立具有區域特色的(de)建(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)業(ye)園區,整合裝備(bei)制(zhi)造、建(jian)(jian)(jian)材生產(chan)(chan)、設(she)計(ji)咨詢、資金物流等要(yao)素,引導建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)企(qi)業(ye)集聚發展,努力(li)形成建(jian)(jian)(jian)筑(zhu)(zhu)經濟新(xin)的(de)增長極。新(xin)建(jian)(jian)(jian)政府投(tou)資工(gong)程和保(bao)障(zhang)性(xing)安(an)居工(gong)程應全部采用建(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)業(ye)現(xian)代化(hua)方(fang)式建(jian)(jian)(jian)造。同時,擴大(da)建(jian)(jian)(jian)筑(zhu)(zhu)產(chan)(chan)業(ye)化(hua)技術的(de)應用范圍(wei),對已取(qu)得土地(di)使用權的(de)房地(di)產(chan)(chan)企(qi)業(ye),在項目(mu)招投(tou)標(biao)、土地(di)、稅收、銷售(shou)等方(fang)面制(zhi)定具體優惠(hui)政策,鼓勵普通(tong)商(shang)品房項目(mu)采取(qu)產(chan)(chan)業(ye)化(hua)建(jian)(jian)(jian)設(she)方(fang)式。
五、加大(da)技(ji)術創新力度
建立完善行(xing)業(ye)技(ji)(ji)術(shu)創新(xin)體系。加(jia)(jia)(jia)快建立和完善以企(qi)業(ye)為主體、市場為導向、產學研(yan)相結合(he)的行(xing)業(ye)技(ji)(ji)術(shu)創新(xin)體系。引導企(qi)業(ye)通過(guo)開展戰略(lve)聯盟、戰略(lve)合(he)作(zuo)、校企(qi)合(he)作(zuo)、技(ji)(ji)術(shu)轉讓、技(ji)(ji)術(shu)參股等方式,加(jia)(jia)(jia)大技(ji)(ji)術(shu)研(yan)發投入,加(jia)(jia)(jia)快技(ji)(ji)術(shu)改造,形(xing)成(cheng)專(zhuan)利(li)、專(zhuan)有技(ji)(ji)術(shu)、標(biao)準規范、工法的技(ji)(ji)術(shu)儲(chu)備。建立工程(cheng)關鍵(jian)技(ji)(ji)術(shu)目錄,加(jia)(jia)(jia)大財政(zheng)支持,完善技(ji)(ji)術(shu)成(cheng)果評價獎勵制度(du)。

深化互(hu)(hu)聯(lian)(lian)網(wang)與建(jian)(jian)筑(zhu)業(ye)(ye)的(de)融合(he)發展,鼓勵我市建(jian)(jian)筑(zhu)企(qi)業(ye)(ye)構建(jian)(jian)建(jian)(jian)筑(zhu)行業(ye)(ye)信(xin)息(xi)、采購的(de)互(hu)(hu)聯(lian)(lian)網(wang)平臺,開展“互(hu)(hu)聯(lian)(lian)網(wang)+綠色建(jian)(jian)筑(zhu)”的(de)應(ying)用試點示范工程,引導“互(hu)(hu)聯(lian)(lian)網(wang)+建(jian)(jian)筑(zhu)”的(de)發展方向(xiang)。
十、大力(li)發展中介服(fu)務業
推進工(gong)程(cheng)勘(kan)察(cha)、設計、監(jian)理(li)(li)、造價、招(zhao)標(biao)(biao)代(dai)理(li)(li)等工(gong)程(cheng)咨(zi)(zi)詢(xun)服(fu)務(wu)企(qi)業(ye)的(de)規模化(hua)、品(pin)牌化(hua)、網絡化(hua)經營(ying),創新服(fu)務(wu)產品(pin),提(ti)高服(fu)務(wu)品(pin)質,為我市建筑業(ye)的(de)快速發展(zhan)提(ti)供有力保障。引導中介服(fu)務(wu)類企(qi)業(ye)提(ti)升資質等級,大(da)(da)力培養相關專業(ye)技(ji)術人(ren)才。進一(yi)步完善工(gong)程(cheng)監(jian)理(li)(li)制度,修訂工(gong)程(cheng)監(jian)理(li)(li)規范(fan),開展(zhan)工(gong)程(cheng)監(jian)理(li)(li)項(xiang)目標(biao)(biao)準化(hua)試點。大(da)(da)力推進監(jian)理(li)(li)行業(ye)轉型(xing)發展(zhan),鼓勵監(jian)理(li)(li)企(qi)業(ye)調整經營(ying)理(li)(li)念,優(you)化(hua)人(ren)才組合,創新管(guan)理(li)(li)體系,盡(jin)快向綜合型(xing)咨(zi)(zi)詢(xun)服(fu)務(wu)企(qi)業(ye)轉變,為社會提(ti)供全(quan)過程(cheng)、全(quan)方位的(de)項(xiang)目管(guan)理(li)(li)咨(zi)(zi)詢(xun)服(fu)務(wu)。

一、建立健全法律(lv)法規
加(jia)快出臺建(jian)筑(zhu)業(ye)法律法規(gui),全面修訂完(wan)善《合(he)肥(fei)市(shi)(shi)(shi)建(jian)筑(zhu)市(shi)(shi)(shi)場管(guan)理辦法》,并力爭上升為(wei)(wei)(wei)地(di)方法規(gui),修訂完(wan)善《關于進一步加(jia)快合(he)肥(fei)建(jian)筑(zhu)業(ye)發展的(de)意見》及其產業(ye)扶持政策。修訂完(wan)善《合(he)肥(fei)市(shi)(shi)(shi)建(jian)筑(zhu)市(shi)(shi)(shi)場各方主體信(xin)用管(guan)理辦法》,通過制(zhi)(zhi)(zhi)度(du)來(lai)約束(shu)從業(ye)人員(yuan)的(de)市(shi)(shi)(shi)場行為(wei)(wei)(wei),逐步提升其誠(cheng)信(xin)意識。完(wan)善《合(he)肥(fei)市(shi)(shi)(shi)城鄉建(jian)設(she)(she)委員(yuan)會行政執法投訴舉報制(zhi)(zhi)(zhi)度(du)》、《合(he)肥(fei)市(shi)(shi)(shi)城鄉建(jian)設(she)(she)委員(yuan)會行政執法全過程記錄制(zhi)(zhi)(zhi)度(du)》、《合(he)肥(fei)市(shi)(shi)(shi)城鄉建(jian)設(she)(she)委員(yuan)會重大行政執法決定法制(zhi)(zhi)(zhi)審(shen)核制(zhi)(zhi)(zhi)度(du)》等執法制(zhi)(zhi)(zhi)度(du),規(gui)范(fan)行政執法人員(yuan)行為(wei)(wei)(wei)。建(jian)立(li)健全建(jian)筑(zhu)業(ye)數據上報和公(gong)開制(zhi)(zhi)(zhi)度(du),定時發布行業(ye)信(xin)息。

進一步完(wan)善工(gong)(gong)(gong)程招投標(biao)(biao)(biao)制(zhi)度(du),制(zhi)定(ding)招標(biao)(biao)(biao)代理(li)機構及從業(ye)(ye)人(ren)員考核管(guan)理(li)辦法,嚴(yan)厲打擊低價中標(biao)(biao)(biao)、惡意(yi)中標(biao)(biao)(biao)等擾亂市(shi)場(chang)秩(zhi)序(xu)行為(wei)。建(jian)立(li)建(jian)設工(gong)(gong)(gong)程施(shi)工(gong)(gong)(gong)分(fen)包(bao)管(guan)理(li)制(zhi)度(du),禁止(zhi)違法分(fen)包(bao)、轉包(bao),杜(du)絕層層分(fen)包(bao),建(jian)立(li)健全(quan)防止(zhi)拖欠工(gong)(gong)(gong)程款和農民工(gong)(gong)(gong)工(gong)(gong)(gong)資的(de)(de)長(chang)效機制(zhi);加(jia)(jia)強(qiang)企業(ye)(ye)資質、項目(mu)施(shi)工(gong)(gong)(gong)及個人(ren)注冊資格的(de)(de)動態監管(guan);加(jia)(jia)強(qiang)建(jian)筑合(he)同(tong)管(guan)理(li),修訂出(chu)臺工(gong)(gong)(gong)程勘(kan)察、設計、施(shi)工(gong)(gong)(gong)、監理(li)、工(gong)(gong)(gong)程總(zong)承包(bao)、項目(mu)管(guan)理(li)服務(wu)等示范(fan)合(he)同(tong)范(fan)本,提升(sheng)企業(ye)(ye)合(he)同(tong)意(yi)識。進一步開放建(jian)筑業(ye)(ye)市(shi)場(chang),加(jia)(jia)大(da)企業(ye)(ye)動態監管(guan)力(li)度(du)。強(qiang)化企業(ye)(ye)的(de)(de)現場(chang)管(guan)理(li)能力(li)、質量安全(quan)和技(ji)術(shu)水平等指標(biao)(biao)(biao)考核。制(zhi)定(ding)全(quan)市(shi)統一的(de)(de)數(shu)據統計標(biao)(biao)(biao)準,加(jia)(jia)強(qiang)行業(ye)(ye)注冊人(ren)員、企業(ye)(ye)管(guan)理(li)和工(gong)(gong)(gong)程項目(mu)建(jian)設等三大(da)基礎數(shu)據庫建(jian)設,與全(quan)省(sheng)數(shu)據庫互聯互通,實現信息共享。
四、加大行政執法力(li)度
“十三五”期間,我(wo)市要(yao)繼續(xu)保持高(gao)壓態勢。強化事中、事后監管,圍繞重點專(zhuan)(zhuan)項(xiang)工(gong)(gong)作,開展地毯式(shi)檢(jian)查,對建筑(zhu)行業的安全生(sheng)產、擾亂(luan)市場秩(zhi)序等問題加強監管力度,進一步落(luo)實(shi)(shi)工(gong)(gong)程質(zhi)(zhi)量(liang)終(zhong)身責任制,持續(xu)加大對建設領(ling)域違(wei)法違(wei)規行為的查處力度。設立、增加工(gong)(gong)程質(zhi)(zhi)量(liang)治理和(he)(he)(he)“打非治違(wei)”投訴舉(ju)報電話和(he)(he)(he)郵箱,并向社會公布(bu),指派(pai)專(zhuan)(zhuan)人(ren)專(zhuan)(zhuan)項(xiang)督辦投訴處理,將執法監督和(he)(he)(he)工(gong)(gong)程治理工(gong)(gong)作落(luo)到實(shi)(shi)處。
進(jin)一(yi)(yi)步加強執(zhi)(zhi)(zhi)法(fa)(fa)(fa)隊伍建(jian)設。建(jian)立完善的(de)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)體系,強化(hua)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)人(ren)員(yuan)(yuan)的(de)教育培訓,著(zhu)力培養一(yi)(yi)支勝任崗位要求(qiu)、能(neng)打勝仗、高素(su)質的(de)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)隊伍。同時(shi)(shi),增加一(yi)(yi)線執(zhi)(zhi)(zhi)法(fa)(fa)(fa)人(ren)員(yuan)(yuan)數量,定期(qi)對執(zhi)(zhi)(zhi)法(fa)(fa)(fa)人(ren)員(yuan)(yuan)進(jin)行(xing)輪崗,做到在不同區域執(zhi)(zhi)(zhi)法(fa)(fa)(fa)人(ren)員(yuan)(yuan)、“室內(nei)”工(gong)作(zuo)與“室外”工(gong)作(zuo)進(jin)行(xing)換崗。進(jin)一(yi)(yi)步規范檢查(cha)的(de)內(nei)容和(he)深度,保證監督執(zhi)(zhi)(zhi)法(fa)(fa)(fa)的(de)準(zhun)確性、高效性,使得每一(yi)(yi)次監督執(zhi)(zhi)(zhi)法(fa)(fa)(fa)檢查(cha)能(neng)及(ji)時(shi)(shi)發(fa)現并消除施工(gong)現場的(de)安(an)全(quan)隱患,能(neng)及(ji)時(shi)(shi)對安(an)全(quan)生產違法(fa)(fa)(fa)違規行(xing)為采取相應的(de)處理、處罰措施。做到發(fa)現一(yi)(yi)起查(cha)處一(yi)(yi)起。
五、完善(shan)市場(chang)信用體系
建(jian)(jian)(jian)立健全(quan)合(he)肥市(shi)建(jian)(jian)(jian)筑市(shi)場(chang)信(xin)(xin)用管(guan)理(li)平(ping)臺,及時采集建(jian)(jian)(jian)筑市(shi)場(chang)各(ge)方責任(ren)主體的(de)違法違規(gui)和(he)優良(liang)等行(xing)為,并逐步實現同(tong)部(bu)、省、市(shi)、縣(xian)監(jian)(jian)(jian)管(guan)和(he)信(xin)(xin)用信(xin)(xin)息(xi)互聯互通(tong)(tong)、共用共享(xiang),基本實現“數據一(yi)個(ge)庫、監(jian)(jian)(jian)管(guan)一(yi)張網(wang)(wang)、管(guan)理(li)一(yi)條線”的(de)建(jian)(jian)(jian)筑市(shi)場(chang)監(jian)(jian)(jian)管(guan)目標。平(ping)臺匯集生成的(de)信(xin)(xin)用綜(zong)合(he)評價(jia)結果(guo)定(ding)時通(tong)(tong)過指(zhi)定(ding)的(de)網(wang)(wang)站和(he)報(bao)刊(kan)向社會公布,并通(tong)(tong)過建(jian)(jian)(jian)立有效的(de)誠信(xin)(xin)激勵和(he)失信(xin)(xin)懲(cheng)戒機制(zhi)(zhi),引導市(shi)場(chang)各(ge)方主體依法誠信(xin)(xin)經營。制(zhi)(zhi)定(ding)和(he)完善建(jian)(jian)(jian)筑業企(qi)業誠信(xin)(xin)行(xing)為標準和(he)評分辦法,建(jian)(jian)(jian)立企(qi)業信(xin)(xin)用綜(zong)合(he)評價(jia)體系(xi),尤其(qi)是對(dui)企(qi)業的(de)綜(zong)合(he)實力、交易及合(he)同(tong)履(lv)約(yue)、建(jian)(jian)(jian)筑工(gong)程(cheng)質量、安全(quan)文(wen)明(ming)施工(gong)等4類(lei)內容進(jin)行(xing)評價(jia),積極將信(xin)(xin)用評價(jia)結果(guo)引入工(gong)程(cheng)招投標和(he)日常(chang)監(jian)(jian)(jian)督管(guan)理(li)中。
六、發揮行業協會橋梁作用
行(xing)(xing)(xing)業(ye)協(xie)會(hui)(hui)作為建(jian)筑(zhu)市場的(de)(de)重要(yao)組成(cheng)部分,應充分發(fa)(fa)揮(hui)其組織、協(xie)調、溝(gou)通的(de)(de)橋(qiao)梁功能。“十三五(wu)”期間,要(yao)健(jian)全協(xie)會(hui)(hui)各項規(gui)(gui)章制度,規(gui)(gui)范(fan)(fan)行(xing)(xing)(xing)業(ye)自律行(xing)(xing)(xing)為,建(jian)立(li)(li)一(yi)套比(bi)較規(gui)(gui)范(fan)(fan)的(de)(de)運(yun)作程序和比(bi)較完善的(de)(de)民主決策程序;逐步建(jian)立(li)(li)行(xing)(xing)(xing)業(ye)運(yun)營、發(fa)(fa)展(zhan)數據(ju)庫(ku),開展(zhan)理論政(zheng)策研究,加(jia)大政(zheng)策調研力度,為政(zheng)府部門(men)實(shi)施(shi)經(jing)濟發(fa)(fa)展(zhan)戰略(lve)提供可靠的(de)(de)決策依據(ju);要(yao)加(jia)大推廣建(jian)筑(zhu)行(xing)(xing)(xing)業(ye)利用先進技術(shu)(shu)的(de)(de)力度,開展(zhan)法(fa)律、政(zheng)策、技術(shu)(shu)、管理、市場等咨詢服(fu)務(wu)(wu),組織人才、技術(shu)(shu)、管理、法(fa)規(gui)(gui)等培訓,參(can)與行(xing)(xing)(xing)業(ye)資質認證、事故認定等相(xiang)關工作,更(geng)好的(de)(de)服(fu)務(wu)(wu)于企業(ye)發(fa)(fa)展(zhan)。
第六章 規劃落(luo)實(shi)
一、建立協(xie)調機制
成立規(gui)劃(hua)實(shi)施領導小組,對規(gui)劃(hua)的(de)(de)實(shi)施進行(xing)統一部署和科學決(jue)策,及(ji)時解(jie)決(jue)規(gui)劃(hua)實(shi)施過程中的(de)(de)有關問題。按照分級管理、分層實(shi)施、分年落實(shi)的(de)(de)原則,細化規(gui)劃(hua)方案(an),列入相關部門(men)(單位)年度(du)工作(zuo)計劃(hua)和考核體系,同時制定年度(du)重(zhong)大事項實(shi)施方案(an)并(bing)組織分工分解(jie),確保規(gui)劃(hua)目標任務有計劃(hua)、有步驟地完成。
二、營造良好氛圍
充分利用各種媒體(ti),加強規劃的(de)實施宣傳(chuan),及時發(fa)布(bu)各類信息,讓更(geng)多的(de)社會公眾通(tong)過法定(ding)程序(xu)和渠道參與規劃實施的(de)決策(ce)和監督;提高市(shi)場主體(ti)把握市(shi)場運(yun)行和科學決策(ce)的(de)能力,推進公眾參與規劃實施的(de)規范化(hua)、制度化(hua)。
三、增強服務(wu)意識
政府職(zhi)能部門將(jiang)進一步強化服(fu)務(wu)(wu)(wu)意識,把(ba)“服(fu)務(wu)(wu)(wu)基層,服(fu)務(wu)(wu)(wu)企業”作為永恒的職(zhi)責,切實履(lv)行好公共服(fu)務(wu)(wu)(wu)職(zhi)能,為行業和企業發展建好市場服(fu)務(wu)(wu)(wu)平(ping)臺(tai)、信(xin)用服(fu)務(wu)(wu)(wu)平(ping)臺(tai)、人才服(fu)務(wu)(wu)(wu)平(ping)臺(tai)、信(xin)息服(fu)務(wu)(wu)(wu)平(ping)臺(tai)和政務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)平(ping)臺(tai),為建筑業進步營造良好的條件和環境。

積(ji)極運用財政(zheng)金(jin)(jin)融手段,支持重點工(gong)程項目,加強(qiang)薄弱環節建(jian)設(she),推動產業轉型升(sheng)級;拓寬融資(zi)渠道,加大融資(zi)力(li)度,保(bao)證(zheng)項目建(jian)設(she)資(zi)金(jin)(jin);積(ji)極主動適應新的(de)“營(ying)改(gai)(gai)增(zeng)”稅收征管制(zhi)(zhi)度,推動企(qi)業提(ti)升(sheng)經營(ying)管理(li)模式(shi)、完善財務管理(li)制(zhi)(zhi)度,達到減(jian)(jian)稅減(jian)(jian)負(fu)的(de)目標(biao);制(zhi)(zhi)定(ding)激勵措施,鼓勵企(qi)業加強(qiang)科技(ji)創新。落實各(ge)(ge)項有利于發展和改(gai)(gai)革的(de)政(zheng)策(ce),根據新的(de)形(xing)勢和任務,針對建(jian)設(she)工(gong)程各(ge)(ge)類保(bao)證(zheng)金(jin)(jin),研(yan)究制(zhi)(zhi)定(ding)建(jian)設(she)工(gong)程保(bao)險(xian)、擔(dan)保(bao)、保(bao)函等相關(guan)替代政(zheng)策(ce),切(qie)實做好(hao)減(jian)(jian)輕企(qi)業負(fu)擔(dan)相關(guan)工(gong)作;加強(qiang)各(ge)(ge)項政(zheng)策(ce)間的(de)銜接協調,提(ti)升(sheng)政(zheng)策(ce)實施效(xiao)果。
