各省、自治區、直(zhi)轄市人民政府(fu),國務院各部委、各直(zhi)屬機構:
建(jian)(jian)筑(zhu)業是國(guo)(guo)民(min)經(jing)濟的(de)支(zhi)柱產(chan)業。改革(ge)開放以(yi)來,我國(guo)(guo)建(jian)(jian)筑(zhu)業快速(su)發展,建(jian)(jian)造能力(li)(li)不斷增強(qiang),產(chan)業規(gui)模不斷擴大,吸納了大量(liang)農村轉移勞動(dong)力(li)(li),帶動(dong)了大量(liang)關(guan)聯產(chan)業,對經(jing)濟社會(hui)發展、城鄉(xiang)建(jian)(jian)設(she)和民(min)生(sheng)改善作(zuo)出了重(zhong)要貢獻。但(dan)也要看到(dao),建(jian)(jian)筑(zhu)業仍然大而不強(qiang),監管(guan)體制機(ji)制不健(jian)全(quan)、工程建(jian)(jian)設(she)組織(zhi)方式落后(hou)、建(jian)(jian)筑(zhu)設(she)計水平有待(dai)提(ti)高(gao)、質量(liang)安全(quan)事故時有發生(sheng)、市(shi)場違法(fa)違規(gui)行為(wei)較多、企業核(he)心競爭力(li)(li)不強(qiang)、工人技能素(su)質偏低(di)等問題較為(wei)突(tu)出。為(wei)貫徹落實《中共(gong)中央(yang) 國(guo)(guo)務(wu)院關(guan)于進(jin)(jin)一步加強(qiang)城市(shi)規(gui)劃建(jian)(jian)設(she)管(guan)理工作(zuo)的(de)若干意見》,進(jin)(jin)一步深化(hua)建(jian)(jian)筑(zhu)業“放管(guan)服”改革(ge),加快產(chan)業升級(ji),促進(jin)(jin)建(jian)(jian)筑(zhu)業持續健(jian)康發展,為(wei)新型(xing)城鎮化(hua)提(ti)供支(zhi)撐,經(jing)國(guo)(guo)務(wu)院同意,現提(ti)出以(yi)下意見:
一、總體(ti)要求
全(quan)面貫徹(che)(che)黨的(de)十(shi)八大(da)和十(shi)八屆二(er)中(zhong)(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)(zhong)、四中(zhong)(zhong)(zhong)(zhong)、五中(zhong)(zhong)(zhong)(zhong)、六中(zhong)(zhong)(zhong)(zhong)全(quan)會以(yi)及中(zhong)(zhong)(zhong)(zhong)央(yang)經濟(ji)工作(zuo)會議(yi)、中(zhong)(zhong)(zhong)(zhong)央(yang)城鎮化(hua)(hua)工作(zuo)會議(yi)、中(zhong)(zhong)(zhong)(zhong)央(yang)城市工作(zuo)會議(yi)精(jing)神(shen),深(shen)入貫徹(che)(che)習近平(ping)總(zong)書記系(xi)列重要講話精(jing)神(shen)和治國理政新理念新思想新戰略,認(ren)真(zhen)落實(shi)黨中(zhong)(zhong)(zhong)(zhong)央(yang)、國務(wu)院(yuan)決策部署,統籌推進“五位一體(ti)”總(zong)體(ti)布局(ju)和協調推進“四個全(quan)面”戰略布局(ju),牢固(gu)樹立和貫徹(che)(che)落實(shi)創新、協調、綠色、開放、共享(xiang)的(de)發(fa)展理念,堅持以(yi)推進供給側結(jie)構(gou)性改革為主(zhu)線,按照適用、經濟(ji)、安全(quan)、綠色、美(mei)觀的(de)要求,深(shen)化(hua)(hua)建(jian)筑業“放管(guan)服”改革,完善監管(guan)體(ti)制機(ji)制,優化(hua)(hua)市場(chang)環(huan)境,提升工程質量(liang)安全(quan)水平(ping),強化(hua)(hua)隊伍(wu)建(jian)設,增(zeng)強企業核心(xin)競爭力,促進建(jian)筑業持續(xu)健康發(fa)展,打造“中(zhong)(zhong)(zhong)(zhong)國建(jian)造”品牌。
二、深化建筑業簡政放權改革
(一(yi)(yi))優化資(zi)(zi)質資(zi)(zi)格(ge)管理。進(jin)一(yi)(yi)步簡化工程(cheng)建設企業(ye)(ye)(ye)(ye)(ye)資(zi)(zi)質類(lei)別(bie)和(he)等級設置,減少不(bu)必要的資(zi)(zi)質認定。選擇部分地區(qu)開展試點,對信用(yong)良好、具有(you)相(xiang)關專業(ye)(ye)(ye)(ye)(ye)技術(shu)能力(li)(li)、能夠提(ti)供足額擔(dan)保(bao)的企業(ye)(ye)(ye)(ye)(ye),在其資(zi)(zi)質類(lei)別(bie)內(nei)放寬承攬業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)(wu)范圍限(xian)制(zhi),同時,加快完善信用(yong)體系(xi)、工程(cheng)擔(dan)保(bao)及個人執(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)(zi)格(ge)等相(xiang)關配(pei)套制(zhi)度,加強事中事后(hou)監(jian)管。強化個人執(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)(zi)格(ge)管理,明(ming)晰注冊執(zhi)業(ye)(ye)(ye)(ye)(ye)人員的權利、義務(wu)(wu)(wu)和(he)責任,加大(da)執(zhi)業(ye)(ye)(ye)(ye)(ye)責任追究力(li)(li)度。有(you)序發展個人執(zhi)業(ye)(ye)(ye)(ye)(ye)事務(wu)(wu)(wu)所,推(tui)動建立個人執(zhi)業(ye)(ye)(ye)(ye)(ye)保(bao)險制(zhi)度。大(da)力(li)(li)推(tui)行(xing)“互聯網+政務(wu)(wu)(wu)服務(wu)(wu)(wu)”,實行(xing)“一(yi)(yi)站式(shi)”網上(shang)審(shen)批,進(jin)一(yi)(yi)步提(ti)高建筑(zhu)領域(yu)行(xing)政審(shen)批效率(lv)。
(二)完善招(zhao)(zhao)(zhao)標(biao)投(tou)(tou)標(biao)制度。加快修(xiu)訂《工(gong)程(cheng)(cheng)建(jian)(jian)設(she)項目(mu)招(zhao)(zhao)(zhao)標(biao)范(fan)圍和(he)規模標(biao)準規定(ding)》,縮(suo)小并嚴格界定(ding)必(bi)須進行(xing)(xing)招(zhao)(zhao)(zhao)標(biao)的(de)工(gong)程(cheng)(cheng)建(jian)(jian)設(she)項目(mu)范(fan)圍,放寬有關規模標(biao)準,防(fang)止工(gong)程(cheng)(cheng)建(jian)(jian)設(she)項目(mu)實行(xing)(xing)招(zhao)(zhao)(zhao)標(biao)“一(yi)刀切”。在(zai)民(min)間投(tou)(tou)資的(de)房(fang)屋建(jian)(jian)筑工(gong)程(cheng)(cheng)中,探索(suo)由建(jian)(jian)設(she)單位(wei)自(zi)主決定(ding)發(fa)包方(fang)式。將依法必(bi)須招(zhao)(zhao)(zhao)標(biao)的(de)工(gong)程(cheng)(cheng)建(jian)(jian)設(she)項目(mu)納(na)入統一(yi)的(de)公共(gong)資源交易(yi)平臺,遵循公平、公正、公開和(he)誠信的(de)原(yuan)則,規范(fan)招(zhao)(zhao)(zhao)標(biao)投(tou)(tou)標(biao)行(xing)(xing)為。進一(yi)步簡(jian)化招(zhao)(zhao)(zhao)標(biao)投(tou)(tou)標(biao)程(cheng)(cheng)序,盡(jin)快實現招(zhao)(zhao)(zhao)標(biao)投(tou)(tou)標(biao)交易(yi)全過(guo)程(cheng)(cheng)電子化,推行(xing)(xing)網(wang)上異地(di)評標(biao)。對依法通過(guo)競爭性談判或單一(yi)來源方(fang)式確(que)定(ding)供應商的(de)政府采購工(gong)程(cheng)(cheng)建(jian)(jian)設(she)項目(mu),符合相應條件的(de)應當頒(ban)發(fa)施工(gong)許可證。
三、完善工程(cheng)建設組(zu)織模(mo)式(shi)
(三)加(jia)快推(tui)行工(gong)(gong)(gong)程(cheng)(cheng)總承(cheng)包(bao)(bao)(bao)。裝配(pei)式(shi)建筑原則上應(ying)采(cai)用工(gong)(gong)(gong)程(cheng)(cheng)總承(cheng)包(bao)(bao)(bao)模(mo)(mo)式(shi)。政府投資(zi)工(gong)(gong)(gong)程(cheng)(cheng)應(ying)完善建設管理模(mo)(mo)式(shi),帶頭推(tui)行工(gong)(gong)(gong)程(cheng)(cheng)總承(cheng)包(bao)(bao)(bao)。加(jia)快完善工(gong)(gong)(gong)程(cheng)(cheng)總承(cheng)包(bao)(bao)(bao)相關的招(zhao)標投標、施工(gong)(gong)(gong)許(xu)可(ke)、竣工(gong)(gong)(gong)驗收等(deng)制度規定(ding)。按(an)照總承(cheng)包(bao)(bao)(bao)負(fu)總責的原則,落實工(gong)(gong)(gong)程(cheng)(cheng)總承(cheng)包(bao)(bao)(bao)單(dan)位(wei)在工(gong)(gong)(gong)程(cheng)(cheng)質(zhi)量安全、進度控制、成本管理等(deng)方面的責任。除以暫(zan)估(gu)價(jia)形式(shi)包(bao)(bao)(bao)括在工(gong)(gong)(gong)程(cheng)(cheng)總承(cheng)包(bao)(bao)(bao)范圍內且(qie)依(yi)法必(bi)須(xu)進行招(zhao)標的項(xiang)目外(wai),工(gong)(gong)(gong)程(cheng)(cheng)總承(cheng)包(bao)(bao)(bao)單(dan)位(wei)可(ke)以直接發包(bao)(bao)(bao)總承(cheng)包(bao)(bao)(bao)合同中涵蓋的其他專業業務。
(四)培育(yu)全過(guo)程(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)咨詢(xun)(xun)。鼓(gu)勵投(tou)資咨詢(xun)(xun)、勘(kan)察(cha)、設(she)計、監理、招標代(dai)理、造價等(deng)企業采取聯(lian)合經(jing)營、并購重(zhong)組等(deng)方式(shi)發(fa)展全過(guo)程(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)咨詢(xun)(xun),培育(yu)一批具有國際水平的全過(guo)程(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)咨詢(xun)(xun)企業。制定全過(guo)程(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)咨詢(xun)(xun)服(fu)務技術標準(zhun)和(he)合同范本。政(zheng)府(fu)投(tou)資工(gong)(gong)(gong)(gong)程(cheng)(cheng)應帶頭推行全過(guo)程(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)咨詢(xun)(xun),鼓(gu)勵非政(zheng)府(fu)投(tou)資工(gong)(gong)(gong)(gong)程(cheng)(cheng)委(wei)托全過(guo)程(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)咨詢(xun)(xun)服(fu)務。在民用建(jian)筑(zhu)項(xiang)目中,充分發(fa)揮建(jian)筑(zhu)師的主(zhu)導(dao)作用,鼓(gu)勵提供全過(guo)程(cheng)(cheng)工(gong)(gong)(gong)(gong)程(cheng)(cheng)咨詢(xun)(xun)服(fu)務。
四、加強工程(cheng)質量安(an)全管(guan)理
(五)嚴(yan)格(ge)落實工(gong)(gong)(gong)程質(zhi)量責(ze)(ze)任(ren)。全面落實各方主(zhu)體的工(gong)(gong)(gong)程質(zhi)量責(ze)(ze)任(ren),特別要(yao)強(qiang)化(hua)建(jian)設單位(wei)的首要(yao)責(ze)(ze)任(ren)和(he)勘察(cha)、設計(ji)、施工(gong)(gong)(gong)單位(wei)的主(zhu)體責(ze)(ze)任(ren)。嚴(yan)格(ge)執行工(gong)(gong)(gong)程質(zhi)量終身責(ze)(ze)任(ren)制,在建(jian)筑(zhu)物明顯部(bu)位(wei)設置永(yong)久(jiu)性標牌,公示(shi)質(zhi)量責(ze)(ze)任(ren)主(zhu)體和(he)主(zhu)要(yao)責(ze)(ze)任(ren)人(ren)。對違反有關規定、造成(cheng)工(gong)(gong)(gong)程質(zhi)量事(shi)故的,依(yi)(yi)法給予(yu)責(ze)(ze)任(ren)單位(wei)停業(ye)(ye)(ye)整頓、降低資質(zhi)等(deng)級、吊(diao)銷(xiao)資質(zhi)證書(shu)等(deng)行政處罰(fa)并通過國家企(qi)(qi)業(ye)(ye)(ye)信(xin)用信(xin)息公示(shi)系統予(yu)以公示(shi),給予(yu)注冊執業(ye)(ye)(ye)人(ren)員暫(zan)停執業(ye)(ye)(ye)、吊(diao)銷(xiao)資格(ge)證書(shu)、一定時間直至終身不得(de)進(jin)入行業(ye)(ye)(ye)等(deng)處罰(fa)。對發生工(gong)(gong)(gong)程質(zhi)量事(shi)故造成(cheng)損失的,要(yao)依(yi)(yi)法追究(jiu)經(jing)濟(ji)賠償責(ze)(ze)任(ren),情(qing)節嚴(yan)重的要(yao)追究(jiu)有關單位(wei)和(he)人(ren)員的法律責(ze)(ze)任(ren)。參(can)與房地產開發的建(jian)筑(zhu)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)應依(yi)(yi)法合規經(jing)營,提(ti)高住宅品(pin)質(zhi)。
(六)加強(qiang)(qiang)安(an)全(quan)(quan)(quan)生產(chan)管理(li)。全(quan)(quan)(quan)面落實安(an)全(quan)(quan)(quan)生產(chan)責(ze)任(ren),加強(qiang)(qiang)施工現場(chang)安(an)全(quan)(quan)(quan)防(fang)護,特別(bie)要(yao)強(qiang)(qiang)化(hua)對深基坑、高支模、起重(zhong)機械等危(wei)險性(xing)(xing)較(jiao)大的(de)分部分項工程(cheng)的(de)管理(li),以及對不良地質(zhi)(zhi)地區重(zhong)大工程(cheng)項目的(de)風險評估(gu)或論證(zheng)。推進信息(xi)(xi)技術與安(an)全(quan)(quan)(quan)生產(chan)深度融合,加快建(jian)設建(jian)筑施工安(an)全(quan)(quan)(quan)監(jian)管信息(xi)(xi)系(xi)統,通過信息(xi)(xi)化(hua)手段加強(qiang)(qiang)安(an)全(quan)(quan)(quan)生產(chan)管理(li)。建(jian)立健全(quan)(quan)(quan)全(quan)(quan)(quan)覆(fu)蓋、多層次(ci)、經常性(xing)(xing)的(de)安(an)全(quan)(quan)(quan)生產(chan)培訓制度,提升從(cong)業(ye)人員安(an)全(quan)(quan)(quan)素質(zhi)(zhi)以及各方主體(ti)的(de)本(ben)質(zhi)(zhi)安(an)全(quan)(quan)(quan)水平。
(七)全面(mian)提高監管(guan)水平。完(wan)善工(gong)(gong)(gong)程(cheng)質量(liang)安(an)(an)全法(fa)律法(fa)規和管(guan)理(li)(li)(li)制(zhi)度(du),健全企業負責(ze)、政(zheng)府監管(guan)、社(she)會監督(du)(du)的(de)(de)工(gong)(gong)(gong)程(cheng)質量(liang)安(an)(an)全保障(zhang)體系(xi)。強(qiang)(qiang)化(hua)政(zheng)府對(dui)工(gong)(gong)(gong)程(cheng)質量(liang)的(de)(de)監管(guan),明確監管(guan)范圍,落實(shi)監管(guan)責(ze)任(ren),加大抽(chou)(chou)查(cha)抽(chou)(chou)測力(li)度(du),重(zhong)點加強(qiang)(qiang)對(dui)涉及公共安(an)(an)全的(de)(de)工(gong)(gong)(gong)程(cheng)地(di)基基礎、主(zhu)(zhu)體結構(gou)等部(bu)位和竣工(gong)(gong)(gong)驗收等環(huan)節的(de)(de)監督(du)(du)檢查(cha)。加強(qiang)(qiang)工(gong)(gong)(gong)程(cheng)質量(liang)監督(du)(du)隊伍建(jian)設(she),監督(du)(du)機構(gou)履(lv)行(xing)職能所需(xu)經費由同級財政(zheng)預算全額保障(zhang)。政(zheng)府可采取購買(mai)服務(wu)的(de)(de)方式,委托(tuo)具(ju)(ju)備條(tiao)件的(de)(de)社(she)會力(li)量(liang)進行(xing)工(gong)(gong)(gong)程(cheng)質量(liang)監督(du)(du)檢查(cha)。推進工(gong)(gong)(gong)程(cheng)質量(liang)安(an)(an)全標準化(hua)管(guan)理(li)(li)(li),督(du)(du)促各(ge)方主(zhu)(zhu)體健全質量(liang)安(an)(an)全管(guan)控機制(zhi)。強(qiang)(qiang)化(hua)對(dui)工(gong)(gong)(gong)程(cheng)監理(li)(li)(li)的(de)(de)監管(guan),選擇部(bu)分地(di)區開展(zhan)監理(li)(li)(li)單位向政(zheng)府報告質量(liang)監理(li)(li)(li)情況的(de)(de)試點。加強(qiang)(qiang)工(gong)(gong)(gong)程(cheng)質量(liang)檢測機構(gou)管(guan)理(li)(li)(li),嚴(yan)厲打擊(ji)出具(ju)(ju)虛假報告等行(xing)為(wei)。推動發展(zhan)工(gong)(gong)(gong)程(cheng)質量(liang)保險。
五、優化建筑市(shi)場環境(jing)
(八)建(jian)立(li)統(tong)一(yi)開(kai)放市(shi)場。打(da)破(po)區域市(shi)場準入壁壘,取消各(ge)地區、各(ge)行(xing)業(ye)在法(fa)(fa)律、行(xing)政法(fa)(fa)規(gui)(gui)和國(guo)務院規(gui)(gui)定外對(dui)建(jian)筑業(ye)企(qi)(qi)業(ye)設(she)置的(de)不合理準入條件;嚴禁擅(shan)自設(she)立(li)或(huo)變相(xiang)設(she)立(li)審批、備案事項,為建(jian)筑業(ye)企(qi)(qi)業(ye)提供公(gong)平(ping)市(shi)場環境。完善全(quan)國(guo)建(jian)筑市(shi)場監管公(gong)共服務平(ping)臺(tai),加快實現(xian)與全(quan)國(guo)信(xin)用信(xin)息共享(xiang)平(ping)臺(tai)和國(guo)家企(qi)(qi)業(ye)信(xin)用信(xin)息公(gong)示系統(tong)的(de)數(shu)據共享(xiang)交換。建(jian)立(li)建(jian)筑市(shi)場主體黑名單制度,依法(fa)(fa)依規(gui)(gui)全(quan)面公(gong)開(kai)企(qi)(qi)業(ye)和個人信(xin)用記(ji)錄,接受社會監督(du)。
(九(jiu))加強承(cheng)包(bao)(bao)履(lv)約管理。引導承(cheng)包(bao)(bao)企業以銀行保(bao)(bao)函或擔(dan)保(bao)(bao)公司保(bao)(bao)函的形式,向(xiang)建設單位提供履(lv)約擔(dan)保(bao)(bao)。對(dui)采用常規通用技術標準的政府投資(zi)工(gong)(gong)程(cheng)(cheng)(cheng),在原則(ze)上實行最低(di)(di)價(jia)(jia)中(zhong)標的同時(shi),有(you)效發(fa)揮(hui)履(lv)約擔(dan)保(bao)(bao)的作用,防(fang)止惡意低(di)(di)價(jia)(jia)中(zhong)標,確(que)保(bao)(bao)工(gong)(gong)程(cheng)(cheng)(cheng)投資(zi)不超(chao)預(yu)算。嚴厲查處轉包(bao)(bao)和違法分包(bao)(bao)等行為。完(wan)善工(gong)(gong)程(cheng)(cheng)(cheng)量(liang)清單計(ji)價(jia)(jia)體(ti)系和工(gong)(gong)程(cheng)(cheng)(cheng)造價(jia)(jia)信息發(fa)布機制(zhi),形成統一的工(gong)(gong)程(cheng)(cheng)(cheng)造價(jia)(jia)計(ji)價(jia)(jia)規則(ze),合理確(que)定和有(you)效控制(zhi)工(gong)(gong)程(cheng)(cheng)(cheng)造價(jia)(jia)。
(十)規范工(gong)(gong)(gong)(gong)程價款(kuan)結(jie)算。審計(ji)(ji)機(ji)關應依法(fa)加強(qiang)對(dui)以政府投(tou)資為主的(de)公(gong)共工(gong)(gong)(gong)(gong)程建(jian)設項目的(de)審計(ji)(ji)監督,建(jian)設單位(wei)不得將(jiang)未完成審計(ji)(ji)作為延期(qi)工(gong)(gong)(gong)(gong)程結(jie)算、拖(tuo)欠(qian)工(gong)(gong)(gong)(gong)程款(kuan)的(de)理(li)由。未完成竣工(gong)(gong)(gong)(gong)結(jie)算的(de)項目,有(you)關部門不予(yu)辦理(li)產權登記。對(dui)長期(qi)拖(tuo)欠(qian)工(gong)(gong)(gong)(gong)程款(kuan)的(de)單位(wei)不得批(pi)準新項目開工(gong)(gong)(gong)(gong)。嚴(yan)格執行工(gong)(gong)(gong)(gong)程預(yu)付(fu)款(kuan)制度,及時按合同(tong)約定(ding)足額(e)向承包單位(wei)支付(fu)預(yu)付(fu)款(kuan)。通過工(gong)(gong)(gong)(gong)程款(kuan)支付(fu)擔保等經(jing)濟、法(fa)律(lv)手段約束(shu)建(jian)設單位(wei)履約行為,預(yu)防(fang)拖(tuo)欠(qian)工(gong)(gong)(gong)(gong)程款(kuan)。
六、提高從業人(ren)員素質(zhi)
(十(shi)一(yi))加(jia)快培(pei)養建(jian)(jian)筑人(ren)(ren)(ren)(ren)才(cai)(cai)。積極(ji)培(pei)育既有國際視野又有民族自(zi)信的(de)(de)建(jian)(jian)筑師隊伍。加(jia)快培(pei)養熟(shu)悉國際規則的(de)(de)建(jian)(jian)筑業(ye)高級(ji)管(guan)理人(ren)(ren)(ren)(ren)才(cai)(cai)。大力推進(jin)校(xiao)企合作(zuo)(zuo),培(pei)養建(jian)(jian)筑業(ye)專業(ye)人(ren)(ren)(ren)(ren)才(cai)(cai)。加(jia)強工(gong)(gong)(gong)程(cheng)現場管(guan)理人(ren)(ren)(ren)(ren)員和建(jian)(jian)筑工(gong)(gong)(gong)人(ren)(ren)(ren)(ren)的(de)(de)教育培(pei)訓。健全建(jian)(jian)筑業(ye)職業(ye)技(ji)能標準體系,全面實施(shi)(shi)建(jian)(jian)筑業(ye)技(ji)術(shu)工(gong)(gong)(gong)人(ren)(ren)(ren)(ren)職業(ye)技(ji)能鑒(jian)定制(zhi)度。發展一(yi)批建(jian)(jian)筑工(gong)(gong)(gong)人(ren)(ren)(ren)(ren)技(ji)能鑒(jian)定機構,開展建(jian)(jian)筑工(gong)(gong)(gong)人(ren)(ren)(ren)(ren)技(ji)能評價工(gong)(gong)(gong)作(zuo)(zuo)。通過制(zhi)定施(shi)(shi)工(gong)(gong)(gong)現場技(ji)能工(gong)(gong)(gong)人(ren)(ren)(ren)(ren)基本配備標準、發布各(ge)個(ge)技(ji)能等(deng)級(ji)和工(gong)(gong)(gong)種的(de)(de)人(ren)(ren)(ren)(ren)工(gong)(gong)(gong)成(cheng)本信息等(deng)方式,引導企業(ye)將工(gong)(gong)(gong)資分(fen)配向關鍵(jian)技(ji)術(shu)技(ji)能崗位傾斜。大力弘揚工(gong)(gong)(gong)匠精神,培(pei)養高素質建(jian)(jian)筑工(gong)(gong)(gong)人(ren)(ren)(ren)(ren),到(dao)2020年建(jian)(jian)筑業(ye)中(zhong)級(ji)工(gong)(gong)(gong)技(ji)能水(shui)平以上的(de)(de)建(jian)(jian)筑工(gong)(gong)(gong)人(ren)(ren)(ren)(ren)數量達(da)到(dao)300萬,2025年達(da)到(dao)1000萬。
(十(shi)二(er))改(gai)革建(jian)(jian)筑(zhu)(zhu)(zhu)用工(gong)(gong)(gong)制(zhi)度。推動建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)(ye)勞務企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)轉(zhuan)型,大力發(fa)展(zhan)木工(gong)(gong)(gong)、電工(gong)(gong)(gong)、砌(qi)筑(zhu)(zhu)(zhu)、鋼(gang)筋制(zhi)作(zuo)等(deng)以(yi)作(zuo)業(ye)(ye)(ye)(ye)(ye)(ye)為主(zhu)的(de)(de)專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)。以(yi)專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)為建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)(gong)人(ren)的(de)(de)主(zhu)要載體,逐步實現(xian)建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)(gong)人(ren)公(gong)司化、專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)化管理。鼓勵現(xian)有專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)進一步做專(zhuan)做精,增強競爭力,推動形成一批(pi)以(yi)作(zuo)業(ye)(ye)(ye)(ye)(ye)(ye)為主(zhu)的(de)(de)建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)(ye)專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)。促進建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)(ye)農(nong)民(min)工(gong)(gong)(gong)向技術工(gong)(gong)(gong)人(ren)轉(zhuan)型,著力穩定和擴大建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)(ye)農(nong)民(min)工(gong)(gong)(gong)就業(ye)(ye)(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)(ye)(ye)。建(jian)(jian)立(li)全(quan)國建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)(gong)人(ren)管理服務信(xin)息(xi)(xi)平(ping)臺(tai),開展(zhan)建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)(gong)人(ren)實名(ming)制(zhi)管理,記(ji)錄(lu)建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)(gong)人(ren)的(de)(de)身份信(xin)息(xi)(xi)、培(pei)訓情況、職業(ye)(ye)(ye)(ye)(ye)(ye)技能、從(cong)業(ye)(ye)(ye)(ye)(ye)(ye)記(ji)錄(lu)等(deng)信(xin)息(xi)(xi),逐步實現(xian)全(quan)覆蓋。
(十(shi)三)保(bao)(bao)護(hu)工(gong)(gong)人(ren)合(he)法(fa)權益(yi)。全(quan)(quan)面落實勞(lao)動(dong)合(he)同制度,加大(da)監察力度,督促施工(gong)(gong)單(dan)位與招用(yong)的(de)建筑(zhu)工(gong)(gong)人(ren)依(yi)法(fa)簽訂勞(lao)動(dong)合(he)同,到2020年基本實現勞(lao)動(dong)合(he)同全(quan)(quan)覆蓋。健全(quan)(quan)工(gong)(gong)資(zi)(zi)支付(fu)(fu)保(bao)(bao)障制度,按照誰用(yong)工(gong)(gong)誰負責(ze)(ze)(ze)和(he)總承包負總責(ze)(ze)(ze)的(de)原(yuan)則,落實企(qi)業工(gong)(gong)資(zi)(zi)支付(fu)(fu)責(ze)(ze)(ze)任(ren),依(yi)法(fa)按月足額發放工(gong)(gong)人(ren)工(gong)(gong)資(zi)(zi)。將存(cun)在(zai)拖欠(qian)工(gong)(gong)資(zi)(zi)行為的(de)企(qi)業列入黑名單(dan),對其采取(qu)限制市場準(zhun)入等懲(cheng)戒(jie)措施,情節(jie)嚴重的(de)降低資(zi)(zi)質等級。建立健全(quan)(quan)與建筑(zhu)業相適應(ying)的(de)社會保(bao)(bao)險參(can)保(bao)(bao)繳費方式,大(da)力推(tui)進(jin)建筑(zhu)施工(gong)(gong)單(dan)位參(can)加工(gong)(gong)傷(shang)保(bao)(bao)險。施工(gong)(gong)單(dan)位應(ying)履行社會責(ze)(ze)(ze)任(ren),不斷改善(shan)建筑(zhu)工(gong)(gong)人(ren)的(de)工(gong)(gong)作環境,提(ti)升職業健康水平,促進(jin)建筑(zhu)工(gong)(gong)人(ren)穩定就業。
七、推進建筑產業現代化
(十四)推(tui)廣智能(neng)和(he)(he)裝配(pei)(pei)式(shi)建筑(zhu)(zhu)。堅持標準化設計、工廠化生產、裝配(pei)(pei)化施工、一體化裝修(xiu)、信息化管理(li)、智能(neng)化應用,推(tui)動(dong)建造(zao)方(fang)式(shi)創新,大力(li)發(fa)展(zhan)裝配(pei)(pei)式(shi)混凝(ning)土和(he)(he)鋼結構建筑(zhu)(zhu),在具(ju)備(bei)條件的地方(fang)倡導發(fa)展(zhan)現代木結構建筑(zhu)(zhu),不斷提高裝配(pei)(pei)式(shi)建筑(zhu)(zhu)在新建建筑(zhu)(zhu)中(zhong)的比例(li)。力(li)爭用10年(nian)左右的時間(jian),使裝配(pei)(pei)式(shi)建筑(zhu)(zhu)占新建建筑(zhu)(zhu)面積(ji)的比例(li)達(da)到30%。在新建建筑(zhu)(zhu)和(he)(he)既有(you)建筑(zhu)(zhu)改造(zao)中(zhong)推(tui)廣普及智能(neng)化應用,完善智能(neng)化系統運行(xing)維護機(ji)制,實現建筑(zhu)(zhu)舒(shu)適安全、節能(neng)高效。
(十五(wu))提(ti)(ti)升(sheng)建(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)(ji)水平。建(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)(ji)應(ying)體(ti)現地(di)域特征、民族特點(dian)和時代風貌,突出建(jian)(jian)筑(zhu)(zhu)使用(yong)功能及節能、節水、節地(di)、節材和環保等要求,提(ti)(ti)供功能適用(yong)、經濟合(he)理(li)、安全(quan)可靠、技術先進、環境(jing)協調的(de)(de)建(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)(ji)產品。健全(quan)適應(ying)建(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)(ji)特點(dian)的(de)(de)招標(biao)投標(biao)制度,推行(xing)設(she)(she)計(ji)(ji)團隊(dui)招標(biao)、設(she)(she)計(ji)(ji)方(fang)案招標(biao)等方(fang)式。促進國內外建(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)(ji)企業公平競爭,培育(yu)有(you)國際競爭力(li)的(de)(de)建(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)(ji)隊(dui)伍。倡(chang)導開展建(jian)(jian)筑(zhu)(zhu)評論,促進建(jian)(jian)筑(zhu)(zhu)設(she)(she)計(ji)(ji)理(li)念的(de)(de)融(rong)合(he)和升(sheng)華(hua)。
(十六)加(jia)強技術研發(fa)應用(yong)。加(jia)快先進建(jian)造設(she)(she)備、智能(neng)設(she)(she)備的(de)(de)(de)研發(fa)、制造和(he)(he)推廣應用(yong),提(ti)升各類施(shi)工機(ji)具的(de)(de)(de)性(xing)能(neng)和(he)(he)效率,提(ti)高機(ji)械化施(shi)工程度。限(xian)制和(he)(he)淘汰落(luo)后、危險工藝工法,保障(zhang)生產(chan)施(shi)工安全(quan)。積極支持建(jian)筑業科(ke)研工作,大幅提(ti)高技術創(chuang)新對(dui)產(chan)業發(fa)展的(de)(de)(de)貢獻率。加(jia)快推進建(jian)筑信息模型(xing)(BIM)技術在規劃(hua)、勘察、設(she)(she)計、施(shi)工和(he)(he)運營維(wei)護全(quan)過(guo)程的(de)(de)(de)集成應用(yong),實現工程建(jian)設(she)(she)項目全(quan)生命周(zhou)期(qi)數據共享(xiang)和(he)(he)信息化管理,為項目方案優化和(he)(he)科(ke)學決策(ce)提(ti)供依(yi)據,促(cu)進建(jian)筑業提(ti)質增效。
(十(shi)七(qi))完善工(gong)程建(jian)設(she)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)。整合(he)精簡強(qiang)制(zhi)性(xing)(xing)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun),適(shi)度提(ti)高(gao)安全、質量、性(xing)(xing)能(neng)、健康、節能(neng)等強(qiang)制(zhi)性(xing)(xing)指標(biao)(biao)要(yao)求,逐步提(ti)高(gao)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)水平。積極培(pei)育團體標(biao)(biao)準(zhun)(zhun)(zhun)(zhun),鼓勵具備相應能(neng)力的(de)(de)(de)(de)行業(ye)協會、產業(ye)聯盟等主體共同制(zhi)定滿足市(shi)場和創新(xin)需要(yao)的(de)(de)(de)(de)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun),建(jian)立強(qiang)制(zhi)性(xing)(xing)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)與(yu)團體標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)相結合(he)的(de)(de)(de)(de)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)供給(gei)體制(zhi),增加標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)有效供給(gei)。及時開展標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)復審(shen),加快標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)修訂,提(ti)高(gao)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)的(de)(de)(de)(de)時效性(xing)(xing)。加強(qiang)科(ke)技研發與(yu)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)制(zhi)定的(de)(de)(de)(de)信息溝(gou)通,建(jian)立全國工(gong)程建(jian)設(she)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)專(zhuan)家委員會,為(wei)工(gong)程建(jian)設(she)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化工(gong)作提(ti)供技術支撐,提(ti)高(gao)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)的(de)(de)(de)(de)質量和水平。
八、加快建(jian)筑業(ye)企業(ye)“走出(chu)去”
(十八)加強(qiang)中(zhong)外(wai)(wai)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)銜接。積(ji)極開展中(zhong)外(wai)(wai)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)對比研(yan)究,適應國(guo)際通行(xing)的標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)內容結構、要素指(zhi)標(biao)(biao)(biao)(biao)(biao)(biao)和相關(guan)術(shu)語,縮小中(zhong)國(guo)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)與國(guo)外(wai)(wai)先進標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)的技術(shu)差距。加大(da)中(zhong)國(guo)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)外(wai)(wai)文版翻譯(yi)和宣傳推(tui)廣力度,以“一(yi)帶一(yi)路”戰略為引領,優(you)先在對外(wai)(wai)投資、技術(shu)輸出和援建工(gong)程(cheng)項目中(zhong)推(tui)廣應用。積(ji)極參加國(guo)際標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)認證、交流等活動,開展工(gong)程(cheng)技術(shu)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)的雙邊合作。到(dao)2025年(nian),實(shi)現(xian)工(gong)程(cheng)建設國(guo)家標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)全部有外(wai)(wai)文版。
(十九)提高(gao)對(dui)外(wai)承(cheng)(cheng)(cheng)包能力。統籌協(xie)調建(jian)(jian)筑(zhu)業(ye)“走出(chu)去(qu)”,充分發(fa)揮(hui)我(wo)國(guo)(guo)建(jian)(jian)筑(zhu)業(ye)企業(ye)在(zai)高(gao)鐵、公路(lu)、電力、港口、機場、油氣長輸管(guan)道、高(gao)層建(jian)(jian)筑(zhu)等(deng)工程(cheng)(cheng)建(jian)(jian)設方面的(de)比較優勢,有(you)目標(biao)、有(you)重點、有(you)組織(zhi)地對(dui)外(wai)承(cheng)(cheng)(cheng)包工程(cheng)(cheng),參(can)與(yu)“一帶一路(lu)”建(jian)(jian)設。建(jian)(jian)筑(zhu)業(ye)企業(ye)要加大(da)對(dui)國(guo)(guo)際標(biao)準的(de)研究力度,積極(ji)(ji)適應國(guo)(guo)際標(biao)準,加強(qiang)對(dui)外(wai)承(cheng)(cheng)(cheng)包工程(cheng)(cheng)質量(liang)、履約等(deng)方面管(guan)理,在(zai)援(yuan)外(wai)住房等(deng)民(min)生(sheng)項目中發(fa)揮(hui)積極(ji)(ji)作用。鼓(gu)勵大(da)企業(ye)帶動中小(xiao)企業(ye)、沿(yan)海(hai)沿(yan)邊(bian)地區企業(ye)合作“出(chu)海(hai)”,積極(ji)(ji)有(you)序開拓國(guo)(guo)際市(shi)場,避免惡性競爭(zheng)。引(yin)導對(dui)外(wai)承(cheng)(cheng)(cheng)包工程(cheng)(cheng)企業(ye)向(xiang)項目融(rong)資、設計咨詢、后續運(yun)營(ying)維護管(guan)理等(deng)高(gao)附加值的(de)領域(yu)有(you)序拓展。推動企業(ye)提高(gao)屬地化經營(ying)水平(ping),實現(xian)與(yu)所(suo)在(zai)國(guo)(guo)家(jia)和(he)地區互利共贏。
(二十)加(jia)大政策(ce)扶持力度。加(jia)強建(jian)筑(zhu)業(ye)(ye)“走出去”相關(guan)主管部(bu)(bu)門(men)間的溝通協調和信息共享。到2025年,與(yu)大部(bu)(bu)分(fen)“一帶一路”沿線(xian)國(guo)家(jia)和地區簽訂雙邊工(gong)程建(jian)設合(he)作(zuo)(zuo)備忘錄,同時爭取(qu)在雙邊自貿協定中納入相關(guan)內容,推進建(jian)設領(ling)域執業(ye)(ye)資格國(guo)際互(hu)認。綜合(he)發揮(hui)各(ge)類金融工(gong)具的作(zuo)(zuo)用,重點(dian)支持對(dui)外經濟合(he)作(zuo)(zuo)中建(jian)筑(zhu)領(ling)域的重大戰略項目(mu)。借(jie)鑒國(guo)際通行的項目(mu)融資模式,按照(zhao)風(feng)險可(ke)(ke)控(kong)、商業(ye)(ye)可(ke)(ke)持續原則,加(jia)大對(dui)建(jian)筑(zhu)業(ye)(ye)“走出去”的金融支持力度。
各(ge)地區(qu)、各(ge)部門要高度(du)重視(shi)深化建筑(zhu)業(ye)(ye)(ye)改(gai)革工(gong)作,健全(quan)工(gong)作機制,明確(que)任(ren)務(wu)分工(gong),及(ji)時研(yan)究解(jie)決建筑(zhu)業(ye)(ye)(ye)改(gai)革發展(zhan)中的(de)重大問題,完(wan)善相關政(zheng)策,確(que)保按期(qi)完(wan)成各(ge)項(xiang)改(gai)革任(ren)務(wu)。加快推動(dong)修訂建筑(zhu)法(fa)、招標投(tou)標法(fa)等法(fa)律,完(wan)善相關法(fa)律法(fa)規。充分發揮(hui)協會商(shang)會熟(shu)悉行(xing)(xing)(xing)業(ye)(ye)(ye)、貼近企業(ye)(ye)(ye)的(de)優勢(shi),及(ji)時反映企業(ye)(ye)(ye)訴求,反饋政(zheng)策落實情況(kuang),發揮(hui)好規范行(xing)(xing)(xing)業(ye)(ye)(ye)秩序、建立從(cong)業(ye)(ye)(ye)人員行(xing)(xing)(xing)為準則(ze)、促進企業(ye)(ye)(ye)誠信經營等方面(mian)的(de)自(zi)律作用。
