建(jian)(jian)(jian)筑(zhu)業(ye)(ye)是國(guo)(guo)民(min)經(jing)(jing)濟(ji)的(de)(de)支(zhi)柱產業(ye)(ye)。改(gai)革開放以(yi)來,我國(guo)(guo)建(jian)(jian)(jian)筑(zhu)業(ye)(ye)快速發(fa)展(zhan),建(jian)(jian)(jian)造能(neng)力不(bu)(bu)斷(duan)增強(qiang),產業(ye)(ye)規(gui)模不(bu)(bu)斷(duan)擴大,吸納了大量(liang)農村轉移勞動力,帶動了大量(liang)關聯產業(ye)(ye),對經(jing)(jing)濟(ji)社會發(fa)展(zhan)、城鄉建(jian)(jian)(jian)設(she)和民(min)生改(gai)善作(zuo)出了重要貢獻。但也要看到,建(jian)(jian)(jian)筑(zhu)業(ye)(ye)仍然大而不(bu)(bu)強(qiang),監管體制機制不(bu)(bu)健(jian)全、工(gong)程建(jian)(jian)(jian)設(she)組織方式落后、建(jian)(jian)(jian)筑(zhu)設(she)計水(shui)平(ping)有(you)待提高、質(zhi)量(liang)安全事故(gu)時有(you)發(fa)生、市場(chang)違法違規(gui)行為(wei)較多、企業(ye)(ye)核心競爭力不(bu)(bu)強(qiang)、工(gong)人技能(neng)素質(zhi)偏(pian)低(di)等(deng)問題較為(wei)突出。為(wei)貫(guan)徹落實(shi)《中共中央 國(guo)(guo)務院關于進(jin)(jin)一步加(jia)(jia)強(qiang)城市規(gui)劃建(jian)(jian)(jian)設(she)管理工(gong)作(zuo)的(de)(de)若干意見》,進(jin)(jin)一步深(shen)化(hua)建(jian)(jian)(jian)筑(zhu)業(ye)(ye)“放管服”改(gai)革,加(jia)(jia)快產業(ye)(ye)升級,促進(jin)(jin)建(jian)(jian)(jian)筑(zhu)業(ye)(ye)持續健(jian)康發(fa)展(zhan),為(wei)新型城鎮(zhen)化(hua)提供(gong)支(zhi)撐,經(jing)(jing)國(guo)(guo)務院同意,現提出以(yi)下意見:
一、總體(ti)要(yao)求
全面貫(guan)徹(che)黨(dang)的(de)十八(ba)(ba)大和(he)十八(ba)(ba)屆(jie)二中(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)、四(si)中(zhong)(zhong)(zhong)、五中(zhong)(zhong)(zhong)、六中(zhong)(zhong)(zhong)全會以及中(zhong)(zhong)(zhong)央(yang)經(jing)濟(ji)工作會議、中(zhong)(zhong)(zhong)央(yang)城(cheng)鎮化(hua)工作會議、中(zhong)(zhong)(zhong)央(yang)城(cheng)市工作會議精(jing)神(shen),深入貫(guan)徹(che)習近平總書記(ji)系列重要講話(hua)精(jing)神(shen)和(he)治國理(li)政新(xin)(xin)理(li)念新(xin)(xin)思想新(xin)(xin)戰略,認真落實黨(dang)中(zhong)(zhong)(zhong)央(yang)、國務院(yuan)決策(ce)部署,統籌(chou)推(tui)進“五位(wei)一體(ti)”總體(ti)布(bu)局和(he)協(xie)調(diao)推(tui)進“四(si)個(ge)全面”戰略布(bu)局,牢固(gu)樹立和(he)貫(guan)徹(che)落實創(chuang)新(xin)(xin)、協(xie)調(diao)、綠色(se)、開(kai)放、共享(xiang)的(de)發(fa)展理(li)念,堅持以推(tui)進供給(gei)側結構性(xing)改革為主線(xian),按(an)照適用、經(jing)濟(ji)、安全、綠色(se)、美觀的(de)要求,深化(hua)建(jian)筑業“放管(guan)(guan)服”改革,完(wan)善(shan)監管(guan)(guan)體(ti)制機(ji)制,優化(hua)市場(chang)環境,提升工程質量安全水(shui)平,強化(hua)隊伍建(jian)設,增強企業核心競爭力,促進建(jian)筑業持續健(jian)康(kang)發(fa)展,打造“中(zhong)(zhong)(zhong)國建(jian)造”品牌。
二、深化(hua)建筑業(ye)簡政放權改革(ge)
(一(yi))優化資(zi)質資(zi)格(ge)管理。進一(yi)步簡化工程建(jian)設企業(ye)資(zi)質類(lei)別(bie)和(he)(he)等(deng)級設置(zhi),減少不必要的資(zi)質認(ren)定。選(xuan)擇部分地區開(kai)展試點,對信(xin)用良好(hao)、具有相(xiang)關專業(ye)技(ji)術能力(li)、能夠提供足額(e)擔保(bao)的企業(ye),在其資(zi)質類(lei)別(bie)內(nei)放寬承攬(lan)業(ye)務(wu)(wu)范圍限制,同時,加快完善信(xin)用體系、工程擔保(bao)及個(ge)人(ren)執(zhi)(zhi)(zhi)業(ye)資(zi)格(ge)等(deng)相(xiang)關配套制度(du),加強事中事后(hou)監管。強化個(ge)人(ren)執(zhi)(zhi)(zhi)業(ye)資(zi)格(ge)管理,明晰注冊執(zhi)(zhi)(zhi)業(ye)人(ren)員(yuan)的權利、義務(wu)(wu)和(he)(he)責任,加大執(zhi)(zhi)(zhi)業(ye)責任追究力(li)度(du)。有序(xu)發展個(ge)人(ren)執(zhi)(zhi)(zhi)業(ye)事務(wu)(wu)所,推(tui)動建(jian)立(li)個(ge)人(ren)執(zhi)(zhi)(zhi)業(ye)保(bao)險制度(du)。大力(li)推(tui)行(xing)(xing)“互聯(lian)網+政務(wu)(wu)服務(wu)(wu)”,實行(xing)(xing)“一(yi)站式”網上審批,進一(yi)步提高建(jian)筑(zhu)領域行(xing)(xing)政審批效率。
(二)完善(shan)招(zhao)標(biao)(biao)(biao)投(tou)標(biao)(biao)(biao)制(zhi)度。加(jia)快修訂《工程建設項(xiang)目(mu)招(zhao)標(biao)(biao)(biao)范圍(wei)(wei)和規(gui)(gui)模(mo)標(biao)(biao)(biao)準規(gui)(gui)定(ding)》,縮小并嚴格(ge)界(jie)定(ding)必(bi)須(xu)進(jin)行招(zhao)標(biao)(biao)(biao)的(de)(de)工程建設項(xiang)目(mu)范圍(wei)(wei),放寬(kuan)有關規(gui)(gui)模(mo)標(biao)(biao)(biao)準,防止工程建設項(xiang)目(mu)實(shi)行招(zhao)標(biao)(biao)(biao)“一刀切”。在民間投(tou)資的(de)(de)房屋(wu)建筑(zhu)工程中,探索由(you)建設單位自主決定(ding)發包方式(shi)。將依法必(bi)須(xu)招(zhao)標(biao)(biao)(biao)的(de)(de)工程建設項(xiang)目(mu)納入統一的(de)(de)公共資源交易平臺,遵循公平、公正、公開(kai)和誠信的(de)(de)原則,規(gui)(gui)范招(zhao)標(biao)(biao)(biao)投(tou)標(biao)(biao)(biao)行為。進(jin)一步簡化招(zhao)標(biao)(biao)(biao)投(tou)標(biao)(biao)(biao)程序,盡(jin)快實(shi)現招(zhao)標(biao)(biao)(biao)投(tou)標(biao)(biao)(biao)交易全過(guo)(guo)程電子化,推行網上異地評(ping)標(biao)(biao)(biao)。對依法通過(guo)(guo)競爭性(xing)談(tan)判或單一來源方式(shi)確(que)定(ding)供(gong)應商的(de)(de)政府采購工程建設項(xiang)目(mu),符合相應條件的(de)(de)應當頒發施工許可(ke)證。
三、完(wan)善工程(cheng)建設(she)組(zu)織(zhi)模式
(三)加快推行(xing)工(gong)程(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)。裝配(pei)式(shi)建筑原(yuan)則上應采(cai)用工(gong)程(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)模式(shi)。政府投資(zi)工(gong)程(cheng)(cheng)應完善建設管(guan)理模式(shi),帶頭(tou)推行(xing)工(gong)程(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)。加快完善工(gong)程(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)相關的(de)招標投標、施(shi)工(gong)許可、竣(jun)工(gong)驗收等制(zhi)度規定(ding)。按照總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)負總(zong)責的(de)原(yuan)則,落實(shi)工(gong)程(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)單位在工(gong)程(cheng)(cheng)質量(liang)安全、進度控(kong)制(zhi)、成本(ben)管(guan)理等方(fang)面的(de)責任(ren)。除以暫估價(jia)形式(shi)包(bao)括在工(gong)程(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)范(fan)圍內且依(yi)法(fa)必須進行(xing)招標的(de)項目外,工(gong)程(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)單位可以直接發(fa)包(bao)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)合同中涵蓋的(de)其他(ta)專業業務(wu)。
(四)培育(yu)全(quan)(quan)(quan)過程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)(zi)詢。鼓勵(li)投資咨(zi)(zi)(zi)詢、勘察、設計(ji)、監理(li)、招標代理(li)、造價(jia)等企(qi)業(ye)采取(qu)聯合(he)經(jing)營、并(bing)購重組等方式發展(zhan)全(quan)(quan)(quan)過程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)(zi)詢,培育(yu)一(yi)批具有國際水平的全(quan)(quan)(quan)過程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)(zi)詢企(qi)業(ye)。制定全(quan)(quan)(quan)過程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)(zi)詢服務(wu)技術標準和合(he)同(tong)范本。政府投資工(gong)程(cheng)(cheng)(cheng)應帶頭(tou)推行全(quan)(quan)(quan)過程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)(zi)詢,鼓勵(li)非政府投資工(gong)程(cheng)(cheng)(cheng)委(wei)托全(quan)(quan)(quan)過程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)(zi)詢服務(wu)。在民用(yong)建筑項目中,充(chong)分發揮建筑師的主(zhu)導作用(yong),鼓勵(li)提供全(quan)(quan)(quan)過程(cheng)(cheng)(cheng)工(gong)程(cheng)(cheng)(cheng)咨(zi)(zi)(zi)詢服務(wu)。
四、加強工(gong)程質量安全管理
(五(wu))嚴(yan)格落實(shi)工(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)責(ze)(ze)任。全面落實(shi)各方主(zhu)體的(de)(de)(de)工(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)責(ze)(ze)任,特(te)別要強(qiang)化建(jian)設(she)(she)單位的(de)(de)(de)首要責(ze)(ze)任和勘察、設(she)(she)計、施工(gong)(gong)單位的(de)(de)(de)主(zhu)體責(ze)(ze)任。嚴(yan)格執(zhi)行工(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)終(zhong)身責(ze)(ze)任制,在建(jian)筑(zhu)物明顯部位設(she)(she)置(zhi)永久性標(biao)牌(pai),公示質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)責(ze)(ze)任主(zhu)體和主(zhu)要責(ze)(ze)任人。對(dui)違反(fan)有關(guan)規定、造成(cheng)(cheng)工(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)事故的(de)(de)(de),依(yi)(yi)法(fa)給(gei)予(yu)(yu)責(ze)(ze)任單位停業整(zheng)頓、降低資(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)等級、吊銷資(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)證(zheng)書(shu)(shu)等行政處罰(fa)并通(tong)過國(guo)家企(qi)業信(xin)用信(xin)息公示系統予(yu)(yu)以公示,給(gei)予(yu)(yu)注冊執(zhi)業人員(yuan)暫(zan)停執(zhi)業、吊銷資(zi)格證(zheng)書(shu)(shu)、一定時間直至終(zhong)身不得進入行業等處罰(fa)。對(dui)發生(sheng)工(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)事故造成(cheng)(cheng)損失的(de)(de)(de),要依(yi)(yi)法(fa)追究(jiu)(jiu)經(jing)濟賠償責(ze)(ze)任,情節嚴(yan)重的(de)(de)(de)要追究(jiu)(jiu)有關(guan)單位和人員(yuan)的(de)(de)(de)法(fa)律(lv)責(ze)(ze)任。參與(yu)房地產開發的(de)(de)(de)建(jian)筑(zhu)業企(qi)業應依(yi)(yi)法(fa)合規經(jing)營,提高住宅品質(zhi)(zhi)(zhi)(zhi)(zhi)。
(六)加強安(an)(an)全(quan)生(sheng)產管(guan)(guan)理(li)。全(quan)面落實安(an)(an)全(quan)生(sheng)產責任,加強施(shi)工現場安(an)(an)全(quan)防護,特別要強化對(dui)深基(ji)坑、高(gao)支模、起重(zhong)機(ji)械(xie)等危險性較大的(de)(de)分部(bu)分項(xiang)工程(cheng)的(de)(de)管(guan)(guan)理(li),以(yi)及對(dui)不良地質(zhi)(zhi)地區重(zhong)大工程(cheng)項(xiang)目(mu)的(de)(de)風險評(ping)估或論證。推進(jin)信(xin)息技術與安(an)(an)全(quan)生(sheng)產深度(du)融(rong)合,加快(kuai)建(jian)設建(jian)筑施(shi)工安(an)(an)全(quan)監管(guan)(guan)信(xin)息系統,通過信(xin)息化手段(duan)加強安(an)(an)全(quan)生(sheng)產管(guan)(guan)理(li)。建(jian)立健全(quan)全(quan)覆蓋、多層(ceng)次、經常性的(de)(de)安(an)(an)全(quan)生(sheng)產培訓制度(du),提升從(cong)業人員安(an)(an)全(quan)素質(zhi)(zhi)以(yi)及各方主體的(de)(de)本質(zhi)(zhi)安(an)(an)全(quan)水(shui)平。
(七(qi))全(quan)面提高監(jian)(jian)管(guan)(guan)水平。完善工(gong)(gong)(gong)程(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)安(an)(an)全(quan)法(fa)律法(fa)規和管(guan)(guan)理(li)制度,健(jian)全(quan)企業(ye)負責、政(zheng)府(fu)監(jian)(jian)管(guan)(guan)、社(she)會監(jian)(jian)督(du)(du)的(de)(de)工(gong)(gong)(gong)程(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)安(an)(an)全(quan)保障(zhang)體(ti)系。強(qiang)化(hua)政(zheng)府(fu)對工(gong)(gong)(gong)程(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)的(de)(de)監(jian)(jian)管(guan)(guan),明確監(jian)(jian)管(guan)(guan)范圍(wei),落(luo)實監(jian)(jian)管(guan)(guan)責任,加(jia)(jia)大抽查(cha)(cha)抽測(ce)力(li)度,重點加(jia)(jia)強(qiang)對涉及公共安(an)(an)全(quan)的(de)(de)工(gong)(gong)(gong)程(cheng)(cheng)地基基礎、主(zhu)體(ti)結構(gou)等部位(wei)和竣工(gong)(gong)(gong)驗(yan)收等環節的(de)(de)監(jian)(jian)督(du)(du)檢查(cha)(cha)。加(jia)(jia)強(qiang)工(gong)(gong)(gong)程(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)監(jian)(jian)督(du)(du)隊伍(wu)建設,監(jian)(jian)督(du)(du)機(ji)(ji)構(gou)履行職能所需經(jing)費由同(tong)級財政(zheng)預算(suan)全(quan)額保障(zhang)。政(zheng)府(fu)可采取購(gou)買服務的(de)(de)方式,委托具備條件(jian)的(de)(de)社(she)會力(li)量(liang)(liang)(liang)(liang)(liang)進行工(gong)(gong)(gong)程(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)監(jian)(jian)督(du)(du)檢查(cha)(cha)。推(tui)進工(gong)(gong)(gong)程(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)安(an)(an)全(quan)標準化(hua)管(guan)(guan)理(li),督(du)(du)促各方主(zhu)體(ti)健(jian)全(quan)質(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)安(an)(an)全(quan)管(guan)(guan)控機(ji)(ji)制。強(qiang)化(hua)對工(gong)(gong)(gong)程(cheng)(cheng)監(jian)(jian)理(li)的(de)(de)監(jian)(jian)管(guan)(guan),選擇部分地區開展監(jian)(jian)理(li)單位(wei)向政(zheng)府(fu)報告質(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)監(jian)(jian)理(li)情況的(de)(de)試點。加(jia)(jia)強(qiang)工(gong)(gong)(gong)程(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)檢測(ce)機(ji)(ji)構(gou)管(guan)(guan)理(li),嚴厲打(da)擊出具虛(xu)假報告等行為。推(tui)動(dong)發展工(gong)(gong)(gong)程(cheng)(cheng)質(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)保險。
五、優化建筑市(shi)場環境(jing)
(八)建立統(tong)一開放市場(chang)。打破區域市場(chang)準(zhun)入壁(bi)壘,取消各地區、各行(xing)業(ye)(ye)在法律(lv)、行(xing)政(zheng)法規(gui)和(he)(he)國務院規(gui)定外對(dui)建筑(zhu)(zhu)業(ye)(ye)企(qi)業(ye)(ye)設(she)置的(de)不合(he)理準(zhun)入條(tiao)件;嚴禁擅(shan)自設(she)立或變相設(she)立審批、備案(an)事項,為(wei)建筑(zhu)(zhu)業(ye)(ye)企(qi)業(ye)(ye)提供公平市場(chang)環境。完善全國建筑(zhu)(zhu)市場(chang)監(jian)管(guan)公共服務平臺,加快實(shi)現與(yu)全國信用信息(xi)共享(xiang)平臺和(he)(he)國家企(qi)業(ye)(ye)信用信息(xi)公示系(xi)統(tong)的(de)數據共享(xiang)交換(huan)。建立建筑(zhu)(zhu)市場(chang)主體(ti)黑名單制度,依法依規(gui)全面公開企(qi)業(ye)(ye)和(he)(he)個人信用記錄(lu),接受社會監(jian)督。
(九)加(jia)強承(cheng)包(bao)(bao)履約(yue)(yue)管理(li)。引導(dao)承(cheng)包(bao)(bao)企業以銀行(xing)(xing)保(bao)函或擔保(bao)公司保(bao)函的(de)(de)形(xing)式,向(xiang)建設單(dan)位提(ti)供履約(yue)(yue)擔保(bao)。對采用常規通用技術標準的(de)(de)政府投資(zi)工程,在原則上實行(xing)(xing)最(zui)低(di)價(jia)(jia)中(zhong)標的(de)(de)同(tong)時,有(you)效發(fa)(fa)揮(hui)履約(yue)(yue)擔保(bao)的(de)(de)作(zuo)用,防(fang)止惡意低(di)價(jia)(jia)中(zhong)標,確保(bao)工程投資(zi)不超預(yu)算(suan)。嚴厲查處轉(zhuan)包(bao)(bao)和(he)違法分包(bao)(bao)等行(xing)(xing)為。完善工程量清(qing)單(dan)計價(jia)(jia)體系和(he)工程造價(jia)(jia)信息發(fa)(fa)布機制,形(xing)成(cheng)統一的(de)(de)工程造價(jia)(jia)計價(jia)(jia)規則,合理(li)確定和(he)有(you)效控制工程造價(jia)(jia)。
(十)規范工程(cheng)(cheng)(cheng)價(jia)款(kuan)結(jie)算。審計(ji)機關應依法加強對(dui)以(yi)政府投資為主的公共工程(cheng)(cheng)(cheng)建(jian)設(she)項(xiang)目(mu)(mu)(mu)的審計(ji)監(jian)督,建(jian)設(she)單位不(bu)得將未完(wan)成審計(ji)作為延期(qi)工程(cheng)(cheng)(cheng)結(jie)算、拖(tuo)(tuo)欠(qian)(qian)(qian)工程(cheng)(cheng)(cheng)款(kuan)的理由(you)。未完(wan)成竣工結(jie)算的項(xiang)目(mu)(mu)(mu),有關部門不(bu)予辦理產權登記。對(dui)長(chang)期(qi)拖(tuo)(tuo)欠(qian)(qian)(qian)工程(cheng)(cheng)(cheng)款(kuan)的單位不(bu)得批準(zhun)新項(xiang)目(mu)(mu)(mu)開工。嚴格執行(xing)工程(cheng)(cheng)(cheng)預(yu)付款(kuan)制度(du),及時按合同約(yue)定足額向承包(bao)單位支付預(yu)付款(kuan)。通過工程(cheng)(cheng)(cheng)款(kuan)支付擔保(bao)等經濟、法律手段約(yue)束建(jian)設(she)單位履約(yue)行(xing)為,預(yu)防拖(tuo)(tuo)欠(qian)(qian)(qian)工程(cheng)(cheng)(cheng)款(kuan)。
六、提(ti)高從業人員素(su)質

(十二)改革建(jian)(jian)筑(zhu)(zhu)(zhu)用工(gong)制度。推(tui)動建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)(ye)勞(lao)務(wu)企(qi)(qi)業(ye)(ye)(ye)轉型,大力(li)發展木(mu)工(gong)、電工(gong)、砌筑(zhu)(zhu)(zhu)、鋼筋制作等以(yi)作業(ye)(ye)(ye)為主(zhu)的(de)(de)專(zhuan)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)。以(yi)專(zhuan)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)為建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)人的(de)(de)主(zhu)要載(zai)體,逐步實現(xian)建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)人公(gong)司化(hua)、專(zhuan)業(ye)(ye)(ye)化(hua)管(guan)理。鼓勵現(xian)有專(zhuan)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)進一(yi)步做(zuo)專(zhuan)做(zuo)精,增強競(jing)爭力(li),推(tui)動形成(cheng)一(yi)批以(yi)作業(ye)(ye)(ye)為主(zhu)的(de)(de)建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)(ye)專(zhuan)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)。促進建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)(ye)農民工(gong)向技術(shu)工(gong)人轉型,著力(li)穩定和擴大建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)(ye)農民工(gong)就業(ye)(ye)(ye)創業(ye)(ye)(ye)。建(jian)(jian)立(li)全國建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)人管(guan)理服務(wu)信(xin)息平(ping)臺(tai),開展建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)人實名制管(guan)理,記錄(lu)建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)人的(de)(de)身(shen)份信(xin)息、培訓情況、職(zhi)業(ye)(ye)(ye)技能、從業(ye)(ye)(ye)記錄(lu)等信(xin)息,逐步實現(xian)全覆蓋。
(十三)保(bao)護工(gong)(gong)(gong)(gong)(gong)人(ren)合法權益。全面(mian)落實(shi)勞動合同(tong)制度,加(jia)大監察力(li)度,督(du)促(cu)施(shi)工(gong)(gong)(gong)(gong)(gong)單(dan)位與招用的建(jian)筑工(gong)(gong)(gong)(gong)(gong)人(ren)依(yi)法簽訂勞動合同(tong),到2020年基(ji)本實(shi)現勞動合同(tong)全覆(fu)蓋。健全工(gong)(gong)(gong)(gong)(gong)資支(zhi)付保(bao)障制度,按(an)照誰用工(gong)(gong)(gong)(gong)(gong)誰負責和(he)總承包負總責的原則,落實(shi)企(qi)業工(gong)(gong)(gong)(gong)(gong)資支(zhi)付責任(ren),依(yi)法按(an)月(yue)足額(e)發放工(gong)(gong)(gong)(gong)(gong)人(ren)工(gong)(gong)(gong)(gong)(gong)資。將(jiang)存在(zai)拖欠工(gong)(gong)(gong)(gong)(gong)資行為的企(qi)業列(lie)入黑名單(dan),對(dui)其采(cai)取限制市場(chang)準入等(deng)懲戒措施(shi),情節嚴重(zhong)的降低資質等(deng)級。建(jian)立健全與建(jian)筑業相適應的社(she)會(hui)保(bao)險(xian)參保(bao)繳費方式,大力(li)推進建(jian)筑施(shi)工(gong)(gong)(gong)(gong)(gong)單(dan)位參加(jia)工(gong)(gong)(gong)(gong)(gong)傷保(bao)險(xian)。施(shi)工(gong)(gong)(gong)(gong)(gong)單(dan)位應履(lv)行社(she)會(hui)責任(ren),不斷(duan)改(gai)善建(jian)筑工(gong)(gong)(gong)(gong)(gong)人(ren)的工(gong)(gong)(gong)(gong)(gong)作環境,提升職(zhi)業健康水平,促(cu)進建(jian)筑工(gong)(gong)(gong)(gong)(gong)人(ren)穩定(ding)就業。

(十五(wu))提(ti)升(sheng)建筑(zhu)設計(ji)(ji)水(shui)平(ping)。建筑(zhu)設計(ji)(ji)應體現地(di)域特征、民族特點和(he)時代風貌(mao),突(tu)出建筑(zhu)使用功(gong)能及節能、節水(shui)、節地(di)、節材和(he)環保(bao)等要求,提(ti)供(gong)功(gong)能適用、經(jing)濟合(he)(he)理、安全可靠、技(ji)術先進、環境協(xie)調的(de)建筑(zhu)設計(ji)(ji)產品。健全適應建筑(zhu)設計(ji)(ji)特點的(de)招(zhao)(zhao)標投(tou)標制度(du),推行設計(ji)(ji)團(tuan)隊招(zhao)(zhao)標、設計(ji)(ji)方(fang)案招(zhao)(zhao)標等方(fang)式。促進國(guo)(guo)內外建筑(zhu)設計(ji)(ji)企(qi)業公平(ping)競(jing)(jing)爭(zheng),培(pei)育有國(guo)(guo)際競(jing)(jing)爭(zheng)力(li)的(de)建筑(zhu)設計(ji)(ji)隊伍。倡導開展建筑(zhu)評(ping)論(lun),促進建筑(zhu)設計(ji)(ji)理念的(de)融合(he)(he)和(he)升(sheng)華。
