為貫徹落實《國(guo)務院(yuan)辦公(gong)廳關于促(cu)進建(jian)(jian)筑(zhu)業持續健(jian)康發展(zhan)的意(yi)(yi)見》(國(guo)辦發〔2017〕19號),進一步深化工程建(jian)(jian)設管理改革,加快發展(zhan)步伐,推(tui)動我(wo)省(sheng)向建(jian)(jian)筑(zhu)業大省(sheng)強省(sheng)邁(mai)進,經省(sheng)政府(fu)同意(yi)(yi),提出以下實施意(yi)(yi)見。
一、總體要(yao)求(qiu)
(一)指導(dao)思(si)想(xiang)。深入(ru)貫徹落實黨的(de)十九大(da)精神(shen),以習(xi)近平新時代中國特(te)色社會主義(yi)思(si)想(xiang)為(wei)指導(dao),以深化(hua)供(gong)給側結構(gou)性(xing)改革(ge)(ge)為(wei)主線,強(qiang)化(hua)精品意識,加快改革(ge)(ge)創新,推進建(jian)(jian)筑(zhu)業轉型升級,壯大(da)建(jian)(jian)筑(zhu)業規模,提升質量安(an)全水平,增強(qiang)核心(xin)競爭(zheng)力(li)(li),打造“安(an)徽(hui)建(jian)(jian)造”品牌,建(jian)(jian)設建(jian)(jian)筑(zhu)業大(da)省(sheng)強(qiang)省(sheng),為(wei)建(jian)(jian)設現代化(hua)五(wu)大(da)發(fa)展美好安(an)徽(hui)提供(gong)有力(li)(li)支撐。
(二)總體目(mu)標。到2020年(nian),建(jian)(jian)(jian)筑(zhu)(zhu)業行(xing)政許可、工(gong)程建(jian)(jian)(jian)設組織模(mo)式、工(gong)程建(jian)(jian)(jian)造(zao)方式、建(jian)(jian)(jian)筑(zhu)(zhu)勞務用工(gong)機制等改革取得重(zhong)要進展,監(jian)管體制更加健(jian)全(quan),市(shi)場活力(li)明(ming)顯增強,建(jian)(jian)(jian)筑(zhu)(zhu)品(pin)質顯著提升,建(jian)(jian)(jian)筑(zhu)(zhu)業外向度進一步提高,全(quan)省(sheng)建(jian)(jian)(jian)筑(zhu)(zhu)業增加值達2300億元(yuan),年(nian)產值超(chao)過(guo)(guo)100億元(yuan)的建(jian)(jian)(jian)筑(zhu)(zhu)業企業達12家、超(chao)過(guo)(guo)50億元(yuan)的企業達30家,以作業為主的專業企業蓬勃發展。
二、深化簡政放權改(gai)革(ge)
(三(san))優化(hua)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)資(zi)(zi)(zi)格(ge)(ge)(ge)管(guan)理(li)(li)。已(yi)取得施工(gong)(gong)(gong)(gong)(gong)總(zong)承(cheng)包(bao)(bao)(bao)(bao)類別中任意1項(xiang)特級(ji)和(he)(he)2項(xiang)一(yi)級(ji)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)的(de)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye),可(ke)直接(jie)(jie)申(shen)請省(sheng)(sheng)級(ji)權限(xian)內的(de)其他專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)承(cheng)包(bao)(bao)(bao)(bao)工(gong)(gong)(gong)(gong)(gong)程(cheng)一(yi)級(ji)和(he)(he)施工(gong)(gong)(gong)(gong)(gong)總(zong)承(cheng)包(bao)(bao)(bao)(bao)二級(ji)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)。對(dui)裝配式建(jian)(jian)(jian)筑(zhu)(zhu)生產企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye),經考(kao)核(he)滿足(zu)生產基本(ben)條件、具有一(yi)定(ding)(ding)裝配施工(gong)(gong)(gong)(gong)(gong)能力(li),其項(xiang)目(mu)經理(li)(li)和(he)(he)技術負責人(ren)(ren)具有相(xiang)關業(ye)(ye)(ye)(ye)(ye)(ye)績的(de),可(ke)直接(jie)(jie)申(shen)請建(jian)(jian)(jian)筑(zhu)(zhu)工(gong)(gong)(gong)(gong)(gong)程(cheng)施工(gong)(gong)(gong)(gong)(gong)總(zong)承(cheng)包(bao)(bao)(bao)(bao)二級(ji)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)。對(dui)具有施工(gong)(gong)(gong)(gong)(gong)總(zong)承(cheng)包(bao)(bao)(bao)(bao)一(yi)級(ji)及以上資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)的(de)建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye),可(ke)直接(jie)(jie)許可(ke)裝飾裝修工(gong)(gong)(gong)(gong)(gong)程(cheng)專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)承(cheng)包(bao)(bao)(bao)(bao)一(yi)級(ji)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)。對(dui)從事(shi)境外承(cheng)包(bao)(bao)(bao)(bao)工(gong)(gong)(gong)(gong)(gong)程(cheng)的(de)建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye),在申(shen)請建(jian)(jian)(jian)筑(zhu)(zhu)、市政(zheng)(zheng)、交通、水利、通信等(deng)施工(gong)(gong)(gong)(gong)(gong)二級(ji)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)時,給予政(zheng)(zheng)策支持。對(dui)具有相(xiang)關專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)技術能力(li)、信用良好(hao)、能夠提(ti)供足(zu)額擔保的(de)建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye),可(ke)按規(gui)定(ding)(ding)承(cheng)接(jie)(jie)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)類別內上一(yi)等(deng)級(ji)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)一(yi)定(ding)(ding)范圍的(de)工(gong)(gong)(gong)(gong)(gong)程(cheng),具體規(gui)定(ding)(ding)由省(sheng)(sheng)相(xiang)關行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)主管(guan)部門制(zhi)定(ding)(ding)。完(wan)善注(zhu)冊執(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)資(zi)(zi)(zi)格(ge)(ge)(ge)考(kao)試(shi)辦法,對(dui)長期從事(shi)工(gong)(gong)(gong)(gong)(gong)程(cheng)技術、管(guan)理(li)(li)的(de)人(ren)(ren)員(yuan),可(ke)突出實踐能力(li)和(he)(he)專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)知識(shi)考(kao)核(he),適(shi)當減(jian)免(mian)考(kao)試(shi)科目(mu)。全(quan)面推行(xing)“互聯網+政(zheng)(zheng)務(wu)服務(wu)”,依托(tuo)大數(shu)據(ju),實行(xing)建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)、人(ren)(ren)員(yuan)執(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)資(zi)(zi)(zi)格(ge)(ge)(ge)注(zhu)冊“智慧審批”,推進資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)資(zi)(zi)(zi)格(ge)(ge)(ge)證書電子化(hua)。加強(qiang)事(shi)中事(shi)后監(jian)管(guan),強(qiang)化(hua)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)人(ren)(ren)員(yuan)執(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)資(zi)(zi)(zi)格(ge)(ge)(ge)和(he)(he)項(xiang)目(mu)管(guan)理(li)(li),發(fa)揮社會(hui)信用、工(gong)(gong)(gong)(gong)(gong)程(cheng)擔保、保險等(deng)市場機制(zhi)的(de)作用。(牽頭責任單位:省(sheng)(sheng)住(zhu)房城鄉建(jian)(jian)(jian)設廳;配合單位:省(sheng)(sheng)人(ren)(ren)力(li)資(zi)(zi)(zi)源社會(hui)保障廳、省(sheng)(sheng)交通運輸廳、省(sheng)(sheng)水利廳、省(sheng)(sheng)公安廳、省(sheng)(sheng)通信管(guan)理(li)(li)局等(deng))
(四)推行(xing)建(jian)(jian)(jian)設(she)(she)(she)項目“一(yi)站(zhan)式”服(fu)(fu)(fu)務(wu)。整合工(gong)(gong)程建(jian)(jian)(jian)設(she)(she)(she)審(shen)(shen)批事項,實(shi)行(xing)“一(yi)口受理、并聯辦理、證書自助(zhu)打印”,加(jia)快實(shi)現“最多跑一(yi)次”。推進安(an)徽省(sheng)(sheng)網(wang)上政(zheng)(zheng)務(wu)服(fu)(fu)(fu)務(wu)平臺建(jian)(jian)(jian)設(she)(she)(she)應用,力爭在2018年上半年實(shi)現工(gong)(gong)程建(jian)(jian)(jian)設(she)(she)(she)項目網(wang)上辦事全(quan)覆蓋。嚴格實(shi)行(xing)中(zhong)介(jie)服(fu)(fu)(fu)務(wu)清單制度(du),建(jian)(jian)(jian)立健全(quan)市場(chang)有序競爭、企業自主(zhu)選擇、中(zhong)介(jie)規范(fan)服(fu)(fu)(fu)務(wu)、政(zheng)(zheng)府有效(xiao)監管的建(jian)(jian)(jian)設(she)(she)(she)項目行(xing)政(zheng)(zheng)審(shen)(shen)批中(zhong)介(jie)服(fu)(fu)(fu)務(wu)體系。(牽頭責任單位:省(sheng)(sheng)發展改革委、省(sheng)(sheng)住房城鄉建(jian)(jian)(jian)設(she)(she)(she)廳、省(sheng)(sheng)編(bian)辦、省(sheng)(sheng)政(zheng)(zheng)務(wu)服(fu)(fu)(fu)務(wu)中(zhong)心按(an)職責分(fen)工(gong)(gong)分(fen)別負責;配(pei)合單位:省(sheng)(sheng)國土資源(yuan)廳、省(sheng)(sheng)環(huan)保廳、省(sheng)(sheng)法制辦、省(sheng)(sheng)工(gong)(gong)商局等)
(五)完善(shan)招(zhao)(zhao)(zhao)(zhao)標(biao)(biao)(biao)投標(biao)(biao)(biao)制度。將依法(fa)必須招(zhao)(zhao)(zhao)(zhao)標(biao)(biao)(biao)的(de)(de)工(gong)(gong)程(cheng)(cheng)建(jian)設(she)項目(mu)納(na)入統一的(de)(de)公(gong)共資源交(jiao)易平臺,依法(fa)公(gong)開工(gong)(gong)程(cheng)(cheng)建(jian)設(she)項目(mu)招(zhao)(zhao)(zhao)(zhao)標(biao)(biao)(biao)事項的(de)(de)審批(核準(zhun))信(xin)息、招(zhao)(zhao)(zhao)(zhao)標(biao)(biao)(biao)投標(biao)(biao)(biao)過(guo)程(cheng)(cheng)信(xin)息、履約及其變(bian)(bian)更信(xin)息等(deng)(deng),主動接受(shou)社會監督。推(tui)進“互(hu)聯網+工(gong)(gong)程(cheng)(cheng)建(jian)設(she)項目(mu)招(zhao)(zhao)(zhao)(zhao)投標(biao)(biao)(biao)”,實(shi)現(xian)對市場(chang)交(jiao)易主體和(he)(he)投標(biao)(biao)(biao)等(deng)(deng)信(xin)息共享,強化(hua)對招(zhao)(zhao)(zhao)(zhao)標(biao)(biao)(biao)投標(biao)(biao)(biao)行為、評(ping)標(biao)(biao)(biao)行為和(he)(he)標(biao)(biao)(biao)后的(de)(de)在線(xian)監管。加快(kuai)實(shi)現(xian)電(dian)子化(hua)招(zhao)(zhao)(zhao)(zhao)投標(biao)(biao)(biao),推(tui)行網上異地評(ping)標(biao)(biao)(biao)。對依照《中華人(ren)民共和(he)(he)國政府采(cai)購法(fa)》通過(guo)競爭性(xing)談(tan)判或單一來(lai)源方式確定(ding)供應(ying)(ying)商的(de)(de)政府采(cai)購工(gong)(gong)程(cheng)(cheng)建(jian)設(she)項目(mu),符合相(xiang)應(ying)(ying)條件的(de)(de),應(ying)(ying)當核發(fa)施(shi)工(gong)(gong)許可證。民間投資的(de)(de)房(fang)(fang)屋建(jian)筑工(gong)(gong)程(cheng)(cheng),允許建(jian)設(she)單位自主確定(ding)發(fa)包(bao)方式。在基礎設(she)施(shi)建(jian)設(she)領域,支持對地方就業(ye)和(he)(he)經濟發(fa)展貢獻大(da)、具(ju)有良(liang)好(hao)信(xin)用、能夠提供足額擔(dan)保(bao),且(qie)專業(ye)技(ji)術人(ren)員具(ju)有相(xiang)關(guan)工(gong)(gong)程(cheng)(cheng)業(ye)績的(de)(de)企業(ye)參(can)與相(xiang)應(ying)(ying)項目(mu)建(jian)設(she)。改革(ge)以價(jia)格(ge)(ge)為決定(ding)因(yin)素的(de)(de)招(zhao)(zhao)(zhao)(zhao)標(biao)(biao)(biao)和(he)(he)采(cai)購管理模式,實(shi)施(shi)技(ji)術、質(zhi)量(liang)、服務、品牌(pai)、價(jia)格(ge)(ge)、信(xin)用等(deng)(deng)多種因(yin)素的(de)(de)綜合評(ping)價(jia),實(shi)現(xian)由“拼(pin)價(jia)格(ge)(ge)”向“拼(pin)質(zhi)量(liang)”轉變(bian)(bian)。提倡“優質(zhi)優價(jia)、優質(zhi)優先”,建(jian)設(she)單位可在招(zhao)(zhao)(zhao)(zhao)標(biao)(biao)(biao)文件和(he)(he)工(gong)(gong)程(cheng)(cheng)合同中約定(ding)優質(zhi)優價(jia)獎勵條款。(牽頭責(ze)任(ren)單位:省(sheng)(sheng)發(fa)展改革(ge)委(wei)、省(sheng)(sheng)住房(fang)(fang)城鄉(xiang)建(jian)設(she)廳(ting);配合單位:省(sheng)(sheng)交(jiao)通運輸廳(ting)、省(sheng)(sheng)水利廳(ting)、省(sheng)(sheng)公(gong)安廳(ting)、省(sheng)(sheng)通信(xin)管理局(ju)等(deng)(deng))
三(san)、完善工程建設組織模式
(六)加(jia)快(kuai)推(tui)行工(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)(zong)承包(bao)。政(zheng)府(fu)投資項(xiang)目(mu)應帶頭(tou)推(tui)行工(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)(zong)承包(bao),省(sheng)(sheng)相(xiang)關行業(ye)(ye)主(zhu)管部門負責(ze)制(zhi)定(ding)具體實(shi)施(shi)辦法(fa)。裝配式建筑原則上(shang)采(cai)用(yong)工(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)(zong)承包(bao)模式,鼓(gu)勵和(he)支持社會投資項(xiang)目(mu)采(cai)用(yong)工(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)(zong)承包(bao)模式。建設(she)(she)(she)(she)單位(wei)可(ke)以(yi)在項(xiang)目(mu)可(ke)行性研(yan)究、方案(an)設(she)(she)(she)(she)計(ji)(ji)或(huo)初步設(she)(she)(she)(she)計(ji)(ji)完成后,以(yi)工(gong)程(cheng)(cheng)估(gu)算(或(huo)工(gong)程(cheng)(cheng)概算)為經濟控制(zhi)指標(biao),以(yi)限額設(she)(she)(she)(she)計(ji)(ji)為控制(zhi)手段,組織開展工(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)(zong)承包(bao)招標(biao)工(gong)作。除以(yi)暫估(gu)價形式包(bao)括在工(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)(zong)承包(bao)范圍內且(qie)依(yi)法(fa)必須進行招標(biao)的項(xiang)目(mu)外(wai),工(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)(zong)承包(bao)企業(ye)(ye)可(ke)以(yi)直接(jie)發包(bao)總(zong)(zong)(zong)(zong)(zong)承包(bao)合(he)(he)同中涵蓋的其他專業(ye)(ye)業(ye)(ye)務。依(yi)法(fa)必須招標(biao)的項(xiang)目(mu)涉及施(shi)工(gong)質量的結(jie)構材料(liao)及重(zhong)要的功能性材料(liao)、設(she)(she)(she)(she)備,由總(zong)(zong)(zong)(zong)(zong)承包(bao)企業(ye)(ye)采(cai)購,建設(she)(she)(she)(she)單位(wei)不得(de)指定(ding)生產廠、供應商。加(jia)強示(shi)范引領,以(yi)市場化的方式,培育(yu)一(yi)批工(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)(zong)承包(bao)骨(gu)干企業(ye)(ye),提高工(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)(zong)承包(bao)的供給質量和(he)能力。加(jia)快(kuai)修訂完善與工(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)(zong)承包(bao)相(xiang)關的招標(biao)投標(biao)、質量安(an)全(quan)報監、施(shi)工(gong)許(xu)可(ke)、竣工(gong)驗(yan)收(shou)備案(an)等管理(li)(li)制(zhi)度。(牽頭(tou)責(ze)任(ren)單位(wei):省(sheng)(sheng)住房(fang)城鄉建設(she)(she)(she)(she)廳(ting)(ting);配合(he)(he)單位(wei):省(sheng)(sheng)發展改(gai)革(ge)委、省(sheng)(sheng)交通(tong)運(yun)輸廳(ting)(ting)、省(sheng)(sheng)水(shui)利廳(ting)(ting)、省(sheng)(sheng)財政(zheng)廳(ting)(ting)、省(sheng)(sheng)審計(ji)(ji)廳(ting)(ting)、省(sheng)(sheng)公安(an)廳(ting)(ting)、省(sheng)(sheng)通(tong)信管理(li)(li)局(ju)等)
(七)積極推進(jin)全過(guo)(guo)(guo)程(cheng)(cheng)工(gong)程(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun)。政府(fu)投(tou)資(zi)(zi)(zi)工(gong)程(cheng)(cheng)應帶(dai)頭推行(xing)全過(guo)(guo)(guo)程(cheng)(cheng)工(gong)程(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun),省(sheng)(sheng)(sheng)相(xiang)關(guan)部(bu)門負(fu)責(ze)制定具(ju)(ju)(ju)體(ti)實施辦法,支持(chi)非政府(fu)投(tou)資(zi)(zi)(zi)工(gong)程(cheng)(cheng)委托(tuo)全過(guo)(guo)(guo)程(cheng)(cheng)工(gong)程(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun)服(fu)務(wu)。鼓勵投(tou)資(zi)(zi)(zi)咨(zi)(zi)詢(xun)(xun)(xun)、勘察設計、工(gong)程(cheng)(cheng)監(jian)理、造(zao)價咨(zi)(zi)詢(xun)(xun)(xun)等企(qi)業(ye)通(tong)過(guo)(guo)(guo)聯合經營、并購重組等方式,加快推進(jin)全過(guo)(guo)(guo)程(cheng)(cheng)工(gong)程(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun),培育一批高水平的全過(guo)(guo)(guo)程(cheng)(cheng)工(gong)程(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun)企(qi)業(ye)。全過(guo)(guo)(guo)程(cheng)(cheng)工(gong)程(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun)企(qi)業(ye)或聯合體(ti)應具(ju)(ju)(ju)備(bei)工(gong)程(cheng)(cheng)設計或工(gong)程(cheng)(cheng)監(jian)理相(xiang)應的資(zi)(zi)(zi)質,同時還應具(ju)(ju)(ju)備(bei)相(xiang)應執業(ye)資(zi)(zi)(zi)格、能力的專業(ye)技(ji)(ji)術人員和管理人員。根據行(xing)業(ye)特(te)點(dian),制定全過(guo)(guo)(guo)程(cheng)(cheng)工(gong)程(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun)服(fu)務(wu)技(ji)(ji)術標準和合同范本。在民(min)用建筑(zhu)項(xiang)目中(zhong),試行(xing)建筑(zhu)師(shi)主導的全過(guo)(guo)(guo)程(cheng)(cheng)工(gong)程(cheng)(cheng)咨(zi)(zi)詢(xun)(xun)(xun)服(fu)務(wu)。(牽(qian)頭責(ze)任(ren)單位(wei):省(sheng)(sheng)(sheng)住(zhu)房城鄉建設廳(ting)、省(sheng)(sheng)(sheng)發展改革(ge)委;配合單位(wei):省(sheng)(sheng)(sheng)交(jiao)通(tong)運輸廳(ting)、省(sheng)(sheng)(sheng)水利廳(ting)、省(sheng)(sheng)(sheng)財政廳(ting)、省(sheng)(sheng)(sheng)審計廳(ting)、省(sheng)(sheng)(sheng)公安廳(ting)、省(sheng)(sheng)(sheng)工(gong)商局、省(sheng)(sheng)(sheng)通(tong)信管理局等)

(二十八)拓寬建(jian)(jian)筑業(ye)(ye)企業(ye)(ye)融(rong)資渠道。支(zhi)持(chi)銀行(xing)、保(bao)險和融(rong)資性擔保(bao)機構開發適合(he)工(gong)程(cheng)建(jian)(jian)設特點(dian)的產品,開展(zhan)應(ying)收賬款、股權、商(shang)標(biao)權、專(zhuan)利權等質(zhi)押(ya)貸款、守合(he)同重信(xin)(xin)用(yong)企業(ye)(ye)增信(xin)(xin)融(rong)資和信(xin)(xin)用(yong)保(bao)險業(ye)(ye)務(wu),允許建(jian)(jian)筑業(ye)(ye)企業(ye)(ye)以建(jian)(jian)筑材(cai)料、工(gong)程(cheng)設備、在(zai)建(jian)(jian)工(gong)程(cheng)等作(zuo)為(wei)抵押(ya)進(jin)行(xing)反(fan)擔保(bao)。鼓勵政(zheng)策性融(rong)資擔保(bao)機構為(wei)信(xin)(xin)用(yong)良好的建(jian)(jian)筑業(ye)(ye)企業(ye)(ye)提供銀行(xing)貸款擔保(bao)。積極推進(jin)建(jian)(jian)筑業(ye)(ye)企業(ye)(ye)上(shang)市(掛牌),對擬上(shang)市企業(ye)(ye)的計(ji)劃(hua)投資項目,依照有關規定,在(zai)項目核(he)準、土(tu)地出讓和使用(yong)等方面給(gei)予支(zhi)持(chi)。(牽頭(tou)責任(ren)單位:省政(zheng)府金融(rong)辦;配合(he)單位:省住房城鄉建(jian)(jian)設廳(ting)(ting)、省交通運(yun)輸廳(ting)(ting)、省水利廳(ting)(ting)、省國土(tu)資源廳(ting)(ting)、安徽銀監局(ju)(ju)、安徽保(bao)監局(ju)(ju)、安徽證監局(ju)(ju)、省通信(xin)(xin)管理局(ju)(ju)等)
(二十九)加強建(jian)筑(zhu)業企(qi)(qi)業正(zheng)向激勵。建(jian)筑(zhu)業企(qi)(qi)業晉(jin)升特級資質(zhi)、勘(kan)察設(she)計企(qi)(qi)業晉(jin)升綜合(he)資質(zhi),獲得國家發明專利(li)、標準、工法,在境(jing)外承包重大工程,以及在國內外資本市(shi)場成功(gong)上市(shi)的(de),省(sheng)政(zheng)府及相關市(shi)、縣政(zheng)府根據規(gui)定(ding)給予(yu)獎勵,并列入(ru)全省(sheng)建(jian)筑(zhu)業企(qi)(qi)業守信紅名單(dan)。對符合(he)條(tiao)件(jian)的(de)建(jian)筑(zhu)業企(qi)(qi)業和項目,按規(gui)定(ding)通過產業發展、科技創新與(yu)成果轉化、外經(jing)外貿、節能減(jian)排、人才引進與(yu)培訓(xun)等專項資金予(yu)以支持。(牽頭責任單(dan)位:省(sheng)有關部門按職責分(fen)工分(fen)別負責)
(三(san)十)開展(zhan)(zhan)績效考(kao)核(he)(he)(he)。省(sheng)(sheng)政(zheng)府將(jiang)建(jian)筑(zhu)(zhu)業發(fa)(fa)展(zhan)(zhan)納入對(dui)各(ge)市、縣人(ren)(ren)(ren)民政(zheng)府的(de)年度(du)目標管理(li)績效考(kao)核(he)(he)(he)。省(sheng)(sheng)住房城(cheng)鄉建(jian)設、統計部門要(yao)完善建(jian)筑(zhu)(zhu)業指標評價體系,定期通(tong)報各(ge)地建(jian)筑(zhu)(zhu)業改革(ge)發(fa)(fa)展(zhan)(zhan)情況。各(ge)市、縣人(ren)(ren)(ren)民政(zheng)府要(yao)將(jiang)發(fa)(fa)展(zhan)(zhan)建(jian)筑(zhu)(zhu)業納入經(jing)濟發(fa)(fa)展(zhan)(zhan)規(gui)劃(hua)和(he)年度(du)工作(zuo)目標,制定落實扶持建(jian)筑(zhu)(zhu)業發(fa)(fa)展(zhan)(zhan)的(de)具體政(zheng)策(ce)措(cuo)施,并(bing)加(jia)強考(kao)核(he)(he)(he)。(牽頭(tou)責任(ren)單位:省(sheng)(sheng)住房城(cheng)鄉建(jian)設廳(ting);配(pei)合(he)單位:省(sheng)(sheng)人(ren)(ren)(ren)力(li)資源社會保(bao)障廳(ting)、省(sheng)(sheng)交通(tong)運輸廳(ting)、省(sheng)(sheng)水(shui)利廳(ting)、省(sheng)(sheng)統計局、省(sheng)(sheng)通(tong)信管理(li)局等(deng))
