安徽省人民政府辦公廳關于推進工程建設管理改革 促進建筑業持續健康發展的實施意見

各(ge)市、縣人民政府(fu),省政府(fu)各(ge)部(bu)門、各(ge)直屬機構:


為(wei)貫徹落實《國(guo)務院辦公廳關于促(cu)進建筑(zhu)業(ye)持(chi)續健康發展的意見》(國(guo)辦發〔2017〕19號),進一步深化工程建設管理改(gai)革,加快發展步伐,推動(dong)我省(sheng)(sheng)向建筑(zhu)業(ye)大省(sheng)(sheng)強省(sheng)(sheng)邁進,經省(sheng)(sheng)政府同意,提出(chu)以下實施意見。


一、總體(ti)要求


(一)指導(dao)(dao)思想。深(shen)入(ru)貫(guan)徹(che)落實(shi)黨(dang)的十九大精神,以習近平(ping)新時代(dai)中國特色社會主義(yi)思想為指導(dao)(dao),以深(shen)化(hua)供給側結(jie)構性改(gai)革為主線,強(qiang)化(hua)精品意識,加快(kuai)改(gai)革創新,推(tui)進(jin)建(jian)筑業轉型升(sheng)級,壯(zhuang)大建(jian)筑業規模(mo),提(ti)升(sheng)質(zhi)量安(an)(an)全水平(ping),增(zeng)強(qiang)核心競爭力(li),打造(zao)“安(an)(an)徽(hui)建(jian)造(zao)”品牌,建(jian)設建(jian)筑業大省強(qiang)省,為建(jian)設現代(dai)化(hua)五大發展美(mei)好安(an)(an)徽(hui)提(ti)供有(you)力(li)支撐(cheng)。


(二)總體目標(biao)。到2020年(nian),建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)業(ye)(ye)行政許可、工程建(jian)(jian)(jian)(jian)(jian)(jian)設組織模式、工程建(jian)(jian)(jian)(jian)(jian)(jian)造方(fang)式、建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)勞務用工機制(zhi)等改革(ge)取(qu)得(de)重要(yao)進(jin)展,監管體制(zhi)更加(jia)健(jian)全(quan),市場活力明顯增(zeng)強,建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)品質顯著提升,建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)業(ye)(ye)外向(xiang)度進(jin)一步提高,全(quan)省建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)業(ye)(ye)增(zeng)加(jia)值達(da)(da)2300億元,年(nian)產值超過100億元的建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)業(ye)(ye)企業(ye)(ye)達(da)(da)12家(jia)(jia)、超過50億元的企業(ye)(ye)達(da)(da)30家(jia)(jia),以作業(ye)(ye)為主(zhu)的專業(ye)(ye)企業(ye)(ye)蓬勃發展。


二、深(shen)化簡政放權改革


(三)優化(hua)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)格(ge)(ge)(ge)管理(li)(li)。已取得施(shi)(shi)工(gong)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)類(lei)(lei)別(bie)中任(ren)意1項(xiang)(xiang)特級和2項(xiang)(xiang)一(yi)級資(zi)(zi)(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)的(de)(de)企(qi)業(ye)(ye),可(ke)(ke)(ke)直(zhi)接(jie)申(shen)請(qing)省級權限內(nei)的(de)(de)其他專(zhuan)業(ye)(ye)承(cheng)(cheng)(cheng)(cheng)包(bao)工(gong)程(cheng)一(yi)級和施(shi)(shi)工(gong)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)二(er)級資(zi)(zi)(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)。對(dui)裝(zhuang)(zhuang)配(pei)式(shi)建(jian)(jian)(jian)筑(zhu)生產企(qi)業(ye)(ye),經考(kao)核(he)滿足生產基(ji)本條件(jian)、具(ju)有(you)一(yi)定(ding)(ding)裝(zhuang)(zhuang)配(pei)施(shi)(shi)工(gong)能力(li),其項(xiang)(xiang)目經理(li)(li)和技(ji)術(shu)負責人具(ju)有(you)相(xiang)關業(ye)(ye)績的(de)(de),可(ke)(ke)(ke)直(zhi)接(jie)申(shen)請(qing)建(jian)(jian)(jian)筑(zhu)工(gong)程(cheng)施(shi)(shi)工(gong)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)二(er)級資(zi)(zi)(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)。對(dui)具(ju)有(you)施(shi)(shi)工(gong)總(zong)承(cheng)(cheng)(cheng)(cheng)包(bao)一(yi)級及以上資(zi)(zi)(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)的(de)(de)建(jian)(jian)(jian)筑(zhu)業(ye)(ye)企(qi)業(ye)(ye),可(ke)(ke)(ke)直(zhi)接(jie)許可(ke)(ke)(ke)裝(zhuang)(zhuang)飾裝(zhuang)(zhuang)修(xiu)工(gong)程(cheng)專(zhuan)業(ye)(ye)承(cheng)(cheng)(cheng)(cheng)包(bao)一(yi)級資(zi)(zi)(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)。對(dui)從事(shi)境外承(cheng)(cheng)(cheng)(cheng)包(bao)工(gong)程(cheng)的(de)(de)建(jian)(jian)(jian)筑(zhu)業(ye)(ye)企(qi)業(ye)(ye),在申(shen)請(qing)建(jian)(jian)(jian)筑(zhu)、市政、交(jiao)通(tong)(tong)、水利、通(tong)(tong)信(xin)(xin)等施(shi)(shi)工(gong)二(er)級資(zi)(zi)(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)時,給予政策支持。對(dui)具(ju)有(you)相(xiang)關專(zhuan)業(ye)(ye)技(ji)術(shu)能力(li)、信(xin)(xin)用良好、能夠(gou)提(ti)供足額(e)擔(dan)保的(de)(de)建(jian)(jian)(jian)筑(zhu)業(ye)(ye)企(qi)業(ye)(ye),可(ke)(ke)(ke)按規定(ding)(ding)承(cheng)(cheng)(cheng)(cheng)接(jie)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)類(lei)(lei)別(bie)內(nei)上一(yi)等級資(zi)(zi)(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)一(yi)定(ding)(ding)范圍的(de)(de)工(gong)程(cheng),具(ju)體規定(ding)(ding)由省相(xiang)關行業(ye)(ye)主(zhu)管部門制定(ding)(ding)。完善注冊執業(ye)(ye)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)格(ge)(ge)(ge)考(kao)試(shi)辦(ban)法,對(dui)長期從事(shi)工(gong)程(cheng)技(ji)術(shu)、管理(li)(li)的(de)(de)人員,可(ke)(ke)(ke)突出(chu)實踐能力(li)和專(zhuan)業(ye)(ye)知識考(kao)核(he),適當減免考(kao)試(shi)科(ke)目。全面推行“互聯網+政務服(fu)務”,依托大(da)數據,實行建(jian)(jian)(jian)筑(zhu)業(ye)(ye)企(qi)業(ye)(ye)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)、人員執業(ye)(ye)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)格(ge)(ge)(ge)注冊“智(zhi)慧審批”,推進資(zi)(zi)(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)(zhi)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)格(ge)(ge)(ge)證書電子化(hua)。加強事(shi)中事(shi)后監(jian)管,強化(hua)企(qi)業(ye)(ye)人員執業(ye)(ye)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)格(ge)(ge)(ge)和項(xiang)(xiang)目管理(li)(li),發揮社會(hui)信(xin)(xin)用、工(gong)程(cheng)擔(dan)保、保險(xian)等市場機制的(de)(de)作用。(牽頭責任(ren)單位:省住房城鄉建(jian)(jian)(jian)設廳(ting);配(pei)合單位:省人力(li)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)源社會(hui)保障(zhang)廳(ting)、省交(jiao)通(tong)(tong)運輸廳(ting)、省水利廳(ting)、省公安廳(ting)、省通(tong)(tong)信(xin)(xin)管理(li)(li)局(ju)等)


(四)推行(xing)建(jian)(jian)設(she)項目(mu)“一站式”服務。整合(he)工(gong)程(cheng)建(jian)(jian)設(she)審批事項,實(shi)行(xing)“一口受理、并聯辦理、證書自助打印”,加快(kuai)實(shi)現“最多跑(pao)一次”。推進安徽省(sheng)(sheng)(sheng)網上政務服務平臺建(jian)(jian)設(she)應用(yong),力爭在2018年(nian)上半年(nian)實(shi)現工(gong)程(cheng)建(jian)(jian)設(she)項目(mu)網上辦事全覆蓋。嚴格實(shi)行(xing)中(zhong)介服務清單制度,建(jian)(jian)立(li)健全市場有序競爭、企業自主選(xuan)擇、中(zhong)介規范服務、政府有效監(jian)管(guan)的建(jian)(jian)設(she)項目(mu)行(xing)政審批中(zhong)介服務體(ti)系。(牽頭(tou)責任單位:省(sheng)(sheng)(sheng)發展改(gai)革委、省(sheng)(sheng)(sheng)住房城(cheng)鄉建(jian)(jian)設(she)廳(ting)、省(sheng)(sheng)(sheng)編(bian)辦、省(sheng)(sheng)(sheng)政務服務中(zhong)心按職責分工(gong)分別負責;配合(he)單位:省(sheng)(sheng)(sheng)國土資源廳(ting)、省(sheng)(sheng)(sheng)環保(bao)廳(ting)、省(sheng)(sheng)(sheng)法制辦、省(sheng)(sheng)(sheng)工(gong)商(shang)局(ju)等)


(五)完(wan)善(shan)招標(biao)(biao)(biao)(biao)(biao)投(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao)制(zhi)度。將依法必須招標(biao)(biao)(biao)(biao)(biao)的工(gong)程(cheng)建(jian)(jian)(jian)設(she)(she)(she)項(xiang)目(mu)納入統(tong)一(yi)的公(gong)共(gong)資源(yuan)(yuan)交(jiao)(jiao)易平臺,依法公(gong)開工(gong)程(cheng)建(jian)(jian)(jian)設(she)(she)(she)項(xiang)目(mu)招標(biao)(biao)(biao)(biao)(biao)事項(xiang)的審(shen)批(pi)(核(he)準)信息(xi)、招標(biao)(biao)(biao)(biao)(biao)投(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao)過程(cheng)信息(xi)、履(lv)約(yue)及(ji)其變更信息(xi)等(deng),主(zhu)(zhu)動接受(shou)社會(hui)監督(du)。推進“互聯網+工(gong)程(cheng)建(jian)(jian)(jian)設(she)(she)(she)項(xiang)目(mu)招投(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao)”,實(shi)現(xian)對市(shi)場交(jiao)(jiao)易主(zhu)(zhu)體和(he)(he)投(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao)等(deng)信息(xi)共(gong)享,強化對招標(biao)(biao)(biao)(biao)(biao)投(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao)行(xing)為、評標(biao)(biao)(biao)(biao)(biao)行(xing)為和(he)(he)標(biao)(biao)(biao)(biao)(biao)后的在(zai)線監管(guan)。加快(kuai)實(shi)現(xian)電(dian)子化招投(tou)(tou)(tou)標(biao)(biao)(biao)(biao)(biao),推行(xing)網上異地(di)評標(biao)(biao)(biao)(biao)(biao)。對依照《中(zhong)(zhong)華人民(min)共(gong)和(he)(he)國政府采購(gou)(gou)法》通過競爭性談判(pan)或(huo)單(dan)(dan)一(yi)來(lai)源(yuan)(yuan)方(fang)(fang)式(shi)確定供應(ying)商(shang)的政府采購(gou)(gou)工(gong)程(cheng)建(jian)(jian)(jian)設(she)(she)(she)項(xiang)目(mu),符合(he)相應(ying)條(tiao)(tiao)件的,應(ying)當核(he)發(fa)(fa)施(shi)工(gong)許可(ke)證。民(min)間投(tou)(tou)(tou)資的房(fang)屋建(jian)(jian)(jian)筑(zhu)工(gong)程(cheng),允許建(jian)(jian)(jian)設(she)(she)(she)單(dan)(dan)位(wei)自(zi)主(zhu)(zhu)確定發(fa)(fa)包方(fang)(fang)式(shi)。在(zai)基礎設(she)(she)(she)施(shi)建(jian)(jian)(jian)設(she)(she)(she)領域(yu),支持對地(di)方(fang)(fang)就業和(he)(he)經濟發(fa)(fa)展貢獻大、具(ju)有良好信用、能(neng)夠提(ti)供足額擔保,且(qie)專業技術(shu)人員具(ju)有相關工(gong)程(cheng)業績的企業參與相應(ying)項(xiang)目(mu)建(jian)(jian)(jian)設(she)(she)(she)。改革以價(jia)(jia)格(ge)為決定因(yin)素的招標(biao)(biao)(biao)(biao)(biao)和(he)(he)采購(gou)(gou)管(guan)理模式(shi),實(shi)施(shi)技術(shu)、質(zhi)量(liang)、服務、品牌、價(jia)(jia)格(ge)、信用等(deng)多種因(yin)素的綜合(he)評價(jia)(jia),實(shi)現(xian)由“拼價(jia)(jia)格(ge)”向“拼質(zhi)量(liang)”轉變。提(ti)倡“優(you)質(zhi)優(you)價(jia)(jia)、優(you)質(zhi)優(you)先”,建(jian)(jian)(jian)設(she)(she)(she)單(dan)(dan)位(wei)可(ke)在(zai)招標(biao)(biao)(biao)(biao)(biao)文(wen)件和(he)(he)工(gong)程(cheng)合(he)同中(zhong)(zhong)約(yue)定優(you)質(zhi)優(you)價(jia)(jia)獎勵條(tiao)(tiao)款。(牽頭責任單(dan)(dan)位(wei):省發(fa)(fa)展改革委、省住房(fang)城鄉建(jian)(jian)(jian)設(she)(she)(she)廳;配合(he)單(dan)(dan)位(wei):省交(jiao)(jiao)通運輸廳、省水利廳、省公(gong)安廳、省通信管(guan)理局等(deng))


三、完善工程建設(she)組(zu)織模式(shi)


(六)加快(kuai)推行(xing)工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)。政府投資項目(mu)(mu)應(ying)帶(dai)頭推行(xing)工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao),省(sheng)(sheng)相關(guan)行(xing)業主管部門負責(ze)制(zhi)(zhi)(zhi)定(ding)具體實施(shi)辦法(fa)(fa)。裝配式(shi)建(jian)筑原則上采(cai)用(yong)工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)模式(shi),鼓勵和(he)支(zhi)持社會投資項目(mu)(mu)采(cai)用(yong)工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)模式(shi)。建(jian)設(she)單(dan)位可以(yi)(yi)在(zai)項目(mu)(mu)可行(xing)性研(yan)究、方(fang)案設(she)計(ji)或初(chu)步設(she)計(ji)完(wan)成后,以(yi)(yi)工(gong)(gong)程(cheng)(cheng)(cheng)估算(或工(gong)(gong)程(cheng)(cheng)(cheng)概算)為經濟控制(zhi)(zhi)(zhi)指標(biao)(biao),以(yi)(yi)限額設(she)計(ji)為控制(zhi)(zhi)(zhi)手段,組織(zhi)開展工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)招標(biao)(biao)工(gong)(gong)作。除以(yi)(yi)暫(zan)估價形式(shi)包(bao)(bao)(bao)(bao)括(kuo)在(zai)工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)范圍(wei)內且依法(fa)(fa)必須進行(xing)招標(biao)(biao)的(de)(de)項目(mu)(mu)外(wai),工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)企(qi)業可以(yi)(yi)直接發包(bao)(bao)(bao)(bao)總(zong)(zong)(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)合同中涵蓋的(de)(de)其他專(zhuan)業業務。依法(fa)(fa)必須招標(biao)(biao)的(de)(de)項目(mu)(mu)涉及施(shi)工(gong)(gong)質量的(de)(de)結構材(cai)料(liao)及重要的(de)(de)功能(neng)性材(cai)料(liao)、設(she)備,由總(zong)(zong)(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)企(qi)業采(cai)購(gou),建(jian)設(she)單(dan)位不得指定(ding)生產廠(chang)、供(gong)(gong)應(ying)商。加強示范引領(ling),以(yi)(yi)市(shi)場化的(de)(de)方(fang)式(shi),培(pei)育一(yi)批工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)骨(gu)干企(qi)業,提(ti)高(gao)工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)的(de)(de)供(gong)(gong)給質量和(he)能(neng)力。加快(kuai)修訂完(wan)善(shan)與工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)相關(guan)的(de)(de)招標(biao)(biao)投標(biao)(biao)、質量安全報監、施(shi)工(gong)(gong)許可、竣工(gong)(gong)驗收(shou)備案等管理(li)制(zhi)(zhi)(zhi)度。(牽頭責(ze)任(ren)單(dan)位:省(sheng)(sheng)住房城鄉建(jian)設(she)廳(ting);配合單(dan)位:省(sheng)(sheng)發展改革委、省(sheng)(sheng)交通運輸廳(ting)、省(sheng)(sheng)水利(li)廳(ting)、省(sheng)(sheng)財政廳(ting)、省(sheng)(sheng)審計(ji)廳(ting)、省(sheng)(sheng)公安廳(ting)、省(sheng)(sheng)通信管理(li)局(ju)等)

(二十五)不斷(duan)拓展(zhan)國(guo)際市場。持續扶(fu)持建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)龍(long)頭企(qi)(qi)業(ye)(ye)(ye)(ye)(ye),支(zhi)(zhi)持我(wo)省(sheng)“走(zou)出去”企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)做(zuo)大(da)做(zuo)強,鼓勵(li)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)實(shi)施國(guo)際通用(yong)的質(zhi)量(liang)、環境、職業(ye)(ye)(ye)(ye)(ye)健(jian)康安全標(biao)準體(ti)系認證。支(zhi)(zhi)持工(gong)(gong)(gong)程(cheng)總承包龍(long)頭企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)與(yu)專業(ye)(ye)(ye)(ye)(ye)承包、勞(lao)務公(gong)司(si)合(he)作,組建(jian)工(gong)(gong)(gong)程(cheng)咨詢、勘察、設(she)計、施工(gong)(gong)(gong)、監理等(deng)(deng)一(yi)(yi)體(ti)化(hua)的聯(lian)合(he)體(ti),共同拓展(zhan)海外建(jian)筑(zhu)(zhu)市場。支(zhi)(zhi)持建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)積極(ji)參與(yu)“一(yi)(yi)帶一(yi)(yi)路”及周邊(bian)國(guo)家基礎設(she)施建(jian)設(she)和非(fei)洲高(gao)(gao)速(su)鐵路、高(gao)(gao)速(su)公(gong)路、區域航(hang)空等(deng)(deng)“三大(da)網絡(luo)”及拉美地區重大(da)基礎設(she)施建(jian)設(she)。支(zhi)(zhi)持企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)申(shen)報對外援(yuan)助成(cheng)套項目(mu)施工(gong)(gong)(gong)任(ren)務實(shi)施企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)資格,積極(ji)爭取承接我(wo)國(guo)援(yuan)外工(gong)(gong)(gong)程(cheng)項目(mu)。加快與(yu)工(gong)(gong)(gong)程(cheng)項目(mu)所在(zai)國(guo)家和地區經濟社會(hui)的融合(he),鼓勵(li)通過收購、控股等(deng)(deng)方式,在(zai)境外設(she)立高(gao)(gao)品質(zhi)的國(guo)際化(hua)公(gong)司(si)。密切跟蹤我(wo)國(guo)多(雙)邊(bian)經貿框架協議,推動我(wo)省(sheng)建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)承接框架協議下建(jian)設(she)項目(mu),支(zhi)(zhi)持建(jian)筑(zhu)(zhu)業(ye)(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)積極(ji)參與(yu)我(wo)省(sheng)推動的境外經貿園區工(gong)(gong)(gong)程(cheng)建(jian)設(she)。(牽(qian)頭責任(ren)單(dan)位:省(sheng)商務廳(ting);配合(he)單(dan)位:省(sheng)住房城鄉建(jian)設(she)廳(ting)、省(sheng)發(fa)展(zhan)改(gai)革委、省(sheng)交通運輸廳(ting)、省(sheng)水利廳(ting)、省(sheng)通信管理局等(deng)(deng))


(二十六)加(jia)大(da)扶持(chi)力度。對企(qi)(qi)業(ye)(ye)(ye)承攬境(jing)(jing)(jing)(jing)外工(gong)程前期費用、項(xiang)目(mu)履約保函(han)和(he)預付(fu)款(kuan)(kuan)保函(han)等(deng)所(suo)發生的(de)手續費,按(an)規定給予補助。對從(cong)境(jing)(jing)(jing)(jing)內銀(yin)行(xing)取得(de)用于(yu)境(jing)(jing)(jing)(jing)外合同承包工(gong)程項(xiang)目(mu)建(jian)設及運營(ying)貸(dai)款(kuan)(kuan)的(de)企(qi)(qi)業(ye)(ye)(ye),按(an)規定給予一定貼息(xi)(xi)。積極(ji)支(zhi)(zhi)持(chi)建(jian)筑業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)申(shen)報(bao)國(guo)家(jia)對外承包工(gong)程保函(han)風險(xian)專(zhuan)項(xiang)資金(jin)。鼓勵金(jin)融機構實施差別化信(xin)貸(dai)政策,對實力強、信(xin)用好的(de)建(jian)筑業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)境(jing)(jing)(jing)(jing)外承包工(gong)程項(xiang)目(mu),提供人民(min)幣中長(chang)期貸(dai)款(kuan)(kuan)和(he)外匯周(zhou)轉貸(dai)款(kuan)(kuan)支(zhi)(zhi)持(chi)。幫助企(qi)(qi)業(ye)(ye)(ye)充分利(li)用國(guo)家(jia)和(he)省(sheng)(sheng)(sheng)支(zhi)(zhi)持(chi)外經貿發展(zhan)的(de)相關資金(jin)、政府引導基金(jin)、中非發展(zhan)基金(jin)、絲路基金(jin)等(deng)相關政策,爭取投(tou)融資支(zhi)(zhi)持(chi)。加(jia)快建(jian)立建(jian)筑業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)“走出去”協調保障機制(zhi),積極(ji)探索(suo)政企(qi)(qi)共建(jian)新模(mo)式,為企(qi)(qi)業(ye)(ye)(ye)“走出去”提供政策指導、項(xiang)目(mu)咨詢(xun)、風險(xian)提示、投(tou)資信(xin)息(xi)(xi)、法律援助等(deng)服務。(牽(qian)頭(tou)責任單(dan)位(wei):省(sheng)(sheng)(sheng)商務廳;配(pei)合單(dan)位(wei):省(sheng)(sheng)(sheng)住房城鄉建(jian)設廳、省(sheng)(sheng)(sheng)發展(zhan)改革(ge)委(wei)、省(sheng)(sheng)(sheng)財(cai)政廳、省(sheng)(sheng)(sheng)人力資源社會保障廳、省(sheng)(sheng)(sheng)交通(tong)運輸廳、省(sheng)(sheng)(sheng)水(shui)利(li)廳、省(sheng)(sheng)(sheng)政府金(jin)融辦、安徽(hui)銀(yin)監(jian)局、省(sheng)(sheng)(sheng)通(tong)信(xin)管理局等(deng))


十、保障(zhang)措施


(二十七)建立協(xie)(xie)調(diao)聯(lian)動(dong)機(ji)制(zhi)。建立以省政(zheng)(zheng)府(fu)分管領導為召集(ji)人(ren),省住(zhu)房城(cheng)(cheng)鄉建設、發展改(gai)革(ge)(ge)、財政(zheng)(zheng)、機(ji)構編制(zhi)、人(ren)力(li)資源社會保障、交通、水利(li)、商務(wu)(wu)、審計(ji)、國資、統(tong)計(ji)、稅務(wu)(wu)、金融、質監、安全監管等部門為成員的(de)(de)聯(lian)席會議(yi)制(zhi)度,負責(ze)研(yan)究建筑(zhu)業發展重大問題(ti),統(tong)籌協(xie)(xie)調(diao)工(gong)程建設管理改(gai)革(ge)(ge)、加(jia)快建筑(zhu)業發展的(de)(de)相關工(gong)作。聯(lian)席會議(yi)辦公室主(zhu)任由省住(zhu)房城(cheng)(cheng)鄉建設廳主(zhu)要負責(ze)同志(zhi)擔(dan)任。各市(shi)、縣人(ren)民政(zheng)(zheng)府(fu)要結合(he)本地(di)實際,建立相應的(de)(de)協(xie)(xie)調(diao)推進機(ji)制(zhi),完善配套政(zheng)(zheng)策,做好綜合(he)服務(wu)(wu),形成推動(dong)建筑(zhu)業發展的(de)(de)強(qiang)大合(he)力(li)。(牽頭責(ze)任單位:省住(zhu)房城(cheng)(cheng)鄉建設廳;配合(he)單位:聯(lian)席會議(yi)各成員單位等)


(二十(shi)八(ba))拓寬建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)企(qi)業(ye)(ye)融資(zi)(zi)渠(qu)道。支持銀行、保(bao)險和(he)融資(zi)(zi)性擔保(bao)機構開發(fa)適合工(gong)程建(jian)(jian)設特(te)點的(de)(de)產品,開展應收賬(zhang)款、股權(quan)、商標權(quan)、專利權(quan)等質押(ya)貸(dai)(dai)款、守合同重信用企(qi)業(ye)(ye)增信融資(zi)(zi)和(he)信用保(bao)險業(ye)(ye)務,允許(xu)建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)企(qi)業(ye)(ye)以建(jian)(jian)筑(zhu)(zhu)(zhu)材料(liao)、工(gong)程設備、在建(jian)(jian)工(gong)程等作為抵押(ya)進行反(fan)擔保(bao)。鼓勵政(zheng)策性融資(zi)(zi)擔保(bao)機構為信用良(liang)好的(de)(de)建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)企(qi)業(ye)(ye)提供銀行貸(dai)(dai)款擔保(bao)。積極推進建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)企(qi)業(ye)(ye)上(shang)市(掛(gua)牌(pai)),對擬上(shang)市企(qi)業(ye)(ye)的(de)(de)計劃(hua)投資(zi)(zi)項目(mu),依照有關(guan)規定,在項目(mu)核準、土地(di)出(chu)讓和(he)使用等方面給予支持。(牽頭責(ze)任單位:省(sheng)政(zheng)府(fu)金融辦;配合單位:省(sheng)住房城鄉建(jian)(jian)設廳、省(sheng)交通(tong)運輸廳、省(sheng)水利廳、省(sheng)國土資(zi)(zi)源廳、安徽(hui)銀監(jian)局(ju)、安徽(hui)保(bao)監(jian)局(ju)、安徽(hui)證監(jian)局(ju)、省(sheng)通(tong)信管理局(ju)等)


(二十九)加強建(jian)(jian)筑(zhu)業(ye)企業(ye)正向激勵。建(jian)(jian)筑(zhu)業(ye)企業(ye)晉升特(te)級資(zi)質、勘察設計企業(ye)晉升綜合資(zi)質,獲得(de)國(guo)家(jia)發明專利、標(biao)準、工(gong)法,在境(jing)外承包重大工(gong)程,以及在國(guo)內外資(zi)本市場成(cheng)功上市的,省政府(fu)及相關市、縣政府(fu)根據規定(ding)給(gei)予獎(jiang)勵,并列入全省建(jian)(jian)筑(zhu)業(ye)企業(ye)守信紅名單(dan)。對符合條件的建(jian)(jian)筑(zhu)業(ye)企業(ye)和項(xiang)目,按(an)規定(ding)通過產業(ye)發展(zhan)、科技創新(xin)與(yu)成(cheng)果轉(zhuan)化、外經外貿、節能減排、人(ren)才引進與(yu)培訓(xun)等專項(xiang)資(zi)金予以支持。(牽頭責(ze)任單(dan)位:省有關部門按(an)職(zhi)責(ze)分(fen)工(gong)分(fen)別負責(ze))


(三十)開展績效(xiao)考核。省政(zheng)府將建(jian)筑(zhu)業(ye)發展納入對各市、縣人(ren)(ren)民(min)政(zheng)府的年(nian)度(du)目(mu)標(biao)管(guan)理(li)績效(xiao)考核。省住房城鄉建(jian)設、統計(ji)部(bu)門要(yao)完(wan)善建(jian)筑(zhu)業(ye)指(zhi)標(biao)評價(jia)體(ti)系,定(ding)期通(tong)報各地建(jian)筑(zhu)業(ye)改(gai)革發展情況(kuang)。各市、縣人(ren)(ren)民(min)政(zheng)府要(yao)將發展建(jian)筑(zhu)業(ye)納入經(jing)濟發展規(gui)劃和(he)年(nian)度(du)工作(zuo)目(mu)標(biao),制定(ding)落實扶持建(jian)筑(zhu)業(ye)發展的具體(ti)政(zheng)策措施,并加強考核。(牽頭責任(ren)單位:省住房城鄉建(jian)設廳;配合單位:省人(ren)(ren)力資源社會保障廳、省交通(tong)運輸廳、省水利廳、省統計(ji)局(ju)、省通(tong)信管(guan)理(li)局(ju)等)
